Iron Horse Neighborhood Association Meeting Minutes 11/19/2020

Iron Horse Park Debrief The Neighborhood met with Tucson Parks and Wheat Design, which is the firm that is re-designing the park.  Neighbors voiced their reassurance that the design firm has created high quality products within Tucson.  They reported that they should have the final park redesign at the end of January or beginning of February.  Ruth expressed excited about the possibilities of the park and said she thought it was a very positive meeting with all involved.  
Traffic Circle at 9th Street and 3rd Avenue Al and Sandra have recently experienced a lot of cars speeding unsafely down 3rd Avenue.  Al researched what would be needed to install a traffic circle, which includes signatures from 60% of the owners of properties of the properties on the block where the traffic circle would be installed.  Jonathan suggested that this intersection is likely to get even busier when the development at Maloney’s is finished.  Kelly mentioned that there are a variety of ways to create a slowing traffic system at the intersection, which referenced as tactical urbanism.  Josh proposed that one option could be that the traffic circle could be painted, rather than an actual physical barrier.  Al said that he will start discussion with the city about possibilities for addressing the speeding at this intersection.  
GPLET Letter Jonathan reported on a letter that WUNA asked us to sign as IHNA that would ask for greater community input and revisions to the city’s Government Property Lease Excise Text (GPLET).  GPLETs allow developers to have tax abatement if they meet certain criteria.  Matt argued that the letter argues for institutionalizing the Community Benefits Agreements (CBAs) that we make with individual developers as a more standard, institutionalized part of the GPLET process.  Matt made a motion to sign on to the existing WUNA letter and submit it to mayor and council.  Josh seconded the motion.  With no abstentions, the motion passed unanimously.  Jonathan will add our name to the letter and submit it to Steve K and Mayor.  
COVID Testing Amanda reported that there are several new testing sites for COVID, which can be found on the county website.  The county health department is doing drive thru testing 3 days a week at the Pima Community College Campuses.  Amanda reported that they will start testing for COVID at the airport tomorrow.  Dereka reported that she want to PCC to get tested and thought their set-up was good.  
Chicanes Andrew reported that he is working with Tucson Clean and Beautiful (TCB) to set up a date for volunteers to plant trees and shrubs in the chicanes.  TCB wants at least a month lead time to acquire the planned plants.  The square footage of the chicanes adds up to more than 2000 square feet.  Andrew reported that his company may donate hydroseed for wildflowers for 4 of the chicanes as a proof of concept.  Kelly contributed that the trees are a priority for the chicanes as they are intended to be traffic calming features.  Matt made a motion to amend our previous approval for chicane maintenance and watering to a total of $1200.  Dereka seconded the motion. The motion to allocate a total of $1200 for chicane maintenance and watering was approved unanimously.  Andrew will report when a final date for planting is chosen.  
Tucson Police Department IHNA expressed support to Tucson Police Department (TPD) and Ward 6 for their help in quickly resolving a dangerous situation with homeless people who were encamping on an empty lot at 10th and 1st Ave.  IHNA appreciates that it was a complex situation and values help getting the issue resolved to make our neighborhood safer.  IHNA reported that the people in the camp moved just south of the Snake Bridge and that there seems to be a bike chop shop operating there.  
The Community Service Office for TPD aggregated some stats about crimes in the neighborhood.  They reported that Iron Horse hasn’t experienced any major troubles and that many of the recent calls have related to 4th Avenue, including 2 larcenies and a vehicle collision.  They asked to make sure that everyone locks their car doors and do not store valuables in them.

FAMA Fourth Avenue Merchants Association (FAMA) reported that some merchants are getting money from FAMA and the federal government through the CARES Act, which allows for a $5000 grant to help create outdoor space and temporarily support rent.   FAMA, along with Ward 6 and grant support people from Pima County, has been working hard with the merchants to help them in that process for the past two months.
FAMA also reported that Ermanos is re-opening December 1st and trying to get more permanent outdoor seating in front of the restaurant.

