Last night, in a speech to honor Independence Day, President Joe Biden used his administration’s response to the coronavirus pandemic to defend democracy.
Biden urged people to remember where we were just a year ago, and to “think about how far we’ve come.” “From… silent streets to crowded parade routes lined with people waving American flags; from empty stadiums and arenas to fans back to their seats cheering together again; from families pressing hands against a window to grandparents hugging their grandchildren once again. We’re back traveling again. We’re back seeing one another again. Businesses are opening and hiring again. We’re seeing record job creation and record economic growth—the best in four decades and, I might add, the best in the world.”
The president was referring, in part, to the jobs report that came out on Friday, showing that the nation added a robust 850,000 non-farm jobs in June.
But he was also talking about how the United States of America took on the problem of the pandemic. Coming after two generations of lawmakers who refused to use federal power to help ordinary Americans, Biden used the pandemic to prove to Americans that the federal government could, indeed, work for everyone.
The former president downplayed the pandemic and flip-flopped on basic public health measures like masking and distancing. Unlike most European and Asian countries, Australia, New Zealand, and Canada, the Trump Administration sidelined the country's public health agency, the Centers for Disease Control and Prevention, considered to be the top national public health agency in the world. Trump downplayed the seriousness of the coronavirus out of fear of hurting the stock market, and turned over to states the process of dealing with this unprecedented crisis. The U.S. led the world in COVID-19 deaths. More than 603,000 Americans have died so far.
When he took office, Biden had already begun to use the government response to coronavirus as a way to show that democracy could rise to the occasion of protecting its people. The day before his inauguration, President Biden held a memorial for the 400,000 who had, to that date, died of COVID-19. He put Dr. Rochelle Walensky, a renowned infectious disease expert, at the head of the CDC and reinstated the CDC at the head of the public health response to the pandemic. And he made vaccines accessible to all Americans. Fifty-eight percent of American adults have been fully vaccinated against coronavirus; 67% have had at least one shot. The U.S. has one of the highest vaccine rates in the world and is helping to vaccinate those in other countries, as well.
Biden recalled that the United States of America was based not on religion or hereditary monarchy, but on an idea: “We hold these truths to be self-evident: that all people are created equal, endowed by their creator with certain unalienable rights—among them life, liberty, and the pursuit of happiness.”
We have never lived up to that ideal, of course, but we have never abandoned it, either. Those principles, he said, “continue to animate us, and they remind us what, at our best, we as Americans believe: We, Americans—we believe in honesty and decency, in treating everyone with dignity and respect, giving everyone a fair shot, demonizing no one, giving hate no safe harbor, and leaving no one behind.”
But, he said, democracy isn’t top down. “Each day, we’re reminded there’s nothing guaranteed about our democracy, nothing guaranteed about our way of life,” he said. “We have to fight for it, defend it, earn it…. It’s up to all of us to protect the right to life, liberty, and the pursuit of happiness; the right to equal justice under the law; the right to vote and have that vote counted; the right.... to breathe clean air, drink clean water, and know that our children and grandchildren will be safe on this planet for generations to come… the right to rise in the world as far as your God-given [talent] can take you, unlimited by barriers of privilege or power.”
Biden’s speech recalled that of President Franklin Delano Roosevelt on June 5, 1944, upon the fall of Rome during World War II. It was Italian leader Benito Mussolini who articulated the ideals of fascism after World War I, envisioning a hierarchical world in which economic and political leaders worked together to lead the masses forward by welding them into a nationalistic, militaristic force.
In his 1944 speech, FDR was careful to explain to Americans how they were different from the Italian fascists. He talked about “Nazi overlords” and “fascist puppets.” Then, in contrast to the fascists’ racial hierarchies, FDR made a point of calling Americans’ attention to the fact that the men who defeated the Italian fascists were Americans from every walk of life.
And then he turned to how fascism treated its people. “In Italy, the people have lived so long under the corrupt rule of Mussolini that in spite of the tinsel at the top—you have seen the pictures of it—their economic conditions have grown steadily worse. Our troops have found starvation, malnutrition, disease, a deteriorating education, a lower public health, all byproducts of the fascist misrule.”
