Halong tourism trying to overcome damages of Yagi typhoon
Cruise Halong bay - The devastation caused by Typhoon Yagi is still a haunting experience for many people and businesses. According to the general assessment of the tourism industry, just a preliminary assessment of the damage has produced frightening results.
In particular, the tourist accommodation sector suffered damages from small-scale establishments, motels to 4-5 star luxury hotels and resorts. The largest damage was probably in Halong City when the accommodation establishments on shore suffered damage related to broken glass, broken roof tiles of villas, collapsed by wind, damaged ceilings, damaged furniture in the rooms, reception areas, restaurants, bars, and auxiliary areas. Along with that were broken trees, lamp posts in the premises, and damage to the electrical system, air conditioning, water, etc.
The restaurants, shops, shopping centers, businesses, souvenir shops, many of which mainly use steel frames, corrugated iron roofs, and simple materials, all collapsed, were blown away, broken, severely damaged, and many were even completely damaged. Some key tourist attractions such as: Quang Ninh Museum, Planning Palace, Provincial Fair and Exhibition, Sunworld entertainment area, Tuan Chau tourist area… suffered heavy damage to facilities…
Tourism service and management facilities on Halong Bay are also in a similar situation. According to the unit's statistics, most of the management and operation points on the bay of the Halong Bay Management Board have had their roofs blown off, damaged, or sunk. The Cua Van Floating Cultural Center was severely damaged, and 15 preserved raft houses at Cua Van were completely submerged. The stone railing of the wharf leading to Thien Cung Cave was broken. Many equipment, machinery, signs, and regulation boards were broken. Ornamental plants at tourist attractions on Halong Bay were almost completely broken.
Property of people and businesses at boat rowing and kayaking service points in the areas of Ba Hang, Cong Do, Cua Van, Hang Luon, Vung Vieng on Halong Bay was severely damaged. The system of tourist ports was more or less damaged. In particular, Tuan Chau International Passenger Port had its roof damaged. The offices and reception areas of businesses at the port were all damaged. Halong International Passenger Port had the entire pontoon of wharf No. 3 washed away, and 2 pontoons of wharf No. 2 sank. Businesses and tourist boat owners continued to be devastated after the storm when up to 27 tourist boats and 4 cargo boats sank, some boats were slightly damaged.
Along with Halong, other localities also recorded significant damage to tourism service infrastructure, green landscape systems that create beauty for destinations in the area. For example, at Quang Ninh Gate Tourist Area (Dong Trieu Town) with an area of ??20 hectares, including entertainment systems, resorts… located along the Vang Chua River.
The damage to tourism after Typhoon Yagi is difficult to measure, especially when tourism businesses have not yet fully recovered after the Covid-19 pandemic has passed. Recovery will also be a long-term story, but with a solid foundation and strong spirit of the tourism industry that has developed over a long period of time in Quang Ninh, we have hope for a revival and a chance for a spectacular recovery in the near future.
As of September 13, the province has 11/12 districts, towns, and cities with recognized tourist areas and spots ready to welcome visitors again after quickly cleaning. Among them, the two tourist areas of Binh Lieu and Co To have both overcome the storm's impact and welcomed visitors. 67/87 tourist spots are ready to welcome visitors again.
Halong City has 39 4-5 star hotels with 8,572 rooms, of which 5,196 rooms are ready to welcome guests (accounting for 60% of the total number of rooms). There are 36 hotels that are both under repair and welcoming guests (accounting for 85%). The 1-3 star tourist accommodation sector that meets standards is still ready to welcome guests with about 580 hotels, including 8,540 rooms.
In addition, the system of large, solid restaurants in Bai Chay and Hon Gai areas are still operating normally. Many souvenir shops and tourist service establishments are ready to reopen; many cafes and night eateries are operating normally.