What you need to know about ‘murder hornets’
At least three new specimens of the so-called “murder hornet” have turned up in the Pacific Northwest in 2020. They’re Asian giant hornets, a species (Vespa mandarinia) that recently invaded North America. This beast is a threat to honeybees. It’s sting is also something few humans would ever forget.
Biologists tried last year to stamp out the invaders. But the May and June discoveries now suggest invaders made it through the winter. The two in Washington State were queens. One had already mated, according to the state’s agriculture department.
One of these big, orange-and-black insects was found dead in a roadway near Custer, Wash. Sven Spichiger is an insect specialist with Washington’s Department of Agriculture. He announced on May 29 that the body was that of an Asian giant hornet. It had probably hatched last year, he says. This queen was likely out to found a new colony. The second queen turned up wiggling on somebody’s porch near Bellingham, Wash. The person stomped on it and reported it June 6.
Earlier, scientists in Canada confirmed their first giant hornet of 2020. A sharp-eyed person reported it May 15 in Langley, British Columbia.
This wasp earned its nickname from preying on honeybees. It can swoop down and grab them out of the air. The hornet then carries this treat home to nourish young hornets. A raiding party of several dozen Asian giant hornets can kill a whole hive. The attackers can kill thousands of bees in just a few hours. In such mass attacks, hornets bite the heads off adult bees. Attackers leave the adult bodies in heaps. They carry off young bees as protein for young hornets.
V. mandarinia ranks as the world’s largest hornet. Queens can grow some 5 centimeters (2 inches) long, about the length of an average-sized woman’s thumb. Wingspans can exceed 7 centimeters (2.8 inches), not quite the full width of a woman’s palm. Workers are smaller.
Such true hornets are big, predatory, colony-forming wasps. They belong to the genus Vespa. None are native to North or South America. Most are native to Asia. They need meat to feed their young. That’s in contrast to honeybees, which collect plant pollen as protein. Another difference: A honeybee dies after its single-use stinger rips out of its body. Hornets can sting over and over.
The latest hornet-identification report lists 22 species. They may be striped or blotched. Their color patterns range from browns and rusts to gold and bluish-blacks. North America also has several native wasps popularly nicknamed hornets. These insects, however, belong on a nearby — but different — twig of the insect evolutionary tree.
Amid dire news accounts about the Asian giant hornets, a few facts have been overlooked. For one, North America had at least one earlier close call with this species. It was not publicized at the time. That early episode also had a happy ending, at least for the people and native insects of North America.
Here’s what we know so far — and don’t — about Asian giant hornets and the threats they pose.
How ‘new’ is this invasion?
In September 2019, beekeepers in Canada tracked down and destroyed a hornet nest in the ground. It was near a public footpath in Nanaimo, near Vancouver. Lone flying hornets also showed up on both sides of the Canada-U.S. border. One appeared at a hummingbird feeder near Blaine, Wash.
But that wasn’t the Asian giant hornet’s first touchdown on North American soil.
California had an overlooked close call in 2016. And it wasn’t just some lone hornet hiding in a cargo container, notes Allan Smith-Pardo. He’s an entomologist in Sacramento, Calif. He works for the Animal and Plant Health Inspection Service. (It’s part of the U.S. Department of Agriculture.) He was the scientist charged nationwide with identifying suspicious wasps or bees found in cargo or mail. An inspector flagged an express package coming into the San Francisco airport.

It held some papery honeycomb-like nest. The inspector wondered if someone was smuggling in bees. U.S. rules strictly ban that. (The goal is to keep out diseases and pests that could hurt U.S. bees.) Smith-Pardo identified the package as something dramatic. It was a whole nest of Asian giant hornets! “There were no adults in the package,” he says, “but plenty of pupae and larvae.” A few were still alive.
Why would somebody send a nest of hornets? In their native home, “collected adults, pupae and larvae are soaked in liquor,” notes retired entomologist Jung-Tai Chao. Some people believe this “hornet liquor” will ease the pain of arthritis, he explains. While at the University of Georgia in Athens, he studied the social behaviors of paper wasps. He also has studied hornet ecology at the Taiwan Forestry Research Institute.
The 2016 hornet package was opened in a secure room, so no insects escaped. In the end, that potential insect disaster became no more than a brief notice on page 23 of the May 2020 issue of Insect Systematics and Diversity. But that report looked only at hornets intercepted on U.S. borders during one decade. That means there might have been earlier run-ins with giants.
Is the Asian giant hornet the first hornet to try invading North America?
Far from it.
V. crabro is another hefty hornet. It spread into New York from Europe or Asia back in the mid-19th century. Now it can be found in scattered places east of the Rockies. These hornets nest in hollow trees and cozy nooks within walls. People who blunder too close can get painful stings, says Bob Jacobson. He’s a retired entomologist in Cincinnati, Ohio, with an interest in hornets and venoms. His cousin was also stung by the species.
Like the Asian giant hornet, V. crabro attacks honeybees. Jacobson has seen it go after bumblebees, too. It may even target yellow jackets and other wasps. Unlike the new invader, however, members of V. crabro hunt alone. Each picks off a bee on a flower or at a hive. It doesn’t gang up for mass slaughter of whole colonies.
Other hornets also have turned up in North America without stirring public interest. Between 2010 and 2018, inspectors stopped four species besides the giant at U.S. borders. In Canada, just last year, entomologists identified two different invasive hornet species. These included V. soror, which is almost as big as the Asian giant. Whether any of these other species will make a permanent home in North America is not known.
Why attack honeybees?
The Asian giant hornet doesn’t actually specialize in honeybees, notes James Carpenter. He’s a hornet specialist at the American Museum of Natural History in New York City. In temperate climates, workers of this species forage alone, often for beetles.
But a nesting colony only lasts one year. Toward fall, when the colony’s time is running out, its workers face heavy demands for protein to raise what will be the next year’s queens. Workers now band together to raid. Several dozen may attack high-value targets. This could include whole nests of honeybees, other types of hornets and yellow jackets.
The giant hornets “slaughter the adults, then carry back the brood as food for their larvae,” Carpenter explains. “Besides the impact on honeybees, then, they might have an impact on native yellow jackets.”

