In the Cl. Minkowski AU (just posted the last chapter of the museum heist to AO3) Minkowski's bad end/villain origin story is that she was so desperate to gain a position and get taken seriously that she's made more and more moral concessions until she no longer sees a way out, Eiffel's decided he's fucked up so badly it doesn't matter what he does anymore and he might as well let someone else make his choices for him, and Hera just has a physical form and is making it everybody else's problem. They form an unstable triangle that both keeps everyone else trapped in Goddard but also is the only thing keeping them from entirely hurtling over the moral event horizon.
