i know proto-harrow can see into the future and therefore knows who arthur and loid are because of this, but why did he put arthur on a horse?

does... does arthur like horses? crying laughing at the idea of arthur seeing this.

Proto Harrow has three icons (?) attached to his belt and they are:

a hooded female figure (maybe a Sol/Lua nun),

Arthur on horseback (actual real horse not a Kaithe),

and Loid with a Grimoire.
