It’s mostly one of the main reasons he fell for them in the first place.

He does things that he believes will help them. (Ex: talk for them)

If they tell him not to, he will kind of stop doing it. At least for a little while.

He won’t push them to work on their shyness because that means they can rely on him more. 

2P Italy:

He will forget their shyness sometimes but he does think it’s cute just like 1P Italy.

It’s also one of the main reasons he mostly falls for them.

Sometimes to tease them he will put them in a situation that shows off their shyness depending how shy they are. (Ex: if they are shy around new people he will put them in a room full of new people.)

He also won't help them with their shyness because he feels it's something he can use to keep them with him.
