ok I think I got it.
yes tumblr does reduce the size of large images, but it defines "size" based on pixel count, not file size. So even though that Anthy & Saionji fencing pic is tiny as far as storage goes (since it's uncolored), I drew it on the default screen size, which is apparently too big for tumblr to handle.
In contrast, something like this piece:
which is a much bigger file, has smaller pixel dimensions (2048x2048 vs 2048x2732) and does not get resized at all.
This is why I thought tumblr had a pretty high bar for when it will start shrinking images; I never noticed it, even with large pics like Nanami here. But no, it's just because I usually don't work larger than 2048x2048 or so and when I do, they tend to be extremely large files like these:
where I did notice a small amount of pixelation and was not surprised because they are colorful pictures designed for print and are therefore enormous.
