VISAKHAPATNAM: An IIT Delhi student guided by his professor has developed ‘infection-proof fabric’ to prevent hospital acquired infections (nosocomial infections). The fabric developed is said to kill 99.9% of pathogens in a couple of hours.
After undergoing a series of textile chemical processing sequences, the fabric gains powerful anti-microbial functionality. Even after washing multiple times it does not lose its functionality. This non-toxic, affordable fabric can be stitched into various articles such as bedsheets, uniforms for patients, doctors and nurses, curtains and so on.
Fabiosys Innovations is a tech startup incubated at Technology Business Incubator, IIT Delhi with aims to make hospitals safer. Incubated by Yatee Gupta and mentored by professor Samrat Mukhopadhyay, the startup developed the infection-proof fabric recently.
The project was financially supported by the department of Science and Technology, Ministry of Human Resource Development, IIT Delhi and department of biotechnology in the form of grants and fellowships.

Speaking to TOI, Yatee, a B.Tech student from IIT Delhi with experience in medical technology said, “I had undertaken multiple healthcare related projects earlier for which I used to visit crowded public hospitals. While talking to patients from All India Institute of Medical Sciences (AIIMS) Delhi, I found that they developed additional nosocomial infection post admission. One of the major mechanisms of spread of these infections is through contact from contaminated surfaces including fabrics in the form of bedsheets, uniforms of patients, doctors and nurses. These textile surfaces become the breeding ground for pathogens, which do not get killed even while washing in hot water. But our developed fabrics have the ability to kill around 99.9% of pathogens in 1 to 2 hours.”
As per statistics from the Ministry of Health and Family Welfare, for every 100 hospitalized patients in developing countries, 10 will contract hospital acquired infections (HAI).
Explaining the technology, professor Mukhopadhyay from the department of Textile and Fibre Engineering, IIT Delhi told TOI, “This affordable novel textile-processing technology, converts regular cotton fabric into infection-proof fabric. Regular rolls of cotton fabric are treated with proprietary developed chemicals under a set of particular reaction conditions using machinery available in textile industries. The fabric after undergoing these processes, gains powerful anti-microbial functionality and retains it even after multiple washes.”
The team has been working on the idea for the past year and a half and is currently in the process of conducting large scale manufacturing trials in Delhi-NCR region. AIIMS Delhi has been roped in for the pilot project.

Single Player Fallout 76: The Responders

I already covered how the Responders would look like in a single player version of Fallout 76 here and here, but I wanted to go over more what the faction would be like in person, instead of through holotapes and recordings.
Thoughts:
The Responders are more or less the “safe” good faction, like the Minutemen. They are focused on community-building in a non-threatening way and treat others with respect. They are not as openly radical as the anarchist free states (although their leaders most likely range from left-liberals to communists, as far as politics still exists after the apocalypse). They may be portrayed as unreasonable radicals by the Coalition, but overall their collectivism is seen as a natural way to survive for common people.
This does not mean they do not have problems. They are struggling with resources and people, which is why they are always accepting volunteers.
Although they started by recruiting first responders, their ranks are mostly just average people. A good number of union organizers have also joined their ranks after leaving the Ash Heap.
The leadership is only about half first responders at this point, mostly fire and paramedics. Only a few police remain, and the paramilitary Fire Breathers are modeled after firefighters rather than police.
Flatwoods is a Responders-controlled town led by Dassa Ben-Ami. It acts as a tutorial town where Reverend Delbert teaches you how to cook and test water for safety. After this, there is an emergency where the Mister Farmhands have gone haywire and you have to reset them (Basically the same as the Fertile Soil event and an easy tutorial for combat).
Dassa and Delbert have their hands full, and are mostly the only reasonable authority figures in Flatwoods. Other than some generic responders, other residents are elderly rambler Willie Mae, conspiracy theorist Nurse Scott, Dassa’s adopted son Colonel, scatterbrained science fair organizer and caretaker Kesha McDermott, and cynical survivor Sofie Yates.
Morgantown Airport is the center of the Responders’ operations. It has been transformed into a military and management base, similar to Camp McCarren in Fallout New Vegas.
Maria Chavez is in charge at the airport. She is serious, but reasonable, and carries a great weight on her shoulders. She gives out quests to take Settlements across Appalachia, as well as other Responders quests.
Miguel Caldera is also found here. This Miguel is very different from the tragic character who dies in the regular game. Due to the absence of the Scorched, his lover Garry is still alive, and lives with him at Morgantown Airport with his long-suffering protectron Mr. Fluffy. He is secretly glad that the apocalypse happened and freed him from his desk job at Vault-Tec, but the stress of working on robots for the Responders is wearing on him. He is a companion that can be recruited if you join the Responders.
Morgantown itself is a neutral settlement fractured into different factions started by student groups, frats, clubs, intramural frisbee teams. They are only kept from outright conflict by Responder Sanjay Gupta and his protectron SteelHeart. Sanjay is also in charge of food aid to Morgantown. There is a Responders quest to help Sanjay negotiate with the groups to have a larger Responders presence in Morgantown.
The Charleston Fire Department is outside the borders of the neutral Charleston Settlement, and it is where the Fire Breathers are trained. This process is almost the same as in the game, but with human quest givers instead of terminals and holotapes.

