So this is a question involving with your recent post. In the Traitor timeline, does the Legion create Warbands to enter Imperial Space to do three things. Weaken the Imperium War Effort. Find Relics of the Legion (Ships, People, Weapons, ect.) And bring people who wish to escape Imperial Worlds. Did I got that right?
You got one right lol finding Relics of their homeworld and Legion. Mainly the descendants of their people, they don't care at all for the rest of humanity or the Imperium. As they see them as lost causes, nothing like the humanity they had strived to protect long ago. They are also looking for deceased Remnant Knights to bring back to Remnant to bury.
Jaune is carving out his own place within the warp and plans to pull Remnant into it, their own space within the warp to keep his people truly safe. So that they may flourish under his protection once more.

Would the Shadow Reapers work with Eldar to kill there dark counter parts if it ment killing more than if it was just them
It would a delicate situation, see the Shadow Reapers absolutely blame the Eldar for the Dark Eldar existence and know some Eldar work with the Dark Eldar. However they dont go out of their way to attack them either, there are times when Shadow Reapers come upon Eldar soul stones in dark eldar raids, giving them to craftworlds they come upon in their travels in space. The only Eldar the shadow Reapers actually somewhat respecf are the Harlequins, for some odd reason, a specific Troupe has been offering information of Dark Eldar raids and fleets in realspace, and while the Shadow Reapers would have taken the offer its what the Harlequins want that makes them stop, as they want all information on the Primarch, Jaune.

To add more to the last ask, Jaune did establish a small kingdom but nothing too large ensuring the civilian worlds are close to evacuate back behind the cosmic cloud that protects the Remnant System. Each of the civilian planets are governed by a representative of a chosen chapter as Jaune never trusted regular human governors due to what he seen and experienced on multiple worlds as well as Remnant

With the Remnant's Final Shield Protocol, gives me the idea that the Remnant Knights' successor chapters homeworlds are close by leading to them having a mini empire. If we make guess that the Remnant Knights create lets say 5 new chapters pre-founding minus the 21st that would mean that after the 2nd founding they would have created 125 Chapters... Granted some of them can easily have been wiped off during a war, lost in the Warp or simply fell to corruption.
Even so, there is a chance that by the 42nd Millennium, they should have a mini empire that rivals Realm of Ultramar, Lion's Protectorate and Medusan Reach... This is possible to for the Remnant Knights to have they're own Empire if Guilliman or the Inquisition goes to far.
So the Successors of the Remnant Knights are all fleet based, this so they don't have multiple chapter worlds that they have loyalty towards, only Remnant is their true homeworld regardless what planet they are taken from. But Remnant is Kinda like what you're describing due to them needing more worlds for their growing population and minerals needed from worlds as well as agriworlds for food. However settlement was very constrained as Jaune saw how spread thin the likes of Ultramar was when the Heresy happened. So they never spread past their sub sector which is about 50 planets. Even then only 20 of those planets are settlements and located near the Remnant system as a means to defend easily, even mass evacuate them if the need arises.
While the rest are agriworlds, factory worlds, mining worlds, etc. Most of these are manner by the atlesian Knights disguised as workers/farmers with a small bastion of regular Remnant Guard.
