Wall Street Journal:
Two Biden Strongholds. Two Different Lists of Policy Priorities.
A broad Democratic coalition helped elect Joe Biden, but now those same voters want a brad variety of policies to move forward by Jim Carlton
Caption 1: Omar Carrera, founder of Canal Alliance, a nonprofit in San Rafael, California that describes itself as existing “to break the generational cycle of poverty for Latino immigrants and their families by lifting barriers to their success”.  According to Carrera, the Canal Area of San Rafael is as densely populated as Manhattan. “Many of the county’s Latinos live in densely crowded housing, paying as much as $2,500 a month for a one bedroom apartment, because environmental and other restrictions have greatly curtailed the amount of new housing. “I’m afraid we in Marin are using environmental policies to be racist,” said Mr. Carrera, who wants the Biden administration to help by providing more federal incentives for affordable housing.”
Caption 2: A mural on the wall of the nonprofit Canal Alliance, in the Canal Area of San Rafael, in Marin County, California, January 19th, 2021. Marin County California and  Petersburg, Va, are two of America’s bluest communities.  Marin County, an hour north of San Francisco is 85% white and 60% of adults have a bachelor’s degree or higher and the medium income was $115,000. With a price of a median single-family home of $1.4 million, affordable housing for the less privileged - including the 7% of 260,00 county residents who live in poverty — is a major concern.

The Guardian:
‘Lost Communities’: thousands of wells in rural California may run dry.
Years of pumping, draught and thirsty agriculture industry have taken a heavy toll on the water supply - and new plans are leaving vulnerable residents behind. By Susie Cagle
The vast majority of residents in the Central Vally rely on groundwater for home use, which is “growing increasingly scarce, as prolonged drought and a drier climate, coupled with a massive thirsty agriculture industry have drained the valley’s underground stores. Much of what is left is poisoned by agricultural runoff and naturally occurring toxins in the soil that have mixed with the groundwater and surfaced through extensive drilling and pumping.”

Four years ago her well dried up and she and the other tenants were without water for a month until the landlord dug the well deeper. Yet the water is still contaminated. She uses it to water her plants and bottled water for drinking.
