Have Chip and Smith ever met each other before? I feel like they would get along quite well.

I think Chip and Smith know each other. It'd be odd if they didn't, especially since the sawmill provides firewood for all of Isle One.

I don't think they'd like each other very much.

They'd have very curt interactions where all they do is say each other's names and then go about their day. Every conversation is through gritted teeth and very business like.

Smith would probably shoulder-check Chip 😤
