Tenjo's addition to BBDW marked her first playable appearance AND the most lines she'd ever gotten in the franchise. A 5⭐ unit, Tenjo was released during the Otherworldly Tales of the Hollownight Train event alongside Izayoi.
[ Gameplay ]
Her first art would be her main, while her final art could be obtained via "limit breaking" her; achieved either through rolling multiple copies of her, or using a special item. The costume in the middle with the white robe was never made playable. Heck- unlike most characters, her middle costume doesn't even have TRANSPARENT SPRITES in the files! Even though we see it RIGHT THERE on her Card Art, suggesting they HAD the transparent somewhere!
We've never gotten a direct look at Tenjo in the main game series, but her primary costume with the mask is the same design we see in Central Fiction's official Materials Collection, as well as how she appears in Spiral Shift.
Given the mask, it makes sense that this costume has no talk sprites. Hakumen, another masked character, also lacks them.
But what about the second costume??? This is a BBDW original outfit, removing her mask but keeping the rest of her outfit intact- though swapping the collars of her outermost robe and the apron-esque front piece.
It sucks that there are absolutely no assets for this one! I'm not a huge fan of it- I don't really like when a character costume is just a color swap, so I MUCH prefer the alternate costume they DID finish for her- but still!
Her final costume, also maskless, depicts her dressed down a layer. I wish we would have gotten more concept art for her, as her design seems HEAVILY inspired by the junihitoe of Japan's Heian period, what with all the layers and the divinity/nobility they're meant to express. Under the outermost layer of her ensemble, we see that the majority of Tenjo's outfit is sleeveless, with the sleeves she does wear being a separate costume piece connected by some sort of straps. Her Card Art here also makes it look like these sleeves are a shorter variant of the one she's wearing in the previous sprite, but with everything else being the same, I can't be sure if that's intentional or just artistic.
Though this is the first time we've gotten to see so much of Tenjo's face, it's not actually the first time we've seen it! While we only saw her when she was younger, she appeared maskless in chapter 14 of Variable Heart!
You can see her hair is shorter here, especially the hair making up her bangs.
Lastly, the background of her main character art has her standing inside a building in Ikaruga, while her final art depicts her maskless, performing the same sort of ying-yang magic, or Omyodou, that the Amanohokosaka Clan is known to specialize in.
Choosing to pose her against a cloudy sky, with the sun coming out right behind her head like a halo, could be interpreted as some Amaterasu imagery. (That being JP mythology Amaterasu, not necessarily Sankishin Amaterasu.) The real-world Japanese royal family is mythologically tied to the sun and Amaterasu as a sun god, so it's very common for royal lines in anime to share that theme.