How bad is the sting?
The Asian giant hornet delivers a big dose of a fairly strong venom. Justin Schmidt and his colleagues calculated this based on research with mice. Schmidt works in Tucson at the Southwestern Biological Institute and University of Arizona.
A giant hornet’s sting can deliver a lot of venom — some 1,100 micrograms (dry weight). That’s more than seven times as much as some dainty little honeybee delivers. The hornet venom also has a pretty strong knockdown power. Based on what venom did to lab animals, researchers say that just one full sting would have a 50 percent chance of killing a decent-sized rodent.
Schmidt has spent decades recording how painful he finds various stings. He has personal data on more than 90 insects, but the Asian giant hornet isn’t one of them. At least not yet. But from talking to colleagues who have been stung, he estimates that the Asian giant hornet’s sting is equivalent to three to 10 yellow jackets stinging at once. That’s painful. But it’s “not the end of the world,” he adds. Bullet ant stings, he finds, are roughly 10 times more painful.
A much-quoted number from a 2007 paper puts Japan’s death toll for people stung by V. mandarinia at 30 to 50 people per year. That includes people with allergies to insect venom. Less-quoted parts of this report from Japan point out that of the 15 people hospitalized for stings and discussed in the paper, those with fewer than 50 stings had a good chance of surviving.
If this hornet gets established, will people need to stay indoors to survive the invasion?
Paul van Westendorp doesn’t think so. He’s the main bee-keeping specialist for British Columbia.
Asian giant hornets are at the apex, or top, of major insect predators. “Apex predators are maybe very fierce in what they can do, but there are only a few of them around,” he says. Consider orcas (killer whales), another apex predator. “On a beautiful, hot summer day,” van Westendorp says, “one will normally have no hesitation to go for a nice swim in the ocean — even if we recognize that there are orcas out there.”

Those are just some of the details that make V. mandarinia the newsiest stinging invader in years. It’s a fierce little predator, though not as apocalyptic as “murder hornet” headlines have suggested.

Unlike the current sensational invasion, however, that early episode had a happy ending, at least for the people and native insects of North America. Not so much for the hornets. What’s more, these aren’t the only big, bad hornets that have arrived at the borders of the continent.
Here’s what we know so far, and what we don’t, about Asian giant hornets and the threats they pose.
Is this ‘invasion of the giant hornet’ really new?
Not entirely. What’s new for North America is that last year scientists confirmed Asian giant hornets in the wild.
In September 2019, beekeepers tracked down and destroyed a hornet nest about the diameter of a large grapefruit near a public footpath in Nanaimo near Vancouver, Canada. Lone flying hornets also showed up on both sides of the Canada-U.S. border, one at a hummingbird feeder near Blaine, Wash.

Now many efforts are at play to help protect these gentle creatures, which can live more than 100 years in the wild. One organization in particular that’s leading the effort is the Galapagos Conservation Trust, a pioneer in research and conservation that runs an adoption program. For 35 pounds (about $44), donors receive an information packet about the species, a personalized certificate of adoption and a plush toy. The trust also offers adoptions of sea lions, hammerhead sharks and other species found around the archipelago.

