This is the result of a playback glitch which afflicted Quicktime some years ago. The seemingly-random speed changes, which depended on the file being played, were consistent across listens and across computers.

Wally Bear was an edutainment franchise which used to have its own website. On that website, they had a selection of songs, which for a period of time, were hit by the glitch. It was eventually fixed, and as far as I know, the site died some time after that.

During the substantial period of time when they were not fixed, Shmorky of Something Awful discovered the madness that is this track. I looked for myself, but was not smart enough to grab a higher-quality version when I did.
