Keep The Ball Rolling Part 1
Rolling off of the success of the 1999 World Cup it was time for the U.S. to start developing a professional women's league. By this time the MLS had been operating since 1996 but also struggled to take off immediately. Differently than the MLS however, a women's professional league would prove to be a work in progress over a decade. Grant had even mentioned this idea in his post-World Cup story stating, “Whether the U.S. team accomplished its other mission--to generate a fan base and corporate support for a women's pro league--remains to be seen. Mark Abbott, the former CEO of Major League Soccer, is expected to present a business plan to the U.S. Soccer Federation by the end of the year for a proposed league that would begin play in 2001. The international soccer community, however, is circumspect. "There's a huge difference between the short focus of the World Cup, where all the stars are concentrated, and week-in and week-out games at a lower level," says FIFA spokesman Keith Cooper. "There are 30 outstanding, hard-core female players in the world. If you want a national league, say 10 teams, you only have three per team. There's a rapid falloff in talent from the top." This insight from 1991 would prove to be scarily accurate. Soccer was still new, and spectators only really wanted to see the big name players they read about in the paper or saw on TV. The Women's United Soccer Association (WUSA) lasted from 2001-2003. The expenses of operating & travel, limited Tv rights, lack of funding for training facilities & equipment, and a lack of association to the men's league left the WUSA vulnerable, and thus collapsed just 2 years after its creation. The next professional women's soccer league would not be created in the US until 2009. In this 6 year gap, many players opted to play in European leagues in order to stay active. This practice of going overseas to be able to play was common for women before formal professional leagues were established, as it was really the only option to keep playing at a competitive level. The Women’s Professional Soccer (WPS) lasted until 2012, when it had to cease operation due to ongoing legal battles with the team magicJack’s owner Dan Borislow. Borislow was accused of a number of things, including the abuse of players. The back and forth legal proceedings left the WPS with nothing left to support another year of league play. In the decade after the iconic ‘99 tournament, coverage and general hype around the USWNT seemed to die down. The tournaments weren’t on home soil, and the team overall didn’t perform well enough to keep the attention of sports media and fans. Outside of official media like TV news, magazines, and newspapers, online media sites were quickly gaining popularity. A study done by journalist Roxane Coche followed the media coverage on Twitter of the governing body of both mens and womens, The US Soccer Federation, during the 2011 World Cup. While the USWNT lost to Japan in the final, it was a crucial tournament to remind the American public that they can still play. Social media gave female athletes and teams a platform of low-cost marketing while also reaching a much larger audience than traditional media, barriers that had previously prevented the team from reaching a steady league and adequate conditions.