In localities such as Mong Cai, Hai Ha, Uong Bi, 100% of accommodation facilities are ready to welcome guests; 30% of accommodation facilities with 60% of the total number of rooms in Co To district are ready to welcome guests; some onshore facilities in Van Don are also ready to serve…
This shows the great efforts of localities, businesses and individuals participating in tourism business in the area. For example, Legacy Yen Tu, although affected by flooding due to rising stream water, broken trees, prolonged power, water and telecommunication outages, has quickly overcome the situation to be able to welcome guests during and immediately after the storm. Businesses such as Halong Pearl Joint Stock Company also temporarily put aside worries about pearl farms in the bay being destroyed, urgently cleaned up and repaired 2 showrooms, pearl farming and pearl experience shops whose roofs were blown off and glass doors broken by the storm, to be able to welcome guests after 3 days of the storm.
Even Van Don International Airport and the two international passenger ports of Tuan Chau and Halong, which were more or less damaged, were soon put back into operation. Cruise ships quickly repaired their facilities, ready to operate 315/359 ships at both ports, accounting for 88%, including sightseeing ships, restaurant ships, and overnight ships.
Although not all, some destinations on the Halong Bay tour were also quickly checked to be ready to welcome guests, including sightseeing spots and overnight accommodations on the bay. And from September 13, cruise ships were ordered to continue taking visitors to visit and stay overnight on Halong Bay…
It is easy to see that tourism activities in Quang Ninh have recovered quickly after Typhoon Yagi. However, the assessment also shows that the impact of Typhoon No. 3 will lead to a weakening of the financial capacity of enterprises at different levels, affecting many aspects of the province, affecting the jobs and income of thousands of workers.
Therefore, supporting tourism businesses and workers to recover strongly in the coming time requires practical attention, consensus and joint efforts of the province and responsible agencies as well as efforts of each establishment, unit and tourism business in the area. The support is not only for a moment, in the short term, but it is necessary to have a roadmap and long-term solutions so that tourism businesses have a foundation to ensure truly sustainable development…

Up in the Ayr
In the week since I officially moved in, life has barely stopped and I haven’t had a chance to settle into my new home. I woke up the following morning and felt the unmistakeable first symptoms of a bug bearing down on me, and although a few aspirin (aspirins?) were enough to get me fighting fit for Monday’s epic tennis match, I have been struggling ever since.
Dad came down on Tuesday so see my place and deliver the remainder of my stuff, so I have at least managed to collect all my worldly possessions for sorting at a date TBC – I’m looking forward to feng-shui’ing the crap out of my flat once I feel up to it! For dinner, we went to a Brazilian restaurant in Hemel called Rodizio Villas – a belated birthday dinner for Dad that we’d rearranged a couple of times, but one that was worth the wait. The food was decent, but the highlight was when the waitress brought Dad’s coffee and momentarily tricked him into thinking it was decaf – I thought it was hilarious, and Dad grudgingly agreed once he got over the initial shock!
On Wednesday, I spent all day (and a bit of the night) in the office prepping for next week’s snooker tournament (our season opener), before driving back to Mum’s to collect her from the airport. Then on Thursday, Mum took me back to mine for a quick peek, and then to Luton airport so that I could board a plane to Scotland (alas, for work, not holibobs). All this activity meant that my immune system’s decision to take a vacation of its own has not come at an ideal time, but I’ve managed to soldier on, albeit rather weakly at times.
I spent the last few days in Ayr covering horse racing, which was generally unremarkable. That is how I would describe Ayr itself, except for the beautiful beach (yes, beach) that I got to see bathed in the warm (yes, warm) evening sun (yes, sun)! It was almost deserted and wonderfully peaceful, and it did the world of good for my mental + physical wellbeing – as a good ol’ coastline walk always does.
Once the final furlong had been run on Saturday, I set off once more – no rest for the sickly – as I had nearly 350 miles to cover by noon on Sunday in order to make call time at the snooker; the British Open is once again being held at Cheltenham Racecourse (the irony of which was not lost on me), which meant I had a further 6-7 hours of driving to do before reaching the relative safety of a snooker OB. On the bright side, I finally got to see some ‘proper Scotland’ for the first time in my life; the opening 1h30 of the drive was unbelievably gorgeous, and although I resisted the temptation to stop and stare at the stunning scenery, I did take a slight detour so I could tick Hadrian’s Wall off my UK bingo card.
