I think the biggest design difference between Santo Ileso, Stilwater and Steelport you can make is the fact that Santo Ileso was designed like a real city, while Stilwater and Steelport were designed as the setting for a video game.
Stilwater and Steelport were designed around the gameplay features and narrative of their respective games, where as Santo Ileso was designed as a realistic functional city. Putting under readmore cause this post got longer than I expected lol
For example, Santo Ileso has everything a functioning city would realistically have. It has multiple police stations around the city (even though getting busted doesn't exist), it has multiple hospitals (even if respawns are fast travel spots), it has multiple fire stations who serve no purpose what so ever except to spawn unique firefighter NPCs, and it has other city service buildings like a dedicated power plant, city hall, city courtroom that are absolutely irrelevant for any activity or mission in the game. It has all these stuff, because its something a functioning city in United States would have.
Meanwhile Stilwater is the opposite. A lot of the things in Stilwater only exist because its a central point of a certain mission or activity, or maybe even some collectibles. And while the city itself is very beautiful and has an amazing diversity, when you take a closer look, you'd notice that some things that make up a functional city are lacking. For example, in the original Saints Row, Stilwater doesn't have either a power plant, or a proper graveyard, but both of these things were added to the city in a sequel because they were a central point of missions in that game. Hell, the city doesn't even have a fire station to the point they didn't have where to put fire truck spawns in SR2.
I think this can also be reflected in the gang territory distribution in SR1, where you can kinda feel that certain areas exist because it makes sense for the gangs they designed. Suburbs and truckyard for Rollerz, who are mostly consisted of middle class white kid and deal in car part trade, Barrio (hispanic district) obviously as the base for Carnales, who also heavily rely on drug import from Colombia and also contorl the ports, and Vice Kings, who own the downtown with their legal presence and Red Light with their prostitution business ran by Tanya. Especially if you take into account the existence Strongholds in SR1 and SR2 too, you can tell they put a lot of love giving each gang a purpose in every neighborhood they controlled instead of just randomly assigning territory.
I know I used mostly SR1 as example since that was the original purpose of Stilwater, but I think this also applies to SR2. The newly added University and it being controlled by Samedi because their drugs are popular among the college students, Marina/Casino district being controlled by Ronin with their fronts there, and Brotherhood just being a direct continuation of Carnales.
And now I gotta talk about the black sheep; Steelport. We all read the design doc and know that most of the city is bad by design, but I think it goes deeper than that. I think big part of the reason why Steelport is lame is because its a setting of a lame game. I know this is a shallow statement, but think about it, is there any reason for the city to be significant except for graphics? You get to visit like 7 outta 10 unique buildings in the city through the main narrative already, and activities are just so one dimensional (they are more sidejobs for your lieutenants rather than exploring the city), that none of them call for unique locations like SR1 and SR2 did.
And this, kinda shows the drastic change in the approach they use for map building between 2011 and 2022 (Steelport and Santo Ileso). Both are boring games, with bad and rushed storylines, and barely any worthwhile activities. And yet, Santo Ileso is an amazing urban setting compared to Steelport. I think this is because for the reboot, they were actually making a city for their game, instead of just a playground for their gameplay.
This post doesn't really mean anything except me thinking out loud, but its fun to think about game design, and how amazing Volition actually was at map design. We truly lost something unique to the industry.

Truckyard and fleet management systems have been making great strides in improving logistics processes over the last few years. This can make fleet and truck management an arduous, time-consuming task, with plenty of room for errors and omissions. It can also slow down the flow of traffic, as drivers and security staff take the necessary time for validations and authentications. WorldStream Truck Yard and Fleet Management tracks drivers, trucks and other vehicles on their exit and entry into your compound. WorldStream Cloud Portal and LetMeThrough are the main components of the truck fleet management system, and both are powered by the simple but potent and innovative license plate recognition system LPR Express.
However, WorldStream vehicle fleet management system does not only track vehicles – it tracks drivers too. The LPR system scans the front plate and the driver is then contacted via SMS on the number linked to that plate. The driver then responds to the SMS and access is then granted if driver and plate match up. Cabs, drivers and trailers can all be tracked and authenticated through the system. Fleet management staff can add and remove drivers on the fleet truck management system, arrange long and short-term permits, and update permission levels for each cab, trailer or driver.

The Bloodhounds
Okay so I've been procrastinating on making this introduction post for a while, but I wanted to make a post about Bloodhound; a gang I made for my Saints Row The Third paraquel story, Rose of Stilwater.
The gang is lead by three siblings: Anabelle (eldest, left), Gilbert (middle) and Arron (youngest, right); who hail from a small canadian town. With a base in a biker bar located between Barrio, Industries and Docks district.
The story starts well before they're formed with Arron, he was a member of the Third Street Saints in 2006 under Julius. He was really close with Playa (Lina), which put him near the main storyline of the game. Fast forward to SR1's ending, and when the Saints started falling apart after the Playa went into a coma, Arron ended up being one of the Saints that got arrested.
He was sentenced to 7 years in prison (lowest sentence for gang association, I assume with him being close to the main narrative and not as dangerous of a criminal as Gat or Playa, Troy would probably know him and argue for a shorter sentence), where he became rather popular with his inmates and formed close friendships with a lot of gang members.
Six years into his sentence, which would put it slightly after the events of SR2, he was eventually found by his siblings, who have been trying to track him down for years, and busted him out.
A lot of Arron's prison friends followed through with the escape, with over a dozen of them making it off the island in the process. The prisoners ended up being ex-Brotherhood members, the ones who managed to escape the Saints wrath by being imprisoned during the time. The ex-Brotherhood members reached out to their contacts in mainland Stilwater, eventually leading them to finding a refuge to lay low in a run down bar belonging to one of the former members.
With Brotherhood leadership being long gone, the escapees regrouped under the siblings, which essentially reformed the gang under a new management, and a new name, the Bloodhounds. Anabelle was the leader, dubbed as "The Alpha", while Gilbert, who made a name for himself in Stilwater's Underground Fight Club (known as Diesel), was her second in command. They were a lot more biker oriented now, but still rocked the red color of their predecessor (Maroon Red specifically). The gang was smaller than any other gang Stilwater ever had, with only couple of dozen people in it, which made them more family oriented this time.
With Saints being busy building their celebrity careers, Bloodhounds managed to quietly take criminal control over the Truckyard District, and the territories formerly controlled by the Brotherhood. They simply were trying to do crime just enough to support their big family and bar, looking to stay out of the Saints way not to build any tension between the two factions. Luckily for them, Saints were too busy being pop culture icons to ever bat an eye towards their direction, especially since the gentrification of Shivington and Projects.
They are involved in my Rose of Stilwater storyline, I mentioned their endgame in reboot sequel premise post.
