Hi! Kamusta?
It's been a long time since I wrote a formal letter to you. I want to know how you've been for the past years? Ako? Well, ito, I'm doing good. Balita ko nagpprepare ka for the Board, good luck! I know sisiw na sa'yo yan. Samahan mo pa ng pagpapanata, alam kong maipapasa mo yan. I'm rooting for you. :) Kung nagtatataka ka kung bakit ka naka-receive ng letter from me, read the rest and you'll know. ;)
Paano ko ba 'to sisimulan? Hmm.. Siguro sisimulan ko sa pagpapapasalamat sa'yo. It took me years to appreciate all the things you did for me during and after our relationship. Although na-appreciate ko naman lahat ng ginawa mo during the relationship. Thank you for fulfilling your promise to me that no matter what, you will fight for us until the end. For reference, I attached here one of my entries on my old Tumblr blog. I hope you know that I really did love you. I'm really sorry. I'm sorry for causing you excruciating pain that I know you carried for some time. I'm sorry for not fighting for us. I'm sorry, if after all that you've done for me after my break up with Jones, I still did not choose you.

Did you read what I attached here? Nakakatuwa yung first paragraph, no? Grabe tayo mangarap noon. But I'm glad we got to accomplish some of our dreams even though we are not a part of it. Imagine, we got to graduate ng sabay (Y2019) and although we are not together anymore, but see? We made it. Cheers to us! Here's to achieving all our dreams even though we are not together anymore.
Akala ko noon, I'm mature enough to handle our relationship.. hindi pala. As I was reading my Tumblr posts about us, it brought me back memories and feelings I took for granted.
For me it would be noong high school pa lang tayo and nagpapakiramdaman sa feelings ng isa't-isa. Oo, alam ko, ako unang nagkagusto sayo. Nakakabwisit lang talaga yung mga pang-aasar mo sa akin, sobrang napipikon ako noon alam mo ba haha tapos madalas ka manghiram ng books sa akin noon tapos pagkabalik mo sakin, may sulat na yung likod -_- One of my favorite days I had with you.. hmm.. sobrang random and simple lang nito eh, and I don't know if you'll even remember this. It was that day, hapon, maaliwalas yung kapaligiran, katabi kita sa sofa namin, gumagawa ng assignment sa Math, this was when we were in 1st yr college btw, tapos nakatingin lang ako sa ginagawa mo, that made me fell in love more. Yun nga lang ang hina sa mga English essays haha which is yung strongest point ko naman in all fairness. Pero what I missed the most is you giving me spiritual reminders, yun talaga the best. You always made sure na I do the right thing.
Despite all of the pain and struggles we had in our relationship, you once made me happy. And I also hope I made you feel that way, too. Cj, if ever you get to read this, happy 10th anniversary to our failed yet once happy relationship. Remember our promise that we'd get married after 10 years? Ang inosente ng pangarap haha but here we are! I am finally closing our book. I will stop thinking our what-if's, will finally stop punishing myself everyday for hurting you, finally stopping the guilt. I'm genuinely happy with what I have now. Nandito lang ako sa side, rooting for you. I know you'll go far in life. Palagi ka lang manalangin ha? Mahal kita and mag-iingat ka. And to close the book, I attached here a short video I did for our 3rd and last anniversary way back 2014. I got to published it on Instagram haha so there you go.
Paalam, CJPR.

High Court Rules Chicago Can Keep Cars
By Christopher Alhorn, The University of Alabama in Huntsville Class of 2021
March 18, 2021
Tumblr media
In 2017, Chicago resident Robbin Fulton was struggling to pay a debt exceeding $9,000. Unlike many Americans facing large debts, the huge debt she was dealing with was not owed to a bank or to a credit card company. The money was owed to the City of Chicago for fifty-four traffic tickets [1]. Further complicating her situation, Fulton’s driver’s license had been suspended for failure to pay the tickets. When she drove in spite of her suspended license, the city added additional tickets to her mounting debt. Unable to pay the tickets, Fulton received an order from the City of Chicago to give up her car or else city authorities would confiscate it. In December of 2017, the city towed her car. Additional fees from towing raised her debt to almost $12,000. Faced with a deteriorating situation, Fulton filed for bankruptcy on January 31, 2018 [2]. About a month later, Fulton asked the city to return her car. The city refused. It would not give up the car until Fulton paid off the tickets [3]. In May, Fulton went to court to get her car back.