I had already been on the road for a while before the thought entered my mind, and after some deliberation, I said ‘sod it’ and punched it into Google Maps. My only slight concern was that since HW isn’t confined to a single point on a map, my deviation might end up being a fruitless one and I’d rue the wasted hours I could’ve had in bed. However, I reasoned that it would likely be a long time before I was ever this close again, and if I couldn’t spot a 73-mile wall then I didn’t deserve to see it!
Having said that, it wasn’t as easy to identify as I’d thought; I had vague images in my head of a low-level, dilapidated stone wall, but my drive through the country roads was festooned with them, and it was clear that I hadn’t yet found the real McCoy. The point that I’d selected on Google Maps was by a small Roman fort (Birdoswald) with a visitors centre that had long since closed for the day, but after parking outside and walking a short way down the road, I found an information point that verified I was standing beside ol’ Hadrian himself.
Looking back down the road I’d just come from, I wondered if in fact I’d spent the last five minutes driving alongside him without realising (honestly, the walls all look the f’king same around there), but this confirmation was good enough for me. Normally I do my due diligence before such a trip to ensure maximum satisfaction, but this was the fleeting-est of flying visits, and the main aim had been to see Hadrian before I couldn’t see anything at all. If you ask me, I think this photo would suggest I timed my visit perfectly!

Good morning, everyone. I’m Audrey Whisker, principal architect at Whisker Architecture. Today, I’m discussing updates to the Australian National Construction Code (NCC) effective from 1 May 2024. Before we dive into the changes, this presentation is made public to create awareness. By consuming this content, you are aware that you still have the responsibility to check with your local statutory authorities to see how this does or may affect your project.
I won't be going through every clause that's changed. What I will be providing is an overview of six main areas: Livable Housing, Energy Efficiency, Other Residential Updates, Condensation Mitigation, Waterproofing of Wet Areas, and a look ahead to upcoming changes. These changes aim to make homes more adaptable and easier to use for people of all ages and abilities. The requirements apply to all new Class 1a buildings (houses, row houses, terraces, townhouses, and villa units) and Class 2 buildings (apartment buildings, but only inside the apartments).
Livable housing design involves creating homes that can adapt to the changing needs of occupants over time. This includes reducing or eliminating steps wherever possible, providing more space in bathrooms and wider doorways, and ensuring that homes can be easily modified in the future by allowing for the structure for future grabrails in bathrooms. Costs we expect to be incurred and passed on to end consumers include design and drafting costs to update floor plan catalogues. There is a requirement for a step-free path from either the boundary or dedicated on-site parking space. For residential companies who typically exclude driveways from their quotes, this may require the addition of a path or a driveway to achieve a building permit. These features make homes accessible and convenient for everyone, including parents with prams, people with temporary or permanent injuries, seniors, and people with disabilities. It costs about 22% more to retrofit a home for accessibility than to include these features during initial construction. So, these changes support the concept of aging in place and reduce future costs of modifications.

Multigenerational Households: Makes it easier for families with multiple generations to live together.
Children: Facilitates easier movement and safety for children, including those with disabilities.
Visitors: Ensures that homes are welcoming and accessible to visitors with mobility issues.
The NCC 2024 introduces a series of changes aimed at reducing emissions and moving towards a net-zero future. These changes affect commercial buildings (Class 3 and Class 5 to 9 buildings) and the common areas of apartment buildings (Class 2 buildings).
The updates provide cost-effective, fuel- and technology-neutral methods to move towards a net-zero future. They also support the growing uptake of electric vehicles (EVs). The key changes include:
Deemed-to-Satisfy (DTS) Provisions: Cost-effective updates to improve energy efficiency.
EV Charging Infrastructure: Carparks must provide a dedicated electrical distribution (DB) board for EV charging, typically one DB per 24 parking spaces, properly labeled. EV charging equipment must include control systems to manage and schedule charging, handling loads and demand efficiently. Each circuit supporting EV charging must provide a minimum of 12kWh for standard charging and 48kWh for fast charging, with specific times for residential (11 pm to 7 am) and commercial (9 am to 5 pm) use.