Mortgage Rates: The Ups And Downs
Thinking hard about buying a home? You’re likely keeping a close eye on mortgage rates, which in part determine how much home you can afford. After all, when rates go up, purchasing power goes down.
The good news is that mortgage rates remain close to historical lows. The not-so-good news is that many expect rates to be higher by the end of 2017. But it’s impossible to accurately predict rates. And a lot can change between now and the end of the year. Government policies, market conditions, world events and other issues can cause rates to rise or fall.
To get a better feel for where rates may be headed over the next nine months, I asked a group of industry experts to assess the current rate climate and chime in with their predictions.

Gauging The Current Rate Climate
According to the Federal Reserve Bank of St. Louis, the average 30-year fixed mortgage rate was 3.54 percent just before last November’s election. Rates crept up in the weeks that followed, hitting 4.25 percent at the start of 2017. But they’ve gradually ticked down since then. In the first week of March, they hover just below 4 percent.
This was slightly surprising to some, given that the Federal Reserve raised rates, by 0.25 percentage points in late December, for only the second time in a decade.
“Rates have taken a roller coaster ride ever since the election,” says Steve Quarles, president of Peachtree Home Loans in Alpharetta, Ga. “But the rate rise we saw was mostly due to political uncertainty. Then, market conditions stabilized, so rates have slowly crept back down.”
However, the Fed has announced that it may boost rates at a quicker pace in 2017. Fed officials project three modest rate hikes this year.
“Another rate hike could happen as early as the next Federal Reserve meeting on March 14,” notes Joe Melendez, CEO of ValueInsured in Dallas.
Rate Projections From The Pros
Ask J. Keith Baker, mortgage banking professor at Irving, Texas-based North Lake College, and he’ll tell you the 30-year rate may rise by at least a half percentage point by mid-year, taking us to around 4.50 percent, on average.
“They could go as much as one percent higher than they are now if the economy continues to grow by year’s end,” says Baker.
Ben Robinson, director of secondary marketing for Sindeo in San Francisco, echoes that sentiment.
“I expect rates will move up slowly but steadily throughout the year. They could potentially push closer to 5 percent by the end of this year,” says Robinson.
Sahil Gupta, co-founder of San Francisco-based Patch Homes, foresees 30-year and 15-year fixed rates landing near 4.50 percent and 3.30 percent, respectively, by 2017’s midpoint.
“But by year’s end, I expect those respective rates to be around 4.80 and 3.70 percent,” says Gupta.
Melendez is slightly more optimistic. He doesn’t think the 30-year mortgage will exceed 4.5 percent by the close of 2017.
Randall Yates, CEO of Dallas-headquartered The Lenders Network, agrees.
“I believe rates will be around 4.50 percent for the 30-year fixed and in the high threes for 15-year fixed-rate loans,” Yates says.
The consensus opinion? Prepare for rates slowly going up, unless something unforeseen happens.
Events That May Influence Rates
Gupta says that Fed rate hikes, combined with inflation and employment numbers, are probably the biggest factors that will affect mortgage rates this year.
“Secondary factors are linked to the fiscal policy of the Trump administration,” adds Gupta. “If we see significant infrastructure spending in 2017, that could boost prices in parts of the country where spending and investments are concentrated. Likewise, asset inflation would be expected to rise, which gives the Federal Reserve an opportunity to raise rates.”
Yates notes that rates could also head north “if home prices increase quicker than expected.”
Returning government-controlled mortgage companies Fannie Mae and Freddie Mac to private control, as President Trump wants to do, could further affect rates, Baker believes.
“This transition might not go smoothly. And without direct government backing, it might lead to higher mortgage rates,” says Baker.
“We also cannot discount the political and financial turbulence in Europe. With the upcoming elections for some of the major European Union powers, any major shocks could cause a flight back to the safe haven of U.S. Treasuries,” says Robinson, noting that as yields on Treasury bonds, bills and notes increase, so do interest rates.
Take Action Sooner Versus Later
With interest rates and home prices expected to climb gradually over the coming months, you may want to act soon on a mortgage.
“I cannot stress enough that mortgage borrowers should lock in rates now. I do not see them going down in 2017,” says Michael Foguth, founder of Foguth Financial Group in Brighton, Mich.
While no one can perfectly time rates, Melendez recommends pulling the trigger before the Federal Reserve meets on March 14.
“I would advise borrowers to watch for a possible dip in rates and quickly lock in,” says Melendez.
Although it’s important to watch rate movements, “don’t let them dictate your behavior when it comes to buying a home. Every scenario is different,” says Robinson. “So be sure to talk to an experienced mortgage professional about your needs.”
To increase your chances of scoring the lowest possible rate on a mortgage, Robinson suggests aiming for a:
FICO score of 740 or higher
Low loan-to-value ratio (ideally under 60 percent)
Low debt-to-income ratio (no higher than 28 percent)
Lower amortization terms (a 15- or 20-year fixed loan will save on interest expenses)
Making yourself a better borrower should get you a better rate.
What Are Today’s Mortgage Rates?
Current mortgage rates are lower than they were immediately following the 2016 election. However, most experts expect them to rise as the year plays out.

