The very first time she met him, is when they try to pay the Ruby Tithe. She doesn't think much, other than she wants to just give them the money and move on - she doesn't care about keeping the money! how much can it be?

They're interrupted by the Garleans and sent on their way - here she's impressed that he's taking charge of the situation, even if the Garleans are ultimately calling the shots. She understands his bitterness and cautioness. When the Confederacy doesn't want to help - she's equal amounts of annoyed and impressed. They don't give into the "this is for the Right Reasons" which - tbh sometimes the scions could use a bit more of, and also it comes from a place of being fiercely protective and loyal to his own people. It's something she respects? (even as she disagrees - the Garleans will come for everyone)