William Barr Besieged by Allegations of Being President’s Protector
Attorney General William Barr portrayed himself as an apolitical elder statesman at his confirmation hearing. He declared he’d rather resign than be asked to fire special counsel Robert Mueller without cause and insisted the prosecutor he’d known for decades would never involve himself in a witch hunt as the president claimed. But now Barr has emerged as arguably the most divisive figure in Donald Trump’s administration. House Speaker Nancy Pelosi accused him of lying — a charge the Justice Department called reckless and false — and House Democrats are poised to hold him in contempt. His appearance this week before the Senate Judiciary Committee accelerated calls for his resignation after he said Trump had been falsely accused and he spun politically damning episodes in Mueller’s report in the president’s favor. Barr might have seemed an unlikely lightning rod given his long government career, his distance from Trump’s inner circle and his age, 68, that he said made him unconcerned with political advancement.
Cyclone Hits India’s East Coast; 1.2 Million Evacuated
Cyclone Fani tore through India’s eastern coast on Friday as a grade 5 storm, lashing beaches with rain and wind gusting up to 127 miles per hour and affecting weather as far away as Mount Everest. The India Meteorological Department said the “extremely severe” cyclone in the Bay of Bengal hit the coastal state of Odisha around 8 a.m., with weather impacted across the Asian subcontinent. Dust storms were forecast in the desert state of Rajasthan bordering Pakistan; heat waves in the coastal state of Maharashtra on the Arabian Sea; heavy rain in the northeastern states bordering China; and snowfall in the Himalayas. Around 1.2 million people were evacuated from low-lying areas of Odisha and moved to nearly 4,000 shelters, according to India’s National Disaster Response Force. Indian officials put the navy, air force, army and coast guard on high alert. Odisha Special Relief Commissioner Bishnupada Sethi said the evacuation effort was unprecedented in India.
‘Don’t Wash Your Raw Chicken’: CDC Warning Sparks Online Debate
The Centers for Disease Control and Prevention is getting some strong reaction on social media after advising people to not wash raw chicken. In a recent tweet, the CDC urged consumers to avoid washing raw chicken saying that “During washing, chicken juices can spread in the kitchen and contaminate other foods, utensils, and countertops.” According to the CDC, raw poultry is often contaminated with potentially harmful bacteria like Campylobacter, and, less frequently, Salmonella and Clostridium perfringens. Eating undercooked chicken, or anything contaminated by raw chicken and its juices can lead to food poisoning, the CDC warns. The USDA, which has for years advised against rinsing or soaking chicken prior to cooking, says any bacteria on the raw chicken, like salmonella, ride misting water droplets out from the sink in a process known as “aerosolization,” splattering the food-prep area in a 2-3 foot radius.
Breast Implants Tied to Rare Cancer to Remain on US Market
U.S. health authorities will allow a type of breast implant linked to a rare form of cancer to stay on the market. But the Food and Drug Administration said women should receive more information about potential risks when considering the implants. The announcement follows a March public meeting where dozens of women called for bolder steps on breast implant safety. Regulators said it is too soon to ban one type of textured implant recently linked to a rare form of lymphoma. They noted that these kinds of implants account for less than 10% of the U.S. market. The FDA is weighing new warnings and checklists for patients on potential complications and illnesses associated with the implants.
Peter Mayhew, Chewbacca of ‘Star Wars’ Films, Dies at 74
Peter Mayhew, the actor best known for his role as Chewbacca in the Star Wars series of science fiction films, died April 30 at his North Texas home, according to a statement from his family. Mayhew, who was born in London on May 19, 1944, died with his family by his side. He was 74. Mayhew, who stood 7 feet 2 inches tall, was the giant man inside the furry suit portraying the Wookiee Chewbacca in five Star Wars films beginning with the original trilogy released from 1977 to 1983. Mayhew put on the suit again for 2005’s Revenge of the Sith and then again most recently for 2015’s The Force Awakens, when he was reunited with Harrison Ford and their iconic spaceship the Millennium Falcon. In addition to films, Mayhew voiced the character in a number of cartoons and video games. Mayhew, who lived in Boyd northwest of Fort Worth, is survived by his wife Angie and three children. There will be a memorial service for friends and family on June 29.

Blake Lively turned heads for all the right reasons at the New York City premiere of “Pokémon Detective Pikachu.” As it turns out, the Hollywood actress debuted her baby bump. In other words, the former “Gossip Girl” star and Ryan Reynolds are expecting their third child together. Blake was all smiles when she revealed her bump in Retrofête’s Rebecca Dress in metallic yellow. As for Ryan, he also looked more than excited as he posed for photos with his leading lady. The notoriously private couple are already proud parents to two kids. And while they try their best to give their children a private life, both parents have been able to gush about parenthood in rare interviews. And as so many moms and dads know, those first few months of parenthood can be filled with learning curves. Ultimately, both stars embraced every twist and turn with love, humor and patience.

"Violent protests" vs "violent police"
Media scholars say that the way the US press covered protests changed in the summer of 1968, when Chicago cops turned the same violence on reporters that had previously been meted out to demonstrators. Finally, the press began to speak frankly and accurately about the source of violence, that it came from enraged, armed cops who acted with impunity to visit cruel violence upon protesters. During the current uprising, press accounts have located violence with demonstrators, using terms like "clash" that implied that protesters had come out to do battle with the police. https://www.niemanlab.org/2020/06/its-time-to-change-the-way-the-media-reports-on-protests-here-are-some-ideas/ National press lead with headlines like "A night of fire and fury across America as protests intensify" (Washpo) and "Appeals for calm as sprawling protests threaten to spiral out of control" (NYT). As Kendra Pierre-Louis writes for Nieman Lab, this carries on the long tradition of focusing on "annoyance" factors from protests, rather than protest as a means "to publicize grievances from people who typically exist outside of traditional power structures." At the most absurd end of the spectrum are headlines like WUSA's "Pepper spray caused a short stampede in Lafayette Park during a peaceful march honoring George Floyd" - as though pepper spray occurred without any human intervention. In @AskAKorean's excellent history of Korea's successful, government-changing protests, they describe the process by which "violent" protests became "peaceful" protests: what changed was that the police stopped beating people up. https://pluralistic.net/2020/06/03/white-nationalist-pogrom/#evidence That change occurred when the less-favored groups who'd led the protests in the face of unrestrained police violence (workers and students) were joined on the lines by members of favored groups (wealthy professionals), whom the police couldn't beat and kill with impunity. Largely the same factors that changed the dynamic in the US in 68: a shift in how the press apportioned responsibility for violence at demonstrations, from the people airing grievances to the armed public officials who hit, tortured and killed them. That shift is starting today. A History of Dominance: NC Courage - Guest Writer

