Its in the Zero light novels and also the Materials, and Nasu also expanded on it a bit randomly during one of the UBW anime interviews. Basically as a Magus Tokiomi would approve of the worm pit if Zouken actually taught her shit (Zoulen doesn't teach her shit because he plans on using Sakura as a breeder and experiment). As a father he'd be against it but Magus>Father all day every day with Tokiomi and it could be argued that its not that much more extreme than normal Magus methodology. So Tokiomi can pat himself on the back and feel satisfied because both his daughters amazing potential as Mages was properly realized.

Only thing completely off the table for him was selling Sakura for magecraft parts (or using her for that himself).

Edit: I do agree that overall Rin was better off without his influence. And while HF was a step in the right direction and brushes against that issue it kind of ignores having a true and final confrontation between Rin the Person and Rin the Magus and the actions of her father even outside of Sakura.

Sometimes I still think about how badly Tokiomi Tohsaka’s life got ruined. 

Don’t get me wrong, he absolutely deserved to get murdered after dropping his own daughter at Grandpa Zouken’s Hellish Daycare, but damn, dude got fucked up hard. Some rich, elite magi asshole just summons Gilgamesh, the richest, biggest asshole in the universe, and is forced to suck his golden dick daily, serve wine and beg him to do anything. His only “friend” and company is his pupil Kirei, who is too busy being dead inside and eating spicy food to be pals, but I guess it was reassuring to have a badass assassin priest by your side, tasked with making sure you win the Grail War.

And then Kirei backstabs him, making him lose the Grail War. Kirei becomes Gil’s gay lover and they backstab Tokiomi and talk shit about his wine. Gil’s entire motivation is just “this dude WACK”. Tokiomi gets murdered, Gil and Kirei make out on his corpse, none of his daughters win the Grail War, both of them fall in love with some nobody and Rin is too busy boning Shirou and King Arthur to care about his goals and the prestige of the Tohsaka family. God damn, dude got worse luck than Lancer.