The future of the mountain gorilla, a species of great ape inhabiting the mist-blanketed mountains of central Africa, remains in jeopardy. The International Union for Conservation of Nature (IUCN) currently classifies it as an endangered species, with less than 1,200 remaining in Uganda, Rwanda and the Democratic Republic of the Congo. Human interference from poaching and deforestation has taken a toll on the giant herbivores, who feed on stems, roots and other greenery found throughout their forest habitat. To help ensure the survival of future generations of this species, the Gorilla Organization manages an adoption program that, starting at less than $4 per month, provides funding to support a variety of conservation projects, from reducing hunting snares to creating gorilla safe zones. Adopters receive an adoption certificate and news about their individual gorilla, as well as either a T-shirt or a plush toy.
Coral Reefs, Bermuda

While coral bleaching due to rising water temperatures has been a global issue for a number of years, the reefs surrounding Bermuda remain relatively unscathed thanks to the island’s more temperate climate. Unfortunately, other outside sources, such as the construction of the local airport in the 1950s, have left some of the reefs severely damaged, infringing on an ecosystem that many underwater dwellers like blue angelfish and barracudas rely on to survive. To help maintain the current reefs while also planting new coral gardens, Living Reefs launched its “Adopt a Coral Garden” project in 2016. Sequoias, Northern California

Found towering along the western slope of the Sierra Nevada mountain range predominately in Northern California, sequoias are some of the tallest trees and oldest living organisms on the planet, reaching heights of 300 feet and living up to 2,000 years. As part of its conservation efforts, Sequoia ForestKeepers manages an adoption program with funding that goes toward a variety of different programs, such as data collection on the health of the trees and sustainable land management practices. For $100 for a single tree or $2,500 for a stand of sequoias, donors receive a certificate of adoption, GPS coordinates and a map showing the location of the adopted tree, and an 8-by-10-inch photo of the sequoia.
Asian Elephants, Thailand

Since 2001, the Wildlife Friends Foundation Thailand has been instrumental in the conservation of Asian elephants, an endangered species whose numbers have been severely depleted over the years due to poaching and deforestation. According to the WFFT, 97 percent of the continent’s elephant population has already been lost, with approximately 2,000 individuals remaining in the wild. The WFFT maintains the Elephant Refuge, a rescue facility about 100 miles southwest of Bangkok that is home to several dozen elephants saved from mistreatment in the tourism industry, where they were forced to give rides and entertain the public. As part of the foundation’s adoption program, which starts at $38, donors receive an adoption certificate plus periodic email updates on their adopted elephant.
West Indian Manatees, Florida

Despite being downgraded on the endangered species list in 2017, West Indian manatees are still a threatened species protected under a number of laws, including the Marine Mammal Protection Act of 1972 and the Florida Manatee Sanctuary Act of 1979. Today roughly 5,700 of these gentle mammals (often called sea cows) float in Florida’s waterways, and although they have no known natural enemies, they are susceptible to human interference, particularly collisions with watercraft and water pollution. The nonprofit Save the Manatee Club has been doing its part since 1981 to educate the public about the species’ vulnerabilities as well as to protect these mammals and their warm-water habitats. One way to help is through the club’s Adopt-a-Manatee program. For $25, donors receive an adoption certificate; a photo of a manatee that frequents spots like Blue Spring State Park, Homosassa Springs State Park and Tampa Bay; a subscription to a Manatee Zone newsletter and a membership handbook.
Horseshoe Crabs, Delaware Bay

Horseshoe crabs can be found crawling along the shores of the Atlantic Ocean from Maine to as far south as the Yucatán Peninsula in Mexico. But their favorite breeding ground has remained the same for ages: the Delaware Bay. Each spring, beginning in late April or early May, tens of thousands of these arthropods, whose history stretches back some 400 million years earning them the much-deserved title of “living fossils,” descend on this stretch of sand to lay their eggs. But despite the species’ longevity, they still need the help of conservation efforts. The New Jersey-based nonprofit Wetlands Institute estimates that Delaware Bay’s horseshoe crab population has decreased by 90 percent over the last 150 years due to overharvesting. Though the practice is on the decline, humans historically extracted blood from horseshoe crabs, because its sensitivity to endotoxins made it crucial, before a synthetic substitute was developed, for testing for bacterial contamination on medical devices. Wetlands Insitute created an adoption program to help. Starting at $25, adopters receive a digital photo of a horseshoe crab and adoption certificate, plus a copy of its annual newsletter.
Kiwis, New Zealand

Native to New Zealand, kiwis are synonymous with the island country. The Maori, the first people to live on the island, named the bird, which is now New Zealand’s national bird. Since 1971, Otorohanga Kiwi House has been protecting these flightless birds. Approximately 70,000 kiwi remain in the wild today, and because they can’t fly, they’re particularly vulnerable to predators. To help protect their numbers from further decline, Kiwi House offers an Adopt a Kiwi House Critter program. Available birds include the great spotted kiwi and the brown kiwi, two of the five kiwi species found in New Zealand. Adoptions cost $60 per year, and the funds go toward conservation efforts, such as breeding programs. Adopters receive an adoption certificate, plush toy and one free admission to view their adopted bird in person at the facility.
