In all seriousness I'm to entirely sure what led them to choose 'penguin' for Fushimi and I've heard some rumors that it may have even been a mistake (I recall seeing somewhere that Fushimi was intended to be a crow, to contrast with Yata as a monkey, but I don't believe it was ever confirmed anywhere. It does make sense to me though, because Fushimi as a crow would fit his character well and they did make Yata a monkey, considering the way Gora usually likes to show parallels with Fushimi and Yata's characters it seems odd that they would go for monkey with Yata but then skip the obvious crow for Fushimi). I suppose the closest things that come to mind is that penguins live half on land and half in the water, which could be a nice metaphor for Fushimi's ability to adapt to two different clans, and similarly the idea that they look clumsy on land but are skilled in water which could be related to Fushimi's whole hidden weapon deal where he looks like a weak skinny nerd but can actually cut you.

Fushimi does tend to go off on his own a lot, not telling anyone where he's going. In a lot of your asks he gets kidnapped often too. Since this happens all too much Awashima decides to have him chipped in secret like the last time he gets hospitalized or something. Then one day on a joint effort between the reds and blues Fushimi suddenly goes missing/captured by the enemy. While trying to come up with a plan Awashima suddenly shouts 'wait of course I Chipped him' what are everyone's reactions?

Like he's a lost puppy or something XD I'm just imagining that Fushimi's been kidnapped or turned into a kid or otherwise transformed so many times that Awashima's gotten tired of having to mobilize the whole force to look for him, like she has things to do okay. Plus Fushimi's always going off on his own anyway, sometimes she needs him to do some work and he'll be off chasing after rogue Strains on his own or randomly going to bug Homra and Awashima's just so exasperated having to deal with him all the time. She's sharing some tea and anko with Zenjoh one day and like venting her woes when Zenjoh mentions that he often worried about Kuro the cat getting lost until Yayoi suggested they chip him just in case someone finds him so he'll definitely be able to return home. Awashima finds this suggestion a little too interesting and one day she like tells Fushimi he needs to get some shot as a new health requirement for Scepter 4. Only Fushimi has to get the shot and Awashima is very vague as to what it's for but she's adamant that it is required and so Fushimi reluctantly lets her do it. He notices that Lieutenant has a strangely triumphant look in her eyes afterward and Fushimi probably decides that he doesn't even want to know as he picks at his cute baby penguin band-aid.

So then one day there's some big mission that Homra and Scepter 4 are collaborating on and of course Fushimi goes off by himself and of course no one knows where to find him. The usual slate of reactions are ensuing, Munakata being outwardly calm but focused on Fushimi's recovery, Yata being super worried and yelling a lot, the alphabet boys all acting concerned and wanting to go to his rescue immediately, etc. etc. Munakata's already mapping out a complex search net that will narrow down Fushimi's possible location and that's when Awashima whips out her PDA and tells him not to be concerned as she's chipped him. There's a long pause and then Munakata's like '….Chipped, Awashima-kun?' 'Yes sir.' Awashima shows him her PDA where Fushimi's location is very clearly noted by a blinking blue dot. Yata's like wait wait what the hell and Awashima explains that Fushimi-kun is currently in possession of a very small microchip similar to what one would use on a dog or cat, but unlike those versions this one not only has a serial number so Fushimi's owners can be traced but it also allows Awashima to pinpoint his position from anywhere up to a several mile radius. Yata isn't sure if he should be laughing because it's like Fushimi is a pet dog or be very very concerned about what's going on in Scepter 4. (And then they rescue Fushimi and Munakata praises Awashima for her forward thinking with the microchip and Fushimi's like wait what.)

(Taken from Sarumi penguin poster) North Pole strain takes post rok Saru and yata to the South Pole instead and they meet penguins. They have to not die of cuteness. It's winter in Shizume so they don't freeze in the Antarctic

I’m imagining Yatabeing all ‘look, Saruhiko, penguins!’ and thinking it’s really coolwhile Fushimi’s just staring at the penguins and the penguins arestaring back. So say Homra and Scepter 4 are working together tosubdue the 'sends people to the North Pole Strain’ at last but littledo they know it’s actually her twin sister the 'sends people to theSouth Pole’ Strain instead. Fushimi and Yata get hit by her power andend up in the middle of a snowstorm, Fushimi sighs and is like atleast we were prepared this time because as a precautionary measureall the members of Scepter 4 were carrying backpacks with warm coatsand a tent and survival rations just in case. Yata’s got his coat ontoo and together they decide they’ll just have to wait it out untilthe power wears off. He makes some kind of joke about hoping theydon’t run into any polar bears and Fushimi just clicks his tonguebecause that’s the last thing he wants to think about. That’s whenthey come upon a cute little colony of penguins happily swimming inthe water and Fushimi’s confused because they were supposed to bechasing the North Pole Strain. Yata doesn’t get his meaning at firstand Fushimi has to explain the whole 'North Pole: polar bears, SouthPole: penguins’ thing, Yata can’t believe that cartoons have beenlying to him all these years by showing penguins and polar bearscoexisting.

