Canada’s Plastic Money

It was well into autumn 2004 when a Brinks armored truck was driving on Highway 416 in Ottawa, Canada’s capital city. The driver was navigating his regular route, picking up cash from various businesses for deposit at the bank, when his highly developed intuition told him something wasn’t quite right. Glancing at the rear view window, he saw a gray Hyundai following him.

The driver was certain he had seen the same car before. It had followed him from a restaurant to a store to two gas stations in immediate succession. Trained to handle any suspicious events, he continued calmly on his way as he quickly contacted the police. Within minutes flashing lights appeared and the Hyundai was pulled over.

The police expected to find the usual desperados with high-power automatic weapons in the car. Instead, they found themselves face-to-face with a pair of respectable looking men. There were no weapons, but what the police did find was alarming. The men were driving around with a huge stash of nearly perfect counterfeit $20 Canadian bills. In fact, they were the best forgeries the Canadian authorities had ever seen.

As the law enforcement officials learned, that arrest had been a stroke of good fortune. The men had not been following the Brinks truck at all. In fact, they hadn’t even noticed it in front of them! Instead the two men were simply going from store to store along the highway. At each stop they made small purchases, such as a cup of coffee, a newspaper or a bag of nosh, in order to get legitimate change for their fake bills. It was a typical money laundering operation.

It looked like a case of catching the low-level crooks red handed. Typically, counterfeiters sell a large batch of the bills, worth millions of dollars, at a 70% discount (a greater discount if the quality is poor). The buyer then retails them in smaller quantities to dealers at a 50% discount to face value, pocketing the profit. The dealers then peddle the money around town so that it is widely distributed before the authorities can get on their trail. Unlike drugs or stolen goods, counterfeit bills can be passed on to any unwary citizen.

What officials did not yet realize was that this was their first glimpse at one of the greatest counterfeiting operations Canada had yet seen. The group behind the operation was responsible for putting $11 million worth of fake $20 banknotes into circulation. And that was only the portion that Canadian authorities were able to discover. The total value of counterfeit bills that reached the pockets and bank accounts of innocent Canadian citizens may well have been much higher.

While the police were pleased to have caught these peddlers of counterfeit bills, the news was not good at all. Officials of the Bank of Canada were rudely awakened to the fact that they were fast losing the war against Canada’s forgers.

Despite its multi-colored tones and other safety features, Canada’s bills were among the most counterfeited of all of the G20 countries. The forgery rate in Canada had risen higher than that of Brazil, Argentina, Mexico, Italy, France and Spain. Canada was found to have 470 forged bills for every million

Authentic ones. While that sounds tolerable—it amounts to a fifth of a percent—it is 10 times the rate considered acceptable in developed countries.

The arrest of the men in the gray Hyundai set in motion a series of events that led Canadian officials to make the most drastic changes to Canadian currency in decades. Canada is now in the midst of a two year program to introduce new banknotes that are printed on plastic instead of paper. The program began with the issuing of $100 notes in 2011. The new $50 and $20 bills were introduced last November. Now the smaller denominations—$10 and $5—are being phased in. (Canada continues to issue $1 and $2 denominations exclusively as coins.) The changeover is costing Canada $300 million and it is the most drastic revision since the introduction of multi-colored designs in 1969.

The purpose of the plastic money is to address one of the greatest problems officials face in combating counterfeiting operations. Because of the advance in high-level technology, it is easier than ever for anyone to obtain the equipment necessary to copy the designs and print their own bills. The surest way of preventing forgers from achieving a successful look-alike is by employing materials that are not readily available to the public. Canada is using a carefully controlled polymer that is produced especially for this purpose by one laboratory in Australia.

The $100 was the first to be replaced because its higher denomination made it a favorite target of counterfeiters for many years. Matters had gotten so bad that several national businesses, such as chain stores and gas stations, openly advertised that they were no longer accepting $100 bills. Despite the fact that the cash is legal tender, Canadian businesses are legally permitted to refuse cash payments, and many did. A large sign at one Canadian restaurant is typical: “Due to increased concern over fake $100, we will not accept them from any of our customers.”

It is true that electronic payment methods have sharply reduced the need for hard cash. Nevertheless, over 50% of transactions by private consumers are still done in cash. Bank notes are not about to disappear in the immediate future. And as long as they are with us, the public’s confidence in the authenticity of the money in circulation will remain of utmost importance. Since the person in whose possession the counterfeit bill is discovered is the loser, the loss of confidence directly affects the ability to use Canadian money freely for buying and selling.

OTTAWA — Environment Minister Steven Guilbeault says he wants a national mandate that would force auto dealers to sell a certain number of electric vehicles to be in place by the end of next year. Road transportation accounts for one-fifth of Canada's total greenhouse-gas emissions. As Canada charts a path to net-zero by 2050, eliminating carbon dioxide from passenger cars is a big part of the process.

The federal government wants half of all new passenger cars sold in Canada to be zero-emission vehicles by 2030, and reach 100% by 2035. Canadians bought more electric vehicles in the last two years than the previous eight combined, but still, only 3% of new cars registered were battery-electric or plug-in hybrids.