Allison’s piece today details a bit of National Women’s Soccer League history with background on its most dominant club.
The quarterfinals of the NWSL Challenge Cup begin tomorrow, and to no one’s surprise the North Carolina Courage is seeded first after a dominant performance in the preliminary round. They have played in the championship game each year since moving to Cary, NC in 2017, and won two of them. How does a team achieve such dominance in a league that otherwise brags about the parity between teams? Let’s look at the history, and some notable players who you’ll recognize.
This team began as the Buffalo Flash in 2009 in the USL W-League. This first season they reached the conference semi-final with a 10-3-3 record through the regular season and playoffs. In 2010, the Flash signed some notable players from abroad, including Canadian National Team player Kelly Parker and English National Team player Gemma Davison. The Flash finished the season undefeated and went on to win the W-League Championship.
In 2011, the Flash announced plans to move up to the Women’s Professional Soccer League (WPS), the top-flight women’s soccer league at the time (NWSL’s predecessor). This move came with a plan to split home games between Buffalo, NY and Rochester, NY. A deal was quickly reached with the City of Rochester to play in Rochester’s downtown Soccer stadium PAETEC Park, and the team’s name was changed to the Western New York Flash. A stadium with the capacity required for the WPS proved harder to find in Buffalo. The Flash set their sights on Niagara Field (set to be expanded to 4,000 seats) at Niagara University or All-High Stadium, owned by Buffalo Public Schools. An agreement could not be reached, and the Flash played their entire home schedule in Rochester.
Star players came aboard as the Flash made their transition to the WPS. They drafted Alex Morgan with the first overall pick in the WPS draft and signed the Brazilian phenom Marta. The Flash achieved a 13-2-3 record for the 2011 season, the best in the league. They also set the attendance record for PAETEC Park (renamed Sahlen Stadium from 2011-2015) in a regular season matchup featuring hometown hero Abby Wambach, recently returned from the 2011 Women’s World Cup. The Flash earned home field advantage for the championship game and won on penalty kicks in front of another record crowd.
Unfortunately, they wouldn’t have a chance to break those records. The WPS folded in 2012, as WUSA had before it. The team played the 2012 season in the semi-professional WPSL Elite League. Again they won the championship on penalty kicks.
The National Women’s Soccer League (NWSL) was founded in 2013, and the Western New York Flash joined. Their dominance continued, claiming the shield for best performance in the regular season and making it to the first NWSL championship game. They ended up losing to the Portland Thorns, stymying the attempt for a fourth straight title in four separate leagues.
The Flash experienced a playoff drought during the 2014 and 2015 seasons, and hired a new coach, Paul Riley. There was quite a bit of turnover on the roster too, and expectations were quite low for the 2016 season. In an inspiring underdog story, the Flash cruised into the playoffs, upset the #1 seeded Portland Thorns in extra time in the semi-finals, and defeated the Washington Spirit to hoist the NWSL trophy for the first time.
After the 2016 season the franchise rights were sold to the owners of North Carolina FC, and the team was rebranded again, this time as the North Carolina Courage. Many of the Courage’s current and future stars made the move with the team, including Samantha Mewis, Abby Ecerg, Lynn Williams, McCall Zerboni, Abby Dahlkemper, Kristen Hamilton, and Jessica McDonald. In 2017 they won the shield and advanced to the championship, losing to perennial rival Portland Thorns.
In 2018 and 2019 the Courage secured the shield and the championship, defeating the Portland Thorns 3-0 in 2018 and the Chicago Red Stars 4-0 in 2019. They hold the record for the winningest season in NWSL history, just one game shy of an undefeated season in 2018.
This year, in a non-traditional tournament-style season prompted by the COVID-19 pandemic, the Courage is heavily favored to win the NWSL Challenge Cup. And given the history, today’s game against the struggling Portland Thorns looks especially enticing. Now if only CBS would break these matches out from behind their paywall and put them on TV!!

