A little robot dressed as a mailman appears at your door. It slides a letter through your window. The letter has a physical photo attached via a paperclip, seemingly without using any magic. The photo is of a normal human man in a purple suit, with a pizza sticker attached on top of the man's face. Upon closer inspection, the man just has a pizza for a head. The back of the photo reads "Me!" in some obscure, ancient form of writing known as a 'sharpie'. The letter reads:

"Hello there, [council name here]! My name is Mr. Pizza and I'm here to bring You the DEAL OF A LIFETIME! Do you like peace and quiet? Do you like having friends? Do you like pizza? Do you have money? If you answered yes to any or all of these questions, then have I got just the deal for you! Introducing the Wizard Council Wizard Council! With my brand-new Wizard Council Wizard Council, you can take a break from all your pesky little members and hang out with other councils who know your struggles! Just relax, kick up your feet, and enjoy the pizza!

Would casting a spell of decay on wine age it, and if so, would that make Decay a chronomancy spell?

I would assume that the answers would be yes and no, but it is not my area of expertise.

How do you recruit new members into your council?

Giving strangers nightmares containing the necessary information to apply isn't working for me.

People just apply to join occasionally. I don’t really do anything to recruit them.
