Part 7 of "Turkey Point Radioactive Waste Harms Residents’ Health" by Tena Gordon (@reformistrevolutionaryrose): According to the U.S. Nuclear Regulatory Commission (USNRC) (2015), an independent government agency,  in “Construction and Operation of Turkey Point Nuclear Plant Units 6 & 7: Draft Environmental Impact Statement Reader’s Guide,” Hispanic residents makeup the ethnic group most affected by Turkey Point, as shown by “[o]ver half of the Census Block Groups in the 50-[mile] region [containing] Hispanic populations of interest,” especially migrant agricultural workers who are “potentially vulnerable to environmental air and noise pollution due to their extended presence outdoors” (p. 15). The data from the USNRC also highlights the limitations of U.S. Census Bureau (2015) data, in which Hispanic populations’ concentration around Turkey Point was not examined. Even though Hispanic migrant workers’ prolonged exposure to aerial Strontium-90 increases their likelihood of developing radiation sickness, FPL is not inclined to remedy Turkey Point’s leak. If Homestead and the surrounding cities had a larger non-Hispanic white population, the plant’s leakage would not only be fixed, the plant would likely not have been built there to begin. Part 6 of "Turkey Point Radioactive Waste Harms Residents’ Health" by Tena Gordon (@reformistrevolutionaryrose): Homestead’s residents of color and marginalized ethnicities are wrongfully victimized by FPL...[D]emographic data from the U.S Census Bureau (2010) depicts that Homestead has higher populations of monoracial black residents and multiracial residents than Miami-Dade County and Florida. Even though nonblack monoracial groups of color are not shown to be over-represented, Turkey Point’s pollution is a racial issue, as whites in Homestead makeup almost ten percent less than the population of whites in the U.S. In the larger context, there is a systemic pattern of racial discrimination across the U.S. FPL not adequately fixing Turkey Point’s nuclear waste leak follows the trend of communities of color being treated as subordinate to white communities. Dr. Robert D. Bullard (1994), published in Environment Science and Policy for Sustainable Development, a peer-reviewed journal, reports that the U.S. Environmental Protection Agency (EPA) contains hazardous waste seven percent more often than the safer option of treating the waste, which removes the toxins, in black neighborhoods, compared to treating waste 22 percent more often than containing it in white neighborhoods  (p. 12). Governmental agencies cannot reliably counter environmental racism when they are complicit in discriminating against communities of color. End of Part 6. Armistead (2016), an editor for Engineering News Network, a highly-respected trade magazine for construction, architect, and engineering professionals, in “Canal Leaks Threaten Miami Water,” relays that Judge Bram D.E. Canter’s order states, “Cooling water for four units at Turkey Point, including two nuclear units, has seeped into the Biscayne Aquifer and spread in a lens of hypersaline groundwater that now extends four miles west of the power plant’s property” (p. 9). If the plant is as secure as FPL claims, then cooling water would not be seeping into Biscayne Bay. To a large extent, FPL trivializes the fact that Turkey Point is polluting Miami-Dade County residents’ water supply, electing to deny rather than fix the leak. The official website for FPL (2016), under “Frequently Asked Questions,” proclaims, “Our plant workers are thoroughly trained and are experts in their fields…[O]ur nuclear units are designed to use automatic safety systems and multiple safety barriers as part of our ‘safety first’ policy” (para. 5). FPL prides itself in qualified employees and safety protocols for the purpose of maintaining positive public perception and appeasing environmentally-conscious customers, who may be contemplating switching to different energy provider. To avoid economic losses, FPL is likely doing damage control after the recent news of Turkey Point’s leaks. Additionally, groups independent of FPL believe FPL has environmentally-cautious measures. Teresa Hansen (2008), who has practical experience in nuclear power plant operation, writes, “The [Turkey Point] plant contains next-generation environmentally friendly equipment designed to meet all health-based air emission permit requirements” (p. 26). FPL making attempts to reduce their air emissions [superficially] indicates an improvement in their environmental policy and some environmental consideration. Frequently, the safety of residents of color are treated as less important than business profits. Dr. Revathi I. Hines (2016), political science professor at Southern University and A&M College, an hxtorically black college in Baton Rouge, Louisiana, cites a study by John McQuaid that found black residents in Louisiana are 'twenty percent more likely to live within four miles of an industrial site that releases toxins, forty-one percent more likely to live within two miles, and fifty percent more likely than [whites] to live within one mile of a polluting facility' (p. 198). Exemplifying the environmental racism Dr. Hines described, Florida Power & Light Company (FPL) built the Turkey Point Nuclear Generating Station in Homestead, a city highly populated by residents of color.