The dumb outrage on twitter by the ‘nwsl media’ (and a few new fans) over the ‘mass exodus’ of USA players going to Europe is hilarious to me. This is literally nothing NEW, this has been a thing since the WPS, the only thing different is that now yall are paying attention to woso outside of the US and that a few more big EU mens clubs have added a womens team.
The Damallsvenskan has always been a pretty popular destination to play abroad for US players (since at least the WUSA)...

is a former police officer, firearms instructor and expert witness on firearms, according to his IMDB profile. Welch’s father, Harry Welch Jr., is also credited on “The Mill,” according to IMDB. On social media, many of those who believe in the false PizzaGate theory are pointing to Welch’s past in movies as proof he is a “ crisis actor,” hired to carry out a “ false flag” operation at Comet pizza. Police had previously been investigating the threats against Comet.īrian Fallon, who was the press secretary for the Clinton campaign, tweeted about the incident Sunday: “The fake news MUST cease and MUST be taken down and the callers who attack us, the ones who are disparaging us online and blasting lies must be brought to justice. “For the last month, we have ALL filed police reports, called the FBI and NOTHING had been done to address the daily attacks, the harassment and the death threats we all received,” Terasol Bistor and Artisan Gallery, located near the pizza restaurant, said on Facebook on Sunday. Over 1500 Virginia Residents Left With out Energy As a result of Of Rat
Residents in a single Northern Virginia group had been left rat-tled after a rodent worn out their energy on Friday. Over 1,500 residents within the Tysons, Virginia space skilled the outage at night time, in line with WUSA-TV. Peggy Fox, a spokesperson for Dominion Power in Northern Virginia, revealed the reason for outage on Twitter: a pesky little, curious critter. Fox wrote that the outage was on account of a rat “that infiltrated a bit of kit” and precipitated an outage that left 1,588 clients at midnight. The Minneapolis City Council is holding an emergency meeting Friday afternoon to discuss the future of the city’s police department.
CBS Minnesota reports the council will get an update on the Minnesota Department of Civil Rights’ investigation into MPD, and will vote on a court order demanding immediate changes.
Council President Lisa Bender and member Jeremiah Ellison tweeted Thursday that they plan to dismantle the police department.

The city’s school district, the University of Minnesota and other agencies, organizations and businesses have severed ties with the department in the past 10 days since George Floyd died while being arrested.
25m ago Dallas County is providing protesters with masks and hand sanitizer
Texas’ Dallas County is giving people protesting in its streets masks and hand sanitizer donated by the Dallas Mavericks, CBS DFW reports.
Dallas County Judge Clay Jenkins is also advising protesters to stay six feet apart during demonstrations, and encouraged people to look for alternate ways to have their voices heard, worried they may inadvertently hurt the communities they aim to help.
“I think what you’re doing is an important thing. Again, if you could find a way to do it outside of a large crowd because of COVID because we know it is disproportionately affecting communities of color, please find a way to do that,” he said.
With a single-day record of 285 new COVID-19 cases in Dallas County on Thursday, Dallas’ City Manager T.C. Broadnax also expressed concern.
In a statement he urged “anyone who has been in close proximity of these large crowds to get tested at one of the city’s drive-thru community-based testing sites.”

Patrick Mahomes, Saquon Barkley and Michael Thomas are among more than a dozen NFL stars who sent a passionate video message to the league about racial inequality. The 70-second video was released on social media Thursday night and includes Odell Beckham Jr., Deshaun Watson, Ezekiel Elliott, Jamal Adams, Stephon Gilmore and DeAndre Hopkins, among others.
Thomas, the New Orleans Saints wide receiver who has led the league in receptions the past two seasons, opens the video with the statement: “It’s been 10 days since George Floyd was brutally murdered.”
The players then take turns asking the question, “What if I was George Floyd?”
They demand the NFL state that it condemns “racism and the systemic oppression of black people. … We, the National Football League, admit wrong in silencing our players from peacefully protesting. … We, the National Football League, believe black lives matter.”
7:49 AM NYC mayor says “This is NOT acceptable” after deliveryman detained under curfew
Protests were held for another day in New York City on Thursday. Police started handcuffing about a dozen demonstrators on Manhattan’s Upper East Side less than an hour after the city’s 8 p.m. curfew started.
Social media video from the Upper West Side also showed officers detain a food delivery worker on the job, CBS New York reports.
The worker can be heard saying, “Are you serious? Look, look, look. I’m not even doing anything.”
“It tells me on the app that I can show you guys something,” the worker said.
New York City Mayor Bill de Blasio responded on Twitter overnight, saying, “Just got off the phone with @NYPDShea after seeing the troubling video of a delivery worker arrested by police while doing his job. This is NOT acceptable and must stop. Food delivery is essential work and is EXEMPTED from the curfew.”

