I like to think that after beating Kaido and Big Mom, Luffy will also inherit their dreams, but in a way that is not warped by the violence and brutal lives they had.

Kaido wanted to start "the greatest war" in order to put an end to the system. Basically a war to end all wars, from his perspective. Luffy will do that. Start a war that will remove the chains of the World Government over the world.

Big Mom wanted a country where all races could live together. Luffy, in theory, will destroy the Red Line. That will make all the Four Blues merge into one, the All Blue. One Big Blue Ocean for all races.

So, in a way, Luffy will accomplish what these two emperor pirates always wanted, but in his own way.