While Fulton’s situation may appear extortionary, it is far from unique. Many other individuals deal with difficulties paying off massive numbers of tickets. Even in Chicago, two men in the face of massive debts from traffic violations were also in court proceedings to regain their cars about the same time as Fulton. All three individuals were facing thousands of dollars in fines and were filing for bankruptcy, and none of them could get their cars back from the city. Incredibly, one of the men, Jason Howard, actually faced more traffic violations than Fulton. Charged with sixty-six traffic violations, Howard owed more than $17,000 [1]. Each of the three individuals was facing the common difficulty of getting their confiscated property back from the city [3].
Trying to regain her car, Fulton sued Chicago in bankruptcy court. The bankruptcy code stops the creditor from “any act” to “exercise control” [6] of the debtor’s property. Fulton argued that the City of Chicago was effectively “exercising control” of her property by keeping her car. The bankruptcy court agreed with Fulton’s argument and ordered the city to return Fulton’s car to her. Chicago intensely disliked the ruling. If the city had to give Fulton her car, it would have to give numerous other traffic violators in similar situations their cars, which would make it more difficult for the city to force people who owed traffic tickets to pay. Chicago appealed to the Seventh Circuit Court of Appeals. Unfortunately for Chicago, the Seventh Circuit agreed with Fulton and determined that Chicago could not hold on to the property of a debtor who had declared bankruptcy. Frustrated, the city appealed the case to the Supreme Court, which agreed to hear the case in December 2019 [5]. The Supreme Court’s decision was released on January 14, 2021.
In a unanimous decision, the Supreme Court said that Chicago was right. Keeping Fulton’s car locked away was not an “act…to exercise control” of her property [6]. Writing for the court, Justice Alito pointed out that the Chicago may have been keeping Fulton’s car in a city parking lot, but they were not doing anything with it. Justice Alito ruled that “passively retaining” property cannot be seen as “an act to exercise control” [6]. Instead, the court ruled that the bankruptcy code allows a debtor who has declared bankruptcy to hold onto their property until the bankruptcy courts sort out who is owed what property under the bankruptcy code. Everyone who has part of the debtor’s property can also keep the property until the court makes a determination. In Justice Alito’s logic, bankruptcy law focuses on maintaining the status quo while a case is in court, not giving a debtor their property until it can be distributed correctly.
The Supreme Court’s decision is a big win for Chicago. Now it will be able to keep all the cars it has confiscated after the owners declare bankruptcy. The Supreme Court did not decide if Chicago can use the cars as leverage to get people to pay off their fines after a bankruptcy petition has been filed [6], so it is not clear how useful the decision will be for Chicago and cities like it in the long run. Creditors also have reason to celebrate the decision since they will now be able to keep a debtor’s property for longer. The decision is a major defeat for debtors, who will not be able to have all their property returned when they file a bankruptcy petition. Advocacy groups, such as the ACLU, have expressed frustration with the decision saying it, “…fails to recognize that cities and states, including Chicago, are crushing their residents with exorbitant fines and fees” [7]. Unfair or not, the High Court has unmistakably given Chicago a victory because the city now knows it can keep its confiscated cars.

50,000 trees to be planted in Artsakh
New Post has been published on https://armenia.in-the.news/society/50000-trees-to-be-planted-in-artsakh-67056-22-12-2020/
50,000 trees to be planted in Artsakh
Tumblr media
The Foundation for the Preservation of Wildlife and Cultural Assets launched its We are our Forests campaign as part of its Aid for Artsakh project, in order to provide emergency relief to the forests and ecosystems of Artsakh. By raising $50,000, the FPWC will be able to plant 50 000 site-specific trees as part of its mission to protect and conserve the biodiversity of the region.
