Like I know he’s got the name of a scientist HOWEVER a caged man named Karl is just so, obvious? He just wanted to be free from Miranda, he said as much. It’s all been a very intentional portrayal in my opinion.

The dang thing about Karl Heisenberg and RE8 is that the game's efforts to present him as this mega dangerous dude who's gotta be stopped are just so half-assed. We get the Duke telling us that he's the most dangerous lord and Heisenberg himself gets some lines about using Rose to crush Miranda and take over the world or whatever, but his whole vibe is this desperately lonely and bored man with dogshit social skills, who'd probably be more interested in griefing people in MMOs than actually taking over the world. Like the game's writing and general presentation of the character does nothing to convince me that the man has any vested interest in being anything worse than incredibly annoying (as people who are unaccustomed to receiving attention except when they act out are often wont to do).
