Nova agência de migrações com quase 700 mil processos em mãos até final de 2024

Um total de 347 mil processos pendentes de imigrantes e cerca de 340 mil renovações a decidir até ao final de 2024 são a prioridade da nova Agência para a Integração, Migrações e Asilo (AIMA), que inicia funções este domingo.

Em comunicado, o governo refere que os 347 mil processos pendentes herdados do Serviço de estrangeiros e Fronteiras (SEF), agora extinto, serão uma “das prioridades iniciais da Agência, em particular nos casos em que estão em causa reagrupamentos familiares”, prometendo “uma operação específica” para lidar com este problema no primeiro trimestre de 2024 e o lançamento, até final daquele ano, de um “portal digital para pedidos online de concessão e de renovação de autorizações de residência”.

A AIMA “estima montar uma megaoperação de recuperação das pendências no primeiro trimestre do próximo ano, contando para isso com o envolvimento das autarquias e da rede de Centros Locais de Apoio à Integração de Migrantes”, um projeto que contempla a “instalação de um Centro de Contacto AIMA, a instalação de lojas específicas dentro de Lojas do Cidadão, a criação de lojas próprias, ou o alargamento da presença física no território, por via de parcerias com municípios, universidades e outras entidades”.

Segundo o governo, o “reforço da segurança associada à emissão de documentos será uma componente da atuação da AIMA, com a criação de uma equipa de auditoria permanente aos procedimentos internos e de combate e prevenção da fraude”.

Além das pendências - pedidos de regularização de diferentes tipos que ainda não obtiveram resposta -, o governo estima em 340 mil o número de processos de renovações que terão de ser tratados pela agência obrigatoriamente em 2024, “ano em que já não vigora o regime excecional de renovação automática”.

Neste pacote, contabilizam-se vistos concedidos a cidadãos da Comunidade dos Países de Língua Portuguesa e aos ucranianos que fogem da guerra.

Com um orçamento de 81 milhões de euros, a nova agência inicia a sua atividade com “34 balcões de atendimento em todo o pa��s e abrirá pelo menos 10 novos balcões no espaço de um ano”, conta com 740 funcionários e prevê 190 novas contratações, “um reforço imprescindível para melhorar a qualidade e celeridade dos serviços oferecidos”.

Este projeto “personifica a separação das funções policiais das administrativas”, refere o comunicado do gabinete da ministra adjunta e dos Assuntos Parlamentares, Ana Catarina Mendes, sublinhando que “será agora possível encetar uma série de novas medidas, funcionalidades e políticas que irão ampliar e melhorar a qualidade do acesso aos serviços” e reforçar “a segurança dos processos e procedimentos e a confiança e a credibilidade dos utentes e da sociedade no sistema”.

O novo portal, a lançar até final do ano, visa “tratar de pedidos de reagrupamento familiar de residentes mais antigos, dispensando o agendamento telefónico” e em 2024 a tutela prevê lançar um “plano estratégico para a promoção da língua portuguesa”, alargas as funções do portal a “pedidos de concessão e de renovação de autorizações de residência” e a “instalação de um centro nacional multidisciplinar para gerir os processos de proteção internacional e acompanhar os refugiados e os requerentes de asilo desde a entrada do requerimento ou à chegada a Portugal até à integral integração”.

Nos estatutos da AIMA, publicados na sexta-feira à noite em Diário da República, o governo refere que "o modelo de governação ora determinado concretiza uma mudança de paradigma na forma como a Administração Pública se relaciona com os cidadãos estrangeiros, seja na sua entrada e permanência em território nacional, seja no seu acolhimento e na sua integração, e, bem assim, ao nível do combate ao racismo e da integração de grupos étnicos, melhorando a qualidade dos serviços públicos, com ganhos de eficiência, e dos recursos a eles afetos, maximizando sinergias e potenciando os seus resultados".

Também na sexta-feira foi publicado o Decreto-Lei que procedeu à criação da Unidade de Coordenação de Fronteiras e Estrangeiros (UCFE), responsável pela coordenação da atuação das forças e serviços de segurança entre si e entre estes e o Instituto dos Registos e do Notariado e a AIMA, assegurando "a respetiva cooperação e articulação em matéria de circulação de pessoas, de retorno e de controlo de pessoas na fronteira".

As competências do SEF foram transferidas para sete organismos, passando as policiais para a PSP, GNR e PJ, enquanto as funções em matéria administrativa relacionadas com os cidadãos estrangeiros vão para o Instituto de Registo e Notariado (IRN) e a nova AIMA.

A reestruturação do SEF foi decidida pelo anterior Governo e aprovada na Assembleia da República em novembro de 2021, tendo sido adiada por duas vezes.
