#PHnews: Ex-generals best people to lead Covid response, Palace insists
MANILA – Malacañang on Tuesday insisted that retired military officers are the best people to lead the government’s Covid-19 response and vaccination rollout because of their expertise in logistics.
Presidential Spokesperson Harry Roque made this remark after opposition senators called for an overhaul of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), saying that it should be led by public health officers and not ex-military officers.
Aside from their knowledge in logistics, Roque explained that ex-military officers were leading the IATF because they were also appointed as members of President Rodrigo Duterte’s Cabinet.
“Wala naman pong na-appoint sa IATF outside of yung mga secretaries at mga namumuno ng opisina. Totoo po maraming mga military pero isang dahilan po kung bakit nagtitiwala ang ating Presidente ay dahil magaling po sa logistics ang ating mga military (No one has been appointed to the IATF outside of the secretaries and heads of office. It’s true that there are a lot of military who are members but one reason why the President trusts them is because the military excels in logistics),” he said in a virtual press briefing.
Roque pointed out that National Task Force (NTF) Against Covid-19 chief implementer Carlito Galvez, who is also vaccine czar, also possesses an impressive set of qualifications.
“Kung ang pinag-uusapan ay hindi naman yung papaano mag-ma-manufacture ng bakuna, kung hindi paano makakarating ang bakuna sa lalong mabilis na panahon sa panahon na ang mga mayayaman ay na-corner na yung 80 porsiyento ng mga bakuna na ginagawa ng mga Western countries siyempre po sa tingin ng Presidente at sa tingin ko naman, tama ang Presidente, ang pinaka magaling na italaga diyan ay isang dating militar, dating chief of staff, dating hero ng Marawi, si Secretary Carlito Galvez (If we’re talking about the fast delivery of vaccines when 80 percent of countries have already pre-ordered vaccines of course the President and I think that the best person for the job is an ex-military, ex-chief-of-staff, and hero of Marawi, Secretary Carlito Galvez),” he added.
He also noted that Galvez has a master’s degree in Project Management major in System Modelling and Project Scheduling from the University of New South Wales in Australia.
A master’s degree in Project Management involves the successful completion of projects by directing them from start to finish. The degree requires skills in budgeting, time management and communication.
“Importante po malaman ng taongbayan ‘yan dahil hindi nila alam na kaya kayo itinalaga ni Presidente hindi lang dahil sa kayo ay war hero kung hindi mayroon po talaga kayong advance training dun sa isang field na kinakailangan pagdating sa logistics, pag-aangkat ng ating mga bakuna (It’s important for the public to know that the President did not only appoint him because he’s a war hero but because he has advanced training in the field necessary for logistics for the procurement of vaccines),” Roque said.
Besides Galvez, there are three other ex-military officers leading the government’s Covid-19 response including Defense Secretary Delfin Lorenzana (NTF Chair), Interior Secretary Eduardo Ano (NTF Vice Chair), and Environment Secretary Roy Cimatu (Cebu City Covid-19 Response Overseer).
Duterte himself said he preferred to appoint ex-military officers because they were “competent”, “honest” and “followed orders.”
Currently, over 60 former military officers currently hold ranking positions under the Duterte administration.
Senator Risa Hontiveros earlier described the IATF as a “system-wide failure”, saying its leaders and members should be replaced with public health experts “who actually know how to handle a public health emergency.”
“The extreme call is to abolish the IATF but during a pandemic, an interagency body is necessary. It must be led by public health experts and epidemiologists. Not by military officers,” she said in a statement. (PNA)

So, I find myself doing battle with Manila’s traffic, forking over the high prices I find here, and surviving the crazy nightlife at least once a month, on the way to more mellow islands, beaches, and destinations. I’ve established a little ritual of familiarity in Manila, including staying at the same damn hotel every single time (the Best Western Oxford) in the same neighborhood (Makati), and even frequenting the same restaurants and coffee shops.
One of the challenges when you’re in Manila as a traveler is finding a good place to exercise. Simply going for a run outside isn’t a realistic option, as you’ll die of exhaust inhalation before you get around the block. There are some other gyms around, but they can be spread out (more time sitting in traffic), too busy at peak hours, or even too expensive.
I usually just lift weights at the tiny but serviceable gym at the Best Western, but I’d heard rumors about a boxing gym in the same area, that was improbably located just over a bar. Today, for the first time (it only took me two years to find it!), I visited the Team Insiders Boxing Gym.
It is situated right over a raucous open-air English bar, where bald headed and wild-eyed Brits and soused and still-pale Irishman watch footy, rugby, and generally just get wasted every night. I guess there’s some affiliation to the gym, as the owner also has a simple hotel in the same complex.
Either way, I found my way up to the second-floor boxing gym without many expectations or high hopes. I was pleasantly surprised in most ways, as it has everything you need for an incredibly taxing boxing or martial arts workout. In the center of the floorplan is the ring, of course, and it’s nearly full-sized, perfect for some light sparring or shadowboxing.
There’s an open floor in front of it where people can jump rope, do their drills, or the chiseled trainers hold pads for the patrons.
