Why does everybody insist that Hugo is weak when canon evidence says otherwise?

He's got broad shoulders, thick biceps and a deep chest.

He can carry a bag of gold with one hand and lift Varian with ease.

Heck, he's canonly better than Varian, including stronger, the creators said so.

Draw/write Hugo stronger than Varian.
