Heya! I'll assume you mean the very rough one I've been using a lot for the latest charr paintings - that would be the "Charcoal" brush that was included in Clip Studio Paint (Pencil tool -> Pastel -> Charcoal)

In Photoshop I really enjoy the "Soft Oil Pastel 1" (which may be named a bit different, I translated from german) which is actually part of one of the included brush packages. It has a somewhat similar look in terms of being really grainy but it lacks the sharp edge to one side.