On the other side is a small row of heavy bags, a rack of gloves, headgear, etc. (the gloves smell TERRIBLY and are actually dangerously unhygienic, so bring your own). The gym also has a side room with a few weight benches, sit-up benches, and dumbells.
But boxing and martial arts is the main draw, and you can either workout on your own, or pay for a trainer to put you through the motions.
I was impressed by the level of the muay thai training, in particular, and there were talented amateur fighters and enthusiasts from the U.S., Thailand, Korea, and plenty from the Philippines all sweating and training hard while I was there.
They also have a little locker room and bathrooms and sell all sorts of gloves, hand wraps, and other gear.
The downside is that this gym isn’t cheap – and costs a virtual fortune by Filipino standards. In fact, I was advised that the workout alone would run 290 Pesos – or just shy of $6. Renting hand wraps and gloves would be another $2, and if I wanted to rent a locker or buy a water or anything else, I’d easily be looking at a $10 workout session.
That may not seem like a lot if you’re in the U.S., but that’s probably comparable to a $25 workout in the states.
No worries, as it’s better to spend money on fitness and health than eating and drinking it away in the bars here! I also found the staff and trainers to be very friendly, helpful, and professional ….EXCEPT one.
And that one actually tried to hustle me (borderline scam me) for way more money. I’ll cover that grift in another review so you can be aware how these things happen. Despite that hassle, the gym is a good place to go sweat out your jetlag or beer from the night before.

I often come through Manila, even though it would be way down on my list of preferences of places to visit. In fact, this capital city of the Philippines is chaotic, insanely crowded, choked with pollution, and jammed with traffic – and that’s just on a good day! But, it’s also the major transportation hub in the country (as all capital cities are), with the city of Cebu being the only realistic alternative for connecting flights anywhere in the nation of 7,500 islands.
So, I find myself doing battle with Manila’s traffic, forking over the high prices I find here, and surviving the crazy nightlife at least once a month, on the way to more mellow islands, beaches, and destinations. I’ve established a little ritual of familiarity in Manila, including staying at the same damn hotel every single time (the Best Western Oxford) in the same neighborhood (Makati), and even frequenting the same restaurants and coffee shops.
One of the challenges when you’re in Manila as a traveler is finding a good place to exercise. Simply going for a run outside isn’t a realistic option, as you’ll die of exhaust inhalation before you get around the block. There are some other gyms around, but they can be spread out (more time sitting in traffic), too busy at peak hours, or even too expensive.
I usually just lift weights at the tiny but serviceable gym at the Best Western, but I’d heard rumors about a boxing gym in the same area, that was improbably located just over a bar. Today, for the first time (it only took me two years to find it!), I visited the Team Insiders Boxing Gym.
It is situated right over a raucous open-air English bar, where bald headed and wild-eyed Brits and soused and still-pale Irishman watch footy, rugby, and generally just get wasted every night. I guess there’s some affiliation to the gym, as the owner also has a simple hotel in the same complex.
Either way, I found my way up to the second-floor boxing gym without many expectations or high hopes. The Blackwater Elite reinforcement visibly had a seamless transition with 12 other local players on Thursday night as he joined them in running their half court sets in the course of the team’s continuos buildup for next month’s SEABA Championships.
“It was good, very productive,” said the 6-foot-10 Smith, who was personally offered by Blackwater owner Dioceldo Sy to Samahang Basketbol ng Pilipinas chief Al Panlilio as the team’s virtual replacement in the wake of injuries suffered by forwards Arthur Dela Cruz and Mac Belo.
“I think I fit their system and I think it’ll be a great fit,” added the Vallejo, California native.
Even Gilas Pilipinas coach Chot Reyes was impressed with how the former NBA journeyman, who had several stops with the Houston Rockets, Dallas Mavericks and Minnesota Timberwolves in five seasons, “picked things up very quickly.”
“Because of that experience he’s able to pick things up very quickly. He’s been here just for one practice and obviously it’s not yet to the level of the others but we could already see what he’s capable of,” Reyes added.
The 26-year-old Smith added he won’t think twice to give the national team a shot—as a naturalized player, for use—if the opportunity arises in the foreseeable future.
“It’ll be a blessing to play with these guys,” he said. “These guys are great and I played against a couple of them and they’re all good. The coaching staff is great. This team is great. Obviously, I practiced with them to showcase my abilities. I’m absolutely blessed for this.”
Smith added: “This is a big opportunity for me to come out here, showcase my skills and perform with these guys—the best players in the country. So why not come here and show what I got to be a part of this team?”
Unknown to many, Smith made his first stop in the Philippines when the Rockets played against the Indiana Pacers as part of NBA’s Global Games in September, 2013.
And the Fresno State standout is certainly having the time of his life.
“This is an amazing place. I went to Cebu and now I want to go to Boracay next week. I’m havin’ a ball here,” he said.
Asked if he intends to stay in the Philippines for good if given a chance, Smith said: “That’s not even a question. There’s nothing bad for me to say. The fans, the games, the people…everything are great. So I wouldn’t mind being here.” – Fox Sports Asia