I.      LEGISLATIVE NEWS AND ACTIVITY National President Chuck Canterbury joined U.S. Attorney General Loretta E. Lynch at a Law Enforcement Stakeholders Meeting.
National President Canterbury attended a meeting with the Presidential Inaugural Committee in reference to the Parade and the FOP Executive Board’s attendance at the Inauguration.
Executive Director Jim Pasco spoke to Vanita Gupta, Acting Assistant Attorney General for the Civil Rights Division at the U.S. Department of Justice (DOJ), to discuss open and pending civil rights investigations.
Executive Director Pasco spoke with Heather Childs, Chief of Staff to Deputy Attorney General Sally Quillian Yates, to discuss law enforcement priorities.
Executive Director Pasco continued his ongoing discussions with the Trump transition team.
Senior Legislative Liaison Tim Richardson and Legislative Liaison Mike Martin met with staff in the office of Senator Orrin G. Hatch (R-UT) to discuss the FOP’s hate crimes proposal as well as other pending legislation.
Senior Legislative Liaison Richardson and Legislative Liaison Beam represented the FOP at a stakeholder meeting with minority staff members with the House and Senate Committees on the Judiciary to discuss support for State and local law enforcement programs in the coming fiscal year.
Legislative Liaison Martin represented the FOP at the swearing in ceremony for Senator Robert J. Portman (R-OH).
II.     THIS WEEK IN CONGRESS Happy New Year!  The 115th Congress was officially sworn in on Tuesday, 3 January.  Both chambers were in session this week.
Representatives Paul D. Ryan (R-WI) was re-elected as Speaker of the House and Kevin O. McCarthy (R-CA) will continue to serve as Majority Leader.  Representative Nancy P. Pelosi will continue to serve as  Minority Leader and Representative Steny H. Hoyer (D-MD) as Minority Whip.
In the Senate, Senator Mitch McConnell (R-KY) will remain as Majority Leader and Senator Charles E. Schumer assumes the post of Minority Leader.
Both chambers were in session this week.
Joint Session The joint session of Congress was presided over by Vice President Joseph R. Biden, Jr. and officially received and counted the votes cast by the Electoral College.
Action in the House The House considered and passed H.R. 26, the “Regulations from the Executive in Need of Scrutiny Act,” on a 237-187 vote.  The bill, which would require Congress to approve, by enacting legislation, any “major rule” issued by an agency in order for them to take effect, now goes to the Senate for further consideration.
Action in the Senate The Senate considered and passed S. Con Res. 3 on a 51-48 vote.  The resolution establishes the budget for the Federal government for FY2017 and sets forth budgetary levels for FY2018-FY2026.  It is also serving as a vehicle to repeal the Patient Protection and Affordable Care Act (ObamaCare) through a process called reconciliation.
III.    FOP NEWS:  INAUGURAL COMMITTEE PROVIDING 1000 TICKETS TO PARADE FOR FOP MEMBERS The Presidential Inauguration Committee will provide the National Fraternal Order of Police with up to 1,000 tickets to the Inaugural Parade.  These will be tickets for seats along the parade route and will not include the inauguration itself or other events.  These seat tickets will be for the parade only.
The tickets will be provided on a first-come, first-served basis and will be available ONLY until close of business on Friday, 13 January.

IV.     DAY ON THE HILL 2017! This year’s Day on the Hill is of particular importance as the 115th Congress is sworn in and a new Administration takes over the operation of the Federal government.  It is imperative that we make our voices heard and work hard to ensure that our issues are considered in the Congress and throughout the Executive branch. Please make an effort to attend if you can–we need you!!!
The FOP Day on the Hill 2017 will begin on Monday, 13 February. The National Legislative Office and the National Legislative Committee will host a short briefing on our legislative agenda. The briefing will take place at 3pm on that Monday afternoon at D.C. Lodge #1 and last approximately one hour.
Tuesday and Wednesday, 14-15 February, will be devoted to your meetings with Members from your home States and districts. These appointments should be made in advance!!! Event participants should make every effort to have their Representative or Senator attend the meeting along with the appropriate staff person.
Accommodations for Day on the Hill Participants The National Legislative Office has arranged for a block of rooms at the Residence Inn Marriott at 1199 Vermont Avenue, NW, Washington, DC  20005.  The hotel is located just a few blocks from the Metro, making it easy for you to move around the city.
The rate is $190 per night, and you must identify yourself as part of the Fraternal Order of Police National Legislative Event to get this special rate.
The cut-off date for reservations is 20 January 2017, so don’t delay–make that reservation today!!!
