WA budget surplus rises slightly in mid-year review as Mark McGowan eyes potential storms

Premier Mark McGowan has painted a bleak picture of what's ahead for Western Australia's economy as he announced a $1.8 billion surplus for the next year.
The mid-year review surplus is slightly above what was predicted for the 2022-23 period in May's budget, but significantly below the record $6 billion the government had in its pocket last financial year.
Mr McGowan said while that was partially down to iron ore royalties falling off as the resource's price dropped, other sources of government income like payroll tax would increase.

New homeowner asked to pay for half of dividing fence built 17 years before her house existed

Shortly after Shannon moved into the house she built in Yanchep, north of Perth, she had a visitor from next door.
"My neighbour came around and has given me an invoice and a letter requesting payment for the rear fence that was built in 2005, 17 years ago, and I just moved into this house in February," Shannon told Damian Smith on ABC Radio Perth.
"He's only asking for $506, which is half of what he paid for the fence back then.
"It's not a huge amount, but it's just the fact that the fence has been there for 17 years, and he's held this receipt in his hand … waiting for the perfect time to come in and hand it off."

Penguin Island sanctuary degraded by expanding pelican colonies in Western Australia

Perth's urban pelican populations are booming, but "extreme climate events" are forcing them to scavenge rubbish tips and fishing grounds for reliable food, and it is creating a host of problems.
On Penguin Island, just off the coast at Shoalwater an hour south of Perth, visitors may struggle to catch sight of its little penguins, but they will almost certainly see hundreds of pelicans.
Conservation Council of Western Australia Citizen Science coordinator Nic Dunlop has been studying birds on the island for 34 years and said the pelicans first began nesting on there 20 years ago.

Protected Entertainment Precincts to be in place within weeks in five areas including Northbridge

Controversial new laws banning violent offenders from entertainment precincts are set to be in place by the end of the year, but the WA government says associated police guidelines will not be made public. The legislation, which passed state parliament late last night, will create five 'Protected Entertainment Precincts', covering much of Northbridge and the Perth CBD, Fremantle, Scarborough, Hillarys and Mandurah.
The zones have been labelled PEPs in honour of nightclub manager Giuseppe "Pep" Raco, who was killed in an unprovoked one-punch attack in Northbridge in 2020.
Anyone who is convicted of a range of violent and sexual offences, including drink spiking, in a PEP would automatically be banned from all precincts for five years after leaving prison.

The devastated family of a pregnant woman who was hit in the head with a concrete block in a shopping centre car park has been told she is unlikely to survive. Dianne Miller, 30, suffered cardiac arrest after the brick was allegedly thrown through the window of the vehicle she was sitting in at Waterford Plaza in Perth's south on Tuesday night.
Speaking outside Royal Perth Hospital where Ms Miller remains in a critical condition, her brother Malcolm Clifton said their family had been warned her condition would most likely get worse.

An arrangement that saw WA Police responding to triple-0 ambulance calls paramedics could not reach in time has come to an end, but the agency can not say how many times its officers were called to assist. The practice began in May when St John Ambulance was struggling to keep up with demand as the state's COVID-19 wave peaked.
Those pressures came to a head when a Perth woman, Georgina Wild, died after waiting more than 2 hours for an ambulance.
In the week that followed, both WA Police and the Department of Fire and Emergency Services were called in to assist the embattled ambulance service — an arrangement which only ended overnight.

Charles Street upgrade plan 'shut down' after negative public feedback

A bold plan to dig up a major Perth street and demolish about 100 properties to build an uninterrupted highway has been scrapped, just weeks after being announced. Last month, Main Roads WA began public consultation over its plan to upgrade a 3.3 kilometre section of Charles Street in North Perth.
The agency said it was a long-term vision to address an expected significant growth in traffic volumes for one of the city's major arterial routes.
But today, Main Roads announced it would 'shut down' the Charles Street planning study in response to negative community feedback.

The single mother-of-three says there's no realistic prospect of renting with costs so high.

House prices are plunging, but some buyers are left in the cold

First home buyers are experiencing little respite in the property market downturn, as falls in property values are offset by a jump in mortgage rates, new research shows.
It would take a typical Australian first home buyer 10.9 years to save a deposit, as of the September quarter, barely lower than the 11.3 years required in the prior quarter, the latest ANZ CoreLogic Housing Affordability Report found. Time to save varied by city, and a Sydney first home buyer would need to save for 12.8 years, while Melbourne would need 10.6 years, Brisbane 10.1 years and Perth 7.7 years.

Indigenous families in Perth on edge after alleged bashing death of Cassius Turvey

Aboriginal families in Perth's east are afraid to let their children walk the streets after an Indigenous teenager was allegedly bashed to death with a metal pole while walking home from school with friends. Cassius Turvey, 15, died after allegedly being struck on the face with a pole wielded by a man who jumped out of a vehicle.
Cassius suffered a seizure some days later and, despite multiple surgeries, died on the weekend.
WA Police Commissioner Col Blanch released a statement earlier this week urging the community to "refrain from unfounded speculation" about the attack.

Coral Princess docks at Fremantle amid COVID outbreak, as guests tested before disembarking

A cruise ship with about 2,000 guests, 900 crew and a growing COVID-19 outbreak on board has arrived at Fremantle Port, becoming the first major cruise ship to visit since the beginning of the pandemic. The outbreak was detected on the Coral Princess shortly before the vessel arrived in Broome on Monday, about halfway through a 28-day circumnavigation of Australia.
The president of Carnival Australia and P&O Cruises Australia, Marguerite Fitzgerald, said the cases were limited and were being managed well, but noted there had been an increase in infections.
"Yesterday we undertook testing of all guests on board and we did see an increased number," she said.

A West Australian honey producer is planting thousands of native trees on privately owned farmland to boost the production of bacteria-fighting honey. It's good news for Australia's bee industry, which has spent millions of dollars battling the spread of the destructive varroa mite across the eastern states.
Damian Green runs a startup business in the WA Wheatbelt region, using native Leptospermum trees to generate Manuka honey — known for its anti-bacterial properties and use on external wounds.
The York resident is working with local farmers to plant the trees, which he says generate some of the strongest active honey in the world.