To rebuild Italy, FDR said, the troops had to start from the bottom. “[W]e have had to give them bread to replace that which was stolen out of their mouths,” he said. “We have had to make it possible for the Italians to raise and use their local crops. We have had to help them cleanse their schools of fascist trappings….”
He outlined how Americans had anticipated the need to relieve the people starved by the fascists, and had made plans to ship food grown by the “magnificent ability and energy of the American people,” in ships they had constructed, over thousands of miles of water. Some of us may let our thoughts run to the financial cost of it,” he said, but “we hope that this relief will be an investment for the future, an investment that will pay dividends by eliminating fascism, by ending any Italian desires to start another war of aggression in the future….”
FDR was emphasizing the power of the people, of democracy, to combat fascism not only abroad but also at home, where it had attracted Americans frustrated by the seeming inability of democracy to counter the Depression. They longed for a single strong leader to fix everything. Other Americans, horrified by FDR’s use of the government to regulate business, provide a basic social safety net, and promote infrastructure, wanted to take the nation back to the 1920s and in so doing had begun to flirt with fascism as well.
As he celebrated the triumph over democracy in Italy, he was also urging Americans to value and protect it at home.
Biden, too, is focusing on how efficient his administration has been in combating the coronavirus to combat authoritarianism both abroad and at home. With its support for the Big Lie; congress members like Representative Paul Gosar (R-AZ), who openly associates with white nationalists; and its attack on voting rights, the modern-day Republican Party is moving rapidly toward authoritarianism. But the former president botched the most fundamental task of government: protecting its people from death. In contrast, more than 60% of Americans approve of how Biden has managed the coronavirus pandemic, with 95% of Democrats approving but only 33% of Republicans in favor.
Biden’s approach appears to be helping to solidify support for democracy. A recent PBS Newshour/NPR/Marist poll showed that two thirds of Americans believe democracy is under threat, but 47%— the highest number in 12 years—believe the country is moving in the right direction. Unfortunately, that number, too, reflects a difference by party. While 87 percent of Democrats say the country is improving, 87 percent of Republicans say the opposite.
Biden conjured up our success over the coronavirus to celebrate democracy: “[H]istory tells us that when we stand together, when we unite in common cause, when we see ourselves not as Republicans or Democrats, but as Americans, then there’s simply no limit to what we can achieve.”

Investing vs. Gambling: A Simple Overview
Discussing finances, have you ever heard people say, "Investing in the stock market is just like gambling at a casino"? It's true that investing and gambling both involve certain risks and choices. More specifically, the risking of capital with hopes of future profit. But gambling is more of a short lived activity, whilst equities investing can last a lifetime. Furthermore, there is a negative expected return to gamblers, on average and over the long run. However, investing in the stock market typically carries with it a positive expected return on average over the long term.
Points To Note
Investors and gamblers both involve risking capital in the hopes of making a profit. In both gambling and investing, a key principle is to minimize risk while maximizing reward. Gamblers have fewer ways to limit losses than investors do. Investors have more sources of relevant information than gamblers do. Over time, the odds will be in  an investors favor and not in the favor of a gambler. Gamblers depend on luck, whilst investors depend on knowledge with hard facts. What Is Investing? Investing is the act of allocating funds or committing capital to an asset, like stocks, index funds etc, with an expectation of generating an income or future profit. The expectation of a return in the form of income or price appreciation is the core principle of investing. Risk and return go hand-in-hand with investing; low risk generally means low expected returns, while higher returns are usually accompanied by much higher risk. Investors must always decide how much money they are willing to risk. Some traders typically risk 1-10% of their capital  on any particular trade. Longer-term investors constantly diversify across different asset classes in order to spread the investment and mitigate loss. However, risk and return expectations can vary widely within the same asset class, especially if it's a large one, as the equities class is. For example, a blue-chip stock that trades on the New York Stock Exchange will have a very different risk-return profile from a micro-cap stock that trades on a small exchange. This, in essence, is an investment risk management strategy: Spreading your capital across different assets, or different types of assets within the same class, will likely help minimize potential losses. In order to enhance their holdings' performance, some investors study trading patterns by interpreting stock charts. Stock market technicians try to leverage the charts to scope where the stock is going in the future. This area of study dedicated to analyzing charts is commonly referred to as technical analysis. Investment returns can be affected by the amount of commission an investor must pay a broker to buy or sell stocks on his/her behalf. Remember: When you gamble, you own nothing, but when you invest in a stock, you own a share of the underlying company or asset; in fact, some companies actually reimburse you for your ownership, in the form of stock dividends which are paid out at timely intervals throughout the year.