Trees will be grown in a tree nursery owned by FPWC with a Target Plant Concept(TPC) methodology. The TPC is an effective framework for selecting seedlings based on specific characteristics best-suited to a given site. These characteristics are often scientifically derived from testing the factors that can be linked to outplanting success, such as seedling morphology and physiology, genetic source, and overcoming limiting factors on outplanting sites. The method allows to have very high survival rates (80-90%).
The growing cycle will begin in March, 2021. By October, 2021 plants will be ready for the outplanting. The planting season starts from mid-October to late November. The days can vary based on weather conditions. It’s also possible to maintain some part of the trees during winter and plant during March and early April neat year.
FPWC will cooperate with the Artsakh Nature Fund, the first environmental CSO in Artsakh to provide the further care and track survival rates of planted trees. Artsak Nature Fund was established to conserve and sustain the unique natural heritage and biodiversity of Artsakh. It is the first organization to receive an international funding from Fondation Franklinia, a Geneva based organization, which recognized Artsakh and supported the initiative towards conservation of its unique forests in Y2019.
FPWC and ANF will maintain and monitor the growth of trees 5 years after planting. This includes irrigation during summer months, patrolling by rangers to prevent unregulated grazing, remove and prevent weeds around the plants, etc. During these years the tree species will grow and develop a strong root system to grow independently. Though the main maintenance will last two years, we will continue monitoring and patrolling the reforested areas during at least another 5 years, to make sure no negative human impact is recorded on the site.
Rangers will patrol the planted areas and monitor the survival rates. This is a huge benefit for the project, as we have a constant supervision of planted trees, which help us to respond quickly to any disruption of normal growth.
An evidence-based approach will be used by applying data gathering with GPS coordinates. Planted trees will be divided into blocks and recorded with the GPS coordinates, type of species, etc. The survey team will locate each tree block and record its measurements along with survival rates during the year. This will give us a better understanding of survival rates, as well as get access to real-time data, so if there is any sort of mistake or issue that disrupts the normal growth of trees, we can prevent and take actions before it’s late.
On September 27th, 2020, Azerbaijan launched a robust military offensive on the Republic of Artsakh. During the course of the war that ensued, Azerbaijan caused terrible human losses and disastrous damage to civilian infrastructures by bombing cities and villages, destroying schools, hospitals and churches. Intense destruction was also caused to Artsakh’s forests, where the illegal use of white phosphorous munitions had devastating effects on the environment and on the biodiversity of the region. These have given rise to concerns of an ecocide in the South Caucasus.
The region of Artsakh is a biodiversity hotspot. Its primary forests are home to over 6000 plant species, 153 species of mammals and 400 species of birds. Of these, hundreds are currently listed on the International Union for Conservation of Nature’s Red List of Threatened Species. Indeed, the destruction of forest caused by this war has threatened the very existence of countless species, including the brown bear, the bezoar goat, the mouflon, the lynx, the vulture, the eagle and the Caucasian leopard, a critically endangered feline at a high risk of extinction.
Artsakh’s forests play an important role in the preservation of favourable environmental conditions for sustainable development, but they are also essential for the local people who depend heavily upon it for their livelihood. In fact, the indigenous people of Artsakh have accumulated and passed down traditional forest-related knowledge for thousands of years, and their social and cultural practises, as well as their economy, are deeply rooted in this environment, and dependent on its wellbeing for their survival. As a direct result of the illegal use by Azerbaijan of white phosphorus munitions, hundreds of hectares of forest have burned, habitats have been destroyed, ecosystems have been ravaged, and the soil and bodies of water of the region have been contaminated. This represents a major threat for humans and all living creatures of the wider region of the South Caucasus; the consequences of this destruction can be devastating for decades and centuries to come.
After the war of 2020, due to the loss of areas, there is a new challenge for Artsakh population – the shortage of water, as most of the water resources are now under Azerbaijani control. Naturally, forests serve as our natural water collection, storage, filtration, and delivery systems by collecting rain and snow and delivering it into streams, wet meadows, and aquifers throughout the year.
