definitely both. She would frame politicians she doesn't like for Grand Larceny then use the ensuing scandal and court case to relieve their house of all its valuables. She'd rob the Crown Jewels in full Catwoman regalia. Heck, she'd do it while cosplaying The Queen. She'd cosplay one of the flying she-devils of the Pacific from Atomic Robo just to steal an airplane.