Police said the worker was released after his credentials were verified.
The food delivery app DoorDash said it’s working with city officials to determine what happened, adding, “Essential workers must be able to complete their work and feel safe and secure while doing so.”
The NYPD says approximately 200 people were arrested Thursday, many of them people who were continuing to march after the city’s curfew, which is aimed at containing violence and looting seen amid protests over George Floyd’s death.
7:20 AM 2 National Guardsmen injured by lightning strike during George Floyd protests in D.C.
Two National Guardsmen were injured after suffering the effects of a lightning strike near the White House on Thursday, officials said early Friday. CBS affiliate WUSA-TV reports the two service members were struck shortly after midnight within the Lafayette Park perimeter, where protests over the death of George Floyd continued for a seventh day.
Both of the officers were taken to a nearby hospital with non-life-threatening injuries, D.C. Fire and EMS officials said.

A chain-link fence was erected around the White House on Thursday, effectively widening the security perimeter around the executive mansion after several nights of violent clashes between protesters, police and National Guard members.
The Trump administration has defended the forceful clearance of peaceful protesters from a park near the White House to enable Mr. Trump to walk to a nearby church for a photo-op this week. Meanwhile, photos of unidentified, armed officers donning face shields and protective gear standing guard near the White House have raised concerns among Democrats, who’ve warned the lack of identification could deny victims the ability to hold officers accountable if they engage in misconduct.
6:44 AM Breonna Taylor’s neighbor sues police, says officers sprayed gunfire with “total disregard” for life
A neighbor of Breonna Taylor, the black woman shot to death in her apartment by police in March, has sued the police involved in the operation for firing “blindly” and sending rounds flying into her home, the Louisville Courier Journal reported on Thursday.
Taylor was in bed with her boyfriend when a trio of armed men smashed through the front door. Gunfire erupted and Taylor was killed. The three men turned out to be plainclothes police detectives of the Louisville Metro Police, one of whom was wounded in the chaos and violence that night.
Taylor’s death, along with the subsequent death of George Floyd at the hands of Minneapolis police, has fueled the protests since his death in Louisville and across the country.
According to the Courier Journal, the lawsuit filed in May by Taylor’s neighbor states that the three officers involved in the raid, after being confronted by Taylor’s boyfriend who opened fire first, believing the three men to be intruders, then began to “spray gunfire into Chelsey Napper’s apartment with a total disregard for the value of human life.”
Louisville police accused of using false information to obtain no-knock warrant for Breonna Taylor’s apartment
“A bullet that was shot from the defendant police officers’ gun flew inches past Cody Etherton’s head while he was in the hallway of Chelsey Napper’s apartment,” the suit states, referring to a man who was in Napper’s home at the time.
The suit claims rounds from the officers’ guns hit objects in at least four different parts of in Napper’s house, shattering a glass door.
6:08 AM Congresswoman: Police reform package will be about “accountability”
Police reform legislation being drafted in the House will focus on “accountability” for officers, says Congresswoman Karen Bass. Bass, the chairwoman of the Congressional Black Caucus, talked about the legislative package currently being written in the wake of George Floyd’s death and the protests against police brutality which have roiled the nation.
“The number one issue in policing is police accountability,” Bass said in an interview with CBS News Chief Washington Correspondent Major Garrett for this week’s episode of “The Takeout” podcast. She said she expected the final legislation would include several bills, such as Congressman Hakeem Jeffries’ proposal to ban police chokeholds.
“I’m inclined to push the envelope as far as we can because we have a moment now,” Bass said about the final proposal.
5:44 AM Few arrests, mayor heckled, but a much more peaceful night of protest in New York City
The latest night of protests in New York City sparked by the death of George Floyd at the hands of police was markedly calmer. Protesters again stayed on the streets past 8 p.m., in defiance of the citywide curfew that’s set to remain in effect through at least Sunday.
The city saw fewer violent clashes than in days past. But several videos posted to Twitter on Thursday night showed police aggressively confronting peaceful protesters — often resulting in arrest — in the Bronx and elsewhere. In other places, police watched but didn’t immediately move in, or made orderly arrests without the batons and riot gear of previous nights.
Earlier Thursday, a memorial service featuring Floyd’s brother Terrence Floyd was held at Brooklyn’s Cadman Plaza, where the night before police had used batons and pepper spray on protesters who remained after curfew, videos show.