The Liberals promised during the election campaign to bring in a sales mandate to meet those goals. Guilbeault said he wants that to happen by the end of 2022, or early 2023 at the latest. “This (mandate) will not come into effect in the next few months but it will come into effect very soon,” he said. “We’re at three, maybe 4%. We have to get the 50 (percent.) It’s a lot of heavy lifting.”

Guilbeault launched consultations on how to develop that mandate this fall. A new discussion paper for those meetings seeks input on how the mandate should work, the effect on the Canadian auto industry, and whether there should be an interim target before 2030.

Growth in electric vehicles has been swift in the last few years, but almost entirely in the two provinces that already have a provincial sales mandate. Quebec began enforcing sales quotas for electric vehicles in 2018 and British Columbia followed in 2020.

Three in four new electric vehicles registered in Canada in 2020 were in B.C. and Quebec. Ontario, which had a rebate until 2018, accounted for 19%. The rest of Canada accounted for less than 5%. Outside of B.C. and Quebec, few dealers have access to electric vehicles, and the wait can be more than six months long. Supply-chain crunches affecting the entire auto industry make it worse.

“That’s one of the best arguments in favour of a national zero-emission vehicle mandate,” said Joanna Kyriazis, a senior policy adviser at Clean Energy Canada. “Right now we’re really seeing a tale of two Canadas when it comes to EVs.”

A mandate must be in place by early 2023 if the targets are going to be met, she said. Until recently, Quebec and B.C. were also the only provinces with a rebate program that cut the cost of a new electric vehicle. Yukon, Northwest Territories and all four Atlantic provinces introduced them in the last 18 months.

Guilbeault said in Quebec and B.C., the provincial mandates immediately opened up both vehicle availability and options. Carmakers introduced new models and shifted supplies to those provinces to avoid the $5,000 penalty for every credit they were short of meeting the quota.

“All of a sudden, people have access to a whole range of other vehicles that they didn’t before,” said Guilbeault. “So they have more choice in terms of prices, models size, battery autonomy. And it makes a lot of difference.”

B.C. and Quebec passed laws to set their electric-car mandates and then used regulations for the specifics. Guilbeault said Canada can go straight to regulation under the Canadian Environmental Protection Act, which will get the mandate in place much faster than legislation.

Most experts will say the world is moving toward electric vehicles no matter what. The key is how quickly it happens. Guilbeault said if Canada does not move swiftly to push electric-vehicle sales and become a major part of the global supply chains, it would still eventually end up with electric cars on the road. But it would not get the big economic benefits that can come with them.

Norway, which has had electric-vehicle incentives in place for more than 20 years, leads global sales. Seventy-five per cent of new cars sold there last year were zero-emission vehicles. Canada’s market share was 3.5%, up from 2.9% in 2019.

Many European countries saw their market share of electric vehicles soar last year — from 3.1% to 11.3% in the United Kingdom, from 2.8% to 11.3% in France, and from 2.9% to 13.5% in Germany. China, which is the biggest market for electric vehicles, hit 5.7% in 2020.

Most of those countries hiked rebates to lower the cost of buying zero-emission vehicles, and some, including Germany, are making it a legal requirement for every gas station to have a charging station. The change to a fully electric fleet is “massive,” Transportation Minister Omar Alghabra said during the United Nations climate talks in November.

“That is a massive transformation, not only for consumer behaviour, but it's also for production, for supply chains, for rules and harmonizing standards,” he said. Wilf Steimle, president of the Electric Vehicle Society, has been a full-time EV proponent for the last seven years. He said the switch to electric vehicles needs to overcome consumer concerns about charging stations and vehicle costs, and education about the benefits.

Steimle said helping auto dealers prepare is also critical, because the cost for most dealerships to install charging equipment and train staff on sales and maintenance is still well above the profits on selling electric vehicles.

Huw Williams, a spokesman for the Canadian Automobile Dealers Association, said carmakers and sellers are getting ready but the government’s timelines are ambitious and it can't happen overnight. “It’s hard for the government to understand the size and scope of this transition,” he said.

Williams said the dealers want to work with the government to ensure the process is both clear and fair to all involved.

The Little River Band of Ottawa Indians have sought to build a casino in Fruitport Township of Muskegon County. The federal government is currently reviewing their application.

Three Michigan tribes feel threatened by the economic impact of a new casino on their casinos and have fighting to stop construction. These tribes are Nottawaseppi Huron Band of the Potawatomi in Battle Creek, Saginaw Chippewa Indians in Mount Pleasant, and Gun Lake tribes in Wayland Township.

Tribe moves closer to approval of a casino in Muskegon County

A public hearing has been scheduled for the proposed casino that would be built in Fruitport Township.

On Wednesday the hearing will be held by the Bureau of Indian Affairs. The public is invited to attend.

The proposed casino would be located at the former Great Lakes Downs. It would be owned by the Little River Band of Ottawa Indians. In 2008 the tribe purchased the property. They want to create a 69,000 square foot casino that would offer 35 table games, and 1,700 slot machines. Plans also include a hotel with 220 guest rooms. The price for the project would be $180 million.

If approved, the casino could open in 2020. 1,200 new jobs would be created by the casino project.
