It's been a while and looking at the comments it still seems that no one gets that the joke isn't that everyone who loved shanks hates him now, it's that everyone who claims to hate shanks actually still loves him to the point that they run a annual "complain about shanks club" so they can keep obsessing over him. Garp shows up thinking it's a "I hate shanks club" until he hears everyone else and Luffy is the only one still unashamed in his love which is why he did not misunderstand