Mayor Bill De Blasio was booed and heckled at Floyd’s memorial. The mayor had previously praised the police for using “a lot of restraint” overall, but added that “if there’s anything that needs to reviewed, it will be.”
5:41 AM Floyd’s “heinous murder” prompts South Africa to launch “Black Friday” campaign
South Africa’s ruling party says it is launching a “Black Friday” campaign in response to the “heinous murder” of George Floyd and “institutionalized racism” in the U.S., at home, and “wherever it rears its ugly head.”
A statement by the African National Congress says President Cyril Ramaphosa on Friday evening was to address the launch of the campaign that calls on people to wear black on Fridays in solidarity.
The campaign is also meant to highlight “deaths by citizens at the hands of security forces” in South Africa, which remains one of the world’s most unequal countries a quarter-century after the end of the racist system of apartheid.
Phumzile Mlambo-Ngcuka, a South Africa leader who was involved in the struggle to end apartheid and is now an Under Secretary General of the United Nations, spoke with CBS News’ Pamela Falk from Johannesburg this week about the protests and where they might lead.

5:39 AM Kanye West joins protest calling for end to Chicago Public Schools’ contract with police
Kanye West was in attendance Thursday evening for a protest rally in solidarity with George Floyd, who died at the hands of Minneapolis police last week. The rally was organized by activist and onetime mayoral candidate Ja’Mal Green. It is intended to protest the $33 million contract that Chicago Police has with Chicago Public Schools.
The protest began at the Chicago Public Schools District Office and proceeded to Chicago Police Headquarters. West did not address the rally and only marched briefly. He wore a hoodie and mask and walked along with hundreds of people.
As CBS 2’s Charlie De Mar reported, there have been calls for West to speak out and have more of a voice in recent days.
He has made a $2 million dollar donation to support the families of Floyd, Ahmaud Arbery, and Breonna Taylor. Taylor was shot and killed by Louisville Metro Police in March, while three white men are charged with shooting and killing Arbery while he was jogging in Glynn County, Georgia.

5:38 AM Dallas police make it “duty of every employee” to intervene if excessive force used
Dallas Police Chief Reneé Hall has put a new rule on the force’s policy books making it “the duty of every employee” who witnesses the use of physical force “being inappropriately applied” or used longer than necessary “to either stop, or attempt to stop” the action in question.
A statement released Thursday by the Dallas Police said the new “Duty to Intervene” order was implemented by Chief Hall, “to create a culture where what happened to Mr. [George] Floyd does not happen again.”
“Millions watched a Minneapolis police officer suffocate Mr. George Floyd to death by applying pressure with his knee on the victim’s neck for nearly 9 minutes. His fellow co-workers either assisted or stood by and watched Mr. Floyd take his last breath. Had the officer’s partners intervened, the outcome might have been different,” the police said in the statement.

5:16 AM Kansas City announces reforms to police procedures, but embattled chief staying put
Kansas City is reforming police procedures after criticism from black organizations about police conduct during nearly a week of protests as well as long-standing tension between the department and minorities, the mayor announced Thursday.
A coalition of civil rights organizations demanded Wednesday that Police Chief Rick Smith be fired. But Mayor Quinton Lucas said Smith would remain “as we weather our current crisis and also as we continue to address our issues related to violent crime and the high number of homicides in Kansas City.”
Lucas said after a closed meeting of the Kansas City Police Board of Commissioners that the city would ask an outside agency to review all police-involved shootings; create whistleblower protections for officers; end a department policy of not sending probable cause statements to prosecutors in officer-involved shootings; review officers’ use of tear gas and projectiles; and provide updates to the city council on the department’s community engagement efforts.