What Is Gambling?
Gambling is defined as staking something on a contingency. Also known as betting or wagering, it means risking money on an event that has an uncertain outcome and heavily involves chance which in turn requires a huge amount of luck. One's luck is not something that can be controlled which is why gambling addiction is a common phenomenon in todays world.
Like investors, gamblers must also carefully weigh the amount of capital they want to put "in play." In some card games, pot odds are a way of assessing your risk capital versus your risk-reward: the amount of money to call a bet compared to what is already in the pot. If the odds are favorable, the player is more likely to "call" the bet.
Most professional gamblers are quite proficient at risk management. They research player or team history, or a horse's bloodlines and track record. Seeking an edge, card players typically look for cues from the other players at the table; great poker players can remember what their opponents wagered 20 hands back. They also study the mannerisms and betting patterns of opponents with the hope of gaining useful information to assist them.
In casino gambling, the bettor is playing against "the house." In sports gambling, and in lotteries—two of the most common "gambling" activities in which the average person engages—bettors are in a sense betting against each other because the number of players helps determine the odds. In horse racing, for example, placing a bet is actually a wager against other bettors: The odds on each horse are determined by the amount of money bet on that horse, and constantly change up until the race actually starts.
Generally, the odds are always stacked against gamblers: The probability of losing an investment is usually higher than the probability of winning more than the investment. A gambler's chances of making a profit can also be greatly reduced if they have to put up an additional amount of money beyond their initial bet, referred to as "points," which is kept by the house whether the bettor wins or loses. Points are comparable to the broker commission or trading fee an investor pays.
Investing vs. Gambling: Important Differences
In both gambling and investing, a key factor is to minimize risk while maximizing profits. However, when it comes to gambling, the house always has an edge—a certain mathematical advantage over the player that increases over time the longer they play. In contrast, the stock market constantly appreciates (goes higher) over the long term. This doesn't mean that a gambler will never hit the jackpot, and it also doesn't mean that a stock investor will always enjoy a positive return. It is simply that over time, if you keep playing, the odds will be in your favor as an investor and not in your favor as a gambler.
Managing Losses
Another key difference between investing and gambling: You have no way to limit your losses as a gambler. If you bet $10 a week for the NFL office pool and you don't win, you're out all of your capital. When betting on any pure gambling activity, there are not really any loss-management strategies, you either win or lose.
In contrast, stock investors and traders have a variety of options to prevent total loss of risked capital. Setting stop losses on your stock investment is a simple way to avoid undue risk. If your stock drops 20% below its purchase price, you have the opportunity to sell that stock to someone else and still retain 80% of your risk capital. However, if you bet $100 that Manchester United will win the premier league this year, you cannot get part of your money back if they just make it to second or third place. Even if they did win the Premier league, don't forget about that point spread: If the team does not win by more points than given by the bettor, the bet is a loss.
Time Factors
Another key difference between the two activities has to do with the important concept of time. Gambling is a time-bound event, while an investment in a company can last several years. With gambling, once the game or race or hand is over, your opportunity to profit from your wager has come and gone. You either have won or lost your capital.
Stock investing, on the other hand, can be time-rewarding. Investors who purchase shares in companies that pay dividends are actually rewarded for their risked dollars. Companies pay you money regardless of what happens to your risk capital, as long as you hold onto their stock. Savvy investors realize that returns from dividends are a key component to making money in stocks over the long term.
