They're the same people. The Before Lords are the past human them that eventually died on the prince's 10th birthday along with everyone else. Thus leading into their time as the Masked Lords.

In Wakey Wakey, after some spritely interfering, the lords are freed from the ambassador's control and living in foundation containment, adjusting to modernity. Planning a way to save their home -- Which, despite the upset of not being Human again, will be possible given they merely have human forms, but are Not Normal Humans.