5:14 AM Tacoma mayor says officers involved in black man’s death should be fired and be prosecuted
Tacoma Police Chief Don Ramsdell issued a statement Thursday on the death of Manuel Ellis, confirming the four officers involved in his arrest had once again placed on administrative leave. Ramsdell offered his “most sincere condolences” to Ellis’ family and friends. Ellis, a 33-year-old black man, died on March 3 in handcuffs while being restrained on the ground by Tacoma police.
He was found to have died of respiratory arrest due to hypoxia due to physical restraint, according to the Pierce County Medical Examiner’s Office, which ruled his death a homicide.
Speaking Thursday night, Tacoma Mayor Victoria Woodards called for the officers involved to be fired and said they should be “prosecuted to the fullest extent of the law.”
In a 12-minute police radio recording taken the night of Ellis’ death, he can be heard at one point saying, “I can’t breathe.”
“Our hope is that any investigations bring with them answers for everyone involved,” Ramsdell said.”I would also like to recognize the compassion and empathy our community has shown during this difficult time. We hear your anger, frustrations and hopes. I want you to know we continue to be committed to engaging with you on topics of safety, community policing and race, so that all people feel safe in Tacoma.”

Man Praised For Sheltering Over 70 Washington, D.C. Protestors Overnight

Washington, D.C. is one of several major American cities that have been joined in protesting the murders of George Floyd, Breonna Taylor, Ahmaud Arbery, and others. One man has received praise for his support of the protestors in the Nation’s Capital after he sheltered over 70 of them in his home overnight as the city’s curfew went into effect.
Rahul Dubey is the man at the center of what has been hailed as a heroic act in the press after a harrowing moment where protestors in Washington’s affluent Dupont Circle neighborhood were cornered into a side street and facing certain arrests and other crowd control tactics for being out past the 7 p.m. curfew on Monday (June 1).
As told to NPR, Dubey leaped into action and corralled the dozens of protestors into his residence and allowed them to stay overnight. Dubey’s act of kindness may have saved some of the peaceful gatherers from serious physical harm.

“They unleashed sheer hell on peaceful protesters right outside my stoop,” Dubey tells NPR’s All Things Considered. “I don’t know, I just flung the door open. And I just kept yelling, ‘Come in. Get in the house, get in the house.’ “
“Literally I can hear skulls being cracked,” he said, describing a scene that he recalls as pandemonium.
For around 10 minutes, he says, people flowed inside. As they did, Dubey shouted directions, hoping to find room for them all in his row house.
Even after Dubey was successful in getting in as many people inside his home, he says police pepper-sprayed his home in an attempt to rustle up the protestors for curfew violations. Across social media, people were moved by Dubey’s generosity.
The outlet took notice of local news outlet WUSA’s interview and shared it with their readers. It also noted that Dubey made firm rules of asking the protestors to stop thanking him and to stop asking to donate money to his Venmo.

But the story has taken an unfortunate turn of sorts after the landlord of Dubey’s Swann Street home, Steve Maviglio, who currently resides in Sacramento, Calif., seemingly tried to take the spotlight off Dubey’s act and made it about the potential loss of property, as reported by The Washington Post.
“I appreciate what he did. I sympathize with the cause,” Maviglio shared with the Post. “But he wasn’t taking any risk by doing that. It was my property that he was putting at risk.”
Piling it on, Maviglio then noted that Dubey was three months behind on rent, which Dubey says isn’t true.
However, the larger story that remains intact is that Dubey helped save lives this past Monday.