So without muchelse to do Yata figures they should go visit the penguins. Fushimihas no interest but Yata’s like come on Saruhiko I know you want tovisit penguins, Fushimi reluctantly allows himself to be dragged outto where all the penguins are. Immediately the penguins come flockingover to them, naturally drawn by Fushimi’s presence, and Yata can’thelp but notice that Fushimi seems to fit in with them somehow, likethere is definitely something penguin-like about Fushimi and Fushimijust clicks his tongue again and looks away. The penguins totallylove him though, they’re all staring at him and waving their littlewings and it’s like the cutest thing Yata’s ever seen. The penguinsare also remarkably chill (heh, 'chill,’ and they’re at the SouthPole, get it, because it’s cold I’ll stop now) about having humansaround, Yata even gets to pick one up and it just sits there in hisarms without fuss. They end up setting up their tent around thepenguins because it seems like a safe enough spot and spend the restof the evening just hanging out with the penguin colony. Even Fushimihas to admit that the South Pole Strain is way better than the NorthPole one, though he does have to talk Yata out of wanting to adoptall the penguins and taking them back to Shizume.

Saruhiko turned into a penguin and doted on by scepter 4, pre-reisaru?

Everyone would love the Fushimi penguin, imagine Munakata walkingaround with little Fushimi penguin waddling after him and just beingso charmed. Like say the alphabet boys and Fushimi are out chasingafter a Strain and at some point they lose communications with therest of the force. Awashima is with some of the other troops tryingto box in the Strain elsewhere and she gets a bit worried, finallyHidaka’s voice comes back on the line somewhat hesitantly noting thatthere is a…problem. The default reaction at this point is probably‘what did Fushimi get hit by this time,’ Awashima’s barely evenworried by now because it’s pretty much a matter of course that ifsomeone’s going to get hit by a Strain power it will be Fushimi. Afew minutes later the alphabet boys walk over and Akiyama isclutching the most adorably grumpy penguin Awashima has ever seen,like penguinShimi looks like cutest roundest stuffed animal and shejust wants to hug him. Awashima has to take a moment to composeherself before stating they need to take Fushimi back to headquartersand here Akiyama-kun hand him over I’ll take care of him. Fushimijust sits there like a lump in her arms because he is a very confusedpenguin who doesn’t understand where all this random love is comingfrom.

So they get Fushimi back to headquarters and Munakata is probablyright there waiting and having been given a heads up in advance hasalready ordered several tubs of fish from the nearest zoo and alsopossibly turned his office into an environment suitable for a penguinto live in. Naturally he wouldn’t want Fushimi penguin to distractthe troops while they’re doing their work so Munakata will make thesacrifice and watch cute little penguinShimi himself. Munakata isextremely charmed by how sweet Fushimi is as a penguin, like at firstwhen Munakata brings Fushimi into his office Fushimi just sits in thecorner looking gloomy but then Munakata tosses some fish towards himand Fushimi waddles over to look at it, tiny penguin wings held outand flapping a little and Munakata probably takes a million pictures.He’s a bit down though when Fushimi keeps refusing to get too closeto him, even offering fish doesn’t seem to be enough to get Fushimito just walk over to him so Munakata can cuddle him. Say at thispoint the normal human Fushimi and Munakata have been getting a bitcloser lately and it’s a bit perplexing to Munakata that penguinFushimi would be so wary around him, like Munakata is well aware thathe doesn’t have the best rapport with animals but he had thought thatthe 'Fushimi’ part would override the 'penguin’ part. He eventuallysits down at his desk and just watches, murmuring quietly that hesupposes this is fine as well, in all things and in all formsMunakata would like Fushimi to be content after all. That’s whenpenguin Fushimi walks up and puts half a fish tail on Munakata’s lap,flapping his tiny wings and looking eager, and Munakata is suddenlycharmed all over again because perhaps he has won over the innerFushimi-kun at last.