Photovoltaics (PV): Buildings must have new distribution boards with space for future PV panels and battery systems, including two empty three-phase circuit breaker slots and four DIN rail spaces, labeled accordingly. Roof Space for PV: 20% of the building's roof must be left clear for future solar PV panel installation unless more than 50% of the roof area is used for other purposes like terraces, carparks, or roof gardens.
These measures are part of broader government initiatives to transition towards a renewable electricity grid, enabling future electrification by making it easier to replace gas-powered equipment with electric alternatives. From 1st May, new homes must now meet a minimum 7-star energy efficiency rating, up from the previous 6-star requirement. Achieving a 7-star rating means lower energy bills for homeowners and a reduced environmental footprint. This change is crucial as poorly insulated homes contribute to significant health risks. Studies have shown a 14.7% increase in deaths during winter, linked to cold weather and thermally inefficient housing.
The new Whole of Home assessment evaluates the expected annual energy use of a house, with a new limit on energy consumption. This assessment considers the type of heating and cooling equipment, type of hot water system, lighting, use of swimming pools and spas, and onsite renewable energy (PV systems). A home must achieve a score of 60 out of 100 to pass, with 100 being carbon neutral. Efficient appliances and PV systems will increase the score, while inefficient appliances and high-energy-use features will decrease it. The annual energy use budget for apartments is more lenient, recognizing the challenges of installing rooftop PV. The NCC now includes provisions for secondary dwellings, such as granny flats. In December 2023, the Victorian Government amended the Building Regulations 2018 to simplify the process for constructing small second dwellings (SSDs). Key points include:
Planning and Building Permits: If an SSD meets the exemption criteria from a planning permit, it might not require a building permit if classified as an unregistered movable dwelling (UMD), provided it can be removed within 24 hours.
Corner Blocks: Regulation 74 requires standard setbacks, and SSDs must be set back from the front wall of the main dwelling. For unusual situations, especially on corner blocks, builders may need to seek report and consent.
Attachment and Fire Separation: SSDs can be attached or detached from other structures but must meet fire separation requirements, with possible need for report and consent for access paths in accordance with Regulation 86B.
Private Open Space: Secluded private open space must be distinct and separate for SSDs.
Size Limitations: SSDs are capped at 60m² unless they receive a change of use approval.
Utilities: Issues like separate NBN services and mail delivery fall outside building regulations and need to be addressed with relevant agencies. Owners must ensure service provision for SSDs, often requiring custom solutions for backyards.
Sound transmission between apartments has been a significant concern. The updated NCC includes stricter requirements for sound insulation, ensuring better acoustic privacy for apartment residents. This includes improved wall and floor construction techniques and enhanced materials for soundproofing. Minor changes to the Waterproofing of Wet Areas have changed. None of them are significant but they do take into consideration the growing popularity of bidets and clarify some additional technical requirements.
Condensation can lead to serious issues such as mold growth and structural damage. Updates include quantified targets for allowable condensation risks, enhanced building ventilation requirements for well-sealed homes and homes with gas or wood-fired heaters, clarifications around the use of building wraps, and mandated roof space ventilation in cool climate zones to prevent condensation buildup. All exhaust systems are now mandated to exhaust outside instead of into roof spaces. Areas that require exhaust – like internal toilets – will require the exhaust fan to be activated with the room's lights and continue to operate for 10 minutes after the lights are turned off.
So, what does this all mean? Industry bodies disagree with the cost of the current changes – varying from around $25,000 per home by HIA members to closer to $4000 per home by Property Council members. An average suburban driveway can easily cost $20,000, so I suspect that is where at least some of that discrepancy comes from. We do know that fire safety, condensation, energy efficiency, and electrification are all areas flagged for improvement for future NCC updates. In the meantime, commencing 1st September 2026, lead content in plumbing fixtures will be significantly reduced. And last but not least, as of the 1st of July, there is a complete ban on the manufacturing, supply, processing, and installation of engineered stone. This is also having an effect on pricing and manufacturing equipment.