The Interpreter: What Makes a Coup Succeed? Confidence, Consensus and a Sense of Inevitability
To understand what makes a coup succeed, as recently happened in Sudan and Algeria, or fail, as it did this week in Venezuela, it helps to consider the strange events in Libya a half-century ago.
For much of 1969, the county was filled with rumors of an imminent coup. In September, a handful of military vehicles rolled up to government offices and communication centers, and a terse statement announced the end of Libya’s decrepit monarchy.
Army units around the country, assuming that military chiefs were leading the coup and expecting them to show up at any moment, bloodlessly secured the rest of Libya. Foreign powers quickly recognized the new government. Nobody bothered to check who was leading the takeover.
A week later, an unknown 27-year-old army signal corps lieutenant announced that he and a few dozen low-level officers had in fact staged the coup. His name was Muammar el-Qaddafi.
If Libyans felt tricked, it was too late. Dislodging the officers would require a critical mass of Libya’s power brokers, citizens and foreign allies to come together against the new rulers, something they hadn’t managed even against the unpopular monarchy.
Mr. el-Qaddafi held power for 42 years.
This week in Venezuela, the opposition leader Juan Guaidó struggled to create that sense of inevitability for his plan to oust the president, Nicolás Maduro, but the military backing he called for never emerged.
His failure, alongside the success of recent movements to oust unpopular leaders in Algeria and Sudan, underscores the dynamics that typically make a coup succeed or fail. A historic lull in coups and revolutions appears to be ending, making these dynamics increasingly consequential well beyond Venezuela.
Confidence Games
We tend to think of coups as driven by angry protesters or rogue officers. But, in practice, they are almost always brought about by the country’s dominant political, military and business elite.
Those power brokers, after all, have the final say over whether a leader stays or goes. But they can only remove a leader if they act together — making any coup what Naunihal Singh, a leader scholar of coups, called a “coordination game.”
In Libya, Mr. el-Qaddafi was able to set off the political equivalent of a bank run, with much of Libya joining his takeover, because the government’s fall was widely assumed as imminent.
That sense of inevitability meant that each Libyan official assumed that the coup would succeed and that the new government would have wide backing, so they better go along.
Mr. Guaidó has been trying to cultivate a similar sense of consensus and inevitability among Venezuela’s power brokers.
Some of Mr. Guaidó’s failures have been tactical, such as issuing his call to action on Twitter, Mr. Singh said. Coup leaders traditionally favor national TV and radio stations because seizing them is a way to convince the country that they have already taken control.
Mr. Guaidó has also called on military leaders to join him, drawing attention to his lack of support.
“You don’t say ‘We can win if only we have your support.’ What you say is ‘We’ve already won,’” Mr. Singh said. “By making it seem like you’ve already succeeded, you get the support necessary to succeed.”
There is a deeper issue that has stalled attempts at removing Mr. Maduro: Venezuela’s power brokers, like its citizens and the wider international community, are deeply split.
Even if each individual political or business elite might be better off with Mr. Maduro gone, they cannot coordinate to create the necessary sense of inevitability. But many are receptive enough that the threat of a coup hangs over Venezuela.
It took 12 hours for Mr. Maduro to appear on TV announcing he was still in power — an ominously long delay.
Initiating a coup without that critical mass of elite support can be dangerous. When rogue officers tried to oust Turkey’s government in 2016, they appeared to signal for political support that never materialized. The attempt, and the government’s response, ended with dozens killed and the plotters in jail.
Demonstrating Inevitability
Turkey’s debacle underscored that a coup is less a military operation than a collective action problem.
The elites who determine a coup’s outcome are typically too numerous and dispersed to communicate directly. And they are risk-averse. The coup leaders’ task is to persuade each elite that all the others will join in, spurring them to move in unison.
This often means marshaling protesters and foreign governments to the cause, creating the appearance of consensus.
That is why Venezuela’s power struggle is partly playing out over a seemingly technical issue: Mr. Guaidó’s claim to be the legitimate president.
A leader’s legitimacy works like modern currencies. The paper itself has value only because consumers treat it as having value. Likewise, a leader is legitimate only as long as his country’s citizens and institutions treat him as legitimate.
If enough Venezuelan citizens and institutions are swayed to treat Mr. Maduro as no longer legitimate, then he will cease to be legitimate in practice.
But a critical mass still treat him as legitimate, if only passively. Venezuela itself is a case in point: Even as runaway inflation has rendered its currency near valueless, citizens continue to use it.
Manufacturing Popular Consensus
Mr. Guaidó’s challenge may be that he is trying to solve two problems at once. He is trying to use hints of elite defection from Mr. Maduro’s government to spur a wider popular uprising. And he is trying to use protests to encourage more elite defections.
Those two audiences, in any movement to unseat a government, tend to want mutually exclusive outcomes. Elites typically want to uphold the status quo. Citizens usually want deeper changes: democracy, which threatens elites’ power, and rule of law, which might threaten elites’ income and even their freedom.
In Zimbabwe in 2017, this contradiction became apparent only after elites complied with protester demands to oust Robert Mugabe, the longtime leader. Rather than delivering democracy, they installed another insider.
The protests most likely provided the necessary spur for Zimbabwe’s elites to coordinate in removing Mr. Mugabe. Still, they put their own interests first, using the protests as an excuse to switch out an unreliable old leader for a new one. The coup may have been a success for Zimbabwe’s elites, but arguably not for its citizens.

According to Twitter, the woman in the video is 71-year-old Judy Tucker. The fight happened over a parking spot. WUSA 9 reported that the officers, Treasure Sharpe and Stephanie Mitchell were going to a Cheddar’s in Macon, Georgia. The two backed into a parking spot. Tucker claims the two “cut her off” when she was trying to pull into a spot. She and her son verbally assaulted the two women, all the way into the restaurant, where Tucker pushed the officer after she said she was pregnant. Both ladies were in uniform.