Obtaining Information
Both stock investors and gamblers look to the past, studying historical performance and current behavior to improve their chances of making a winning move. Information is a valuable commodity in the world of gambling as well as in stock investing. However there's defiantly a difference in the availability of information.
Stock and company information is readily available for public use. Company earnings, financial ratios, and management teams can be researched and studied, either directly or via research analyst reports, before committing capital. Stock traders who make hundreds of transactions a day can use the day's activities to help with future decisions.
In contrast, if you sit down at a blackjack table in Las Vegas, you have no information about what happened an hour, a day, or a week ago at that particular table. You may hear that the table is either hot or cold, but that information is not quantifiable or enough to make your next move.
In Conclusion
More people are successful in investing than they are at gambling - fact. Gamblers have far less control of future outcomes than a stock investor and rely heavily on pot luck to make a return on there investment. Even if a gambler makes a few wins here and there it is likely all going to go back in on the next bet and ultimately any profit you make will be lost. It is near impossible to be as consistent with gambling as much as you can find consistency in investing.

I now own my very first shares woohoo! As I have only just started investing in the share market and learning about share investing, owning my very first shares is exciting.
Owning shares in big banks is a pretty reliable income generator, all of the big banks pay dividends to their shareholders and in many cases the dividends payout is at a higher rate than if you had savings accounts with them.
Westpac was a choice for me over the other major Banks for a couple of reasons at the time of my decision.
Westpac was not over valued, looking at many of the other major Banks there prices appeared to be overvalued, Westpac was the one bank share that appeared about right, ofcourse lower is always nicer.

Westpac is in the top 25% of dividend payers in Australia (5.6%)
Banking industry is a necessity and is not going anywhere anytime soon.
Westpac's whopping dividend
At the time of consideration Westpac pays a 6.59% or $1.88 per share dividend, now with an investment of $1500 that nets you about $100, compare that to my bank account that currently pays 1.6% pa or $24 with $1500 in savings.
It is worth considering though that Westpac currently have a payout ratio of 91%, and there has been some pressure on Westpac to cut it's dividend, however even if Westpac cuts it's dividend by 10% it will still have a decent yield.

Wakeup Call
The sharp drop in equity prices and bond yields during December has clearly been a wakeup call for all politicians, businessmen, consumers and investors around the globe. We believe that a new reality and fear has set in that will lead to positive change on many fronts including the Fed.
Fear of a global synchronous downturn along with deflationary pressures has been rising for months which we have highlighted since October. Maximum pressure seemed to have peaked this week, but we won’t see real change until the Fed reverses course and/or trade deals are reached. Whether the markets stabilize and move up soon remains to be seen, but we are hopeful and pleased that 2018 is ending along with maximum tax-selling pressure.
Let us reiterate once again that our stock market is significantly undervalued today even if you assume that operating earnings are flat in 2019 which we do not see at this point. In fact, the economic outlook both here and abroad stand to benefit big time by the precipitous drop in oil prices. The world consumes approximately 34 billion barrels of oil per year which includes 7.3 billion barrels/year consumed in the US. The $35 to $40 per barrel price drop since October translates to a global savings of $1.4 trillion dollars including approximately $290 billion here. Quite a tax cut for all while also a major depressant on inflation which gives the Fed cover to lower rates which we still envision as their next move.
Stop listening to the pundits who mention that the stock multiple today is at the low end of its historical range because current 10-year bond yields are 400 basis points lower than their historical range and liquidity ratios are up. Today’s market is cheap by any measure for the investor willing to look over the dip in the valley. We finally began to add to our portfolios mid-week expecting tax selling to abate and new money to enter the market next week as portfolios are rebalanced and 2018 401 money was invested.
We can’t believe that the Fed will continue to turn deaf ears to rapidly declining global growth and rising deflationary pressures. These are supposedly very smart guys who say that they’re data dependent. Well, inflation is running well below their 2.0% target and is still not reflective of the huge decline in energy and industrial commodity prices. What are they looking at?
The Philips curve is outdated, and there is significant downward pressure on prices including labor caused by globalization, disruptors and technology. The Fed should promote growth and declare victory, while their real fear should be snowballing synchronous downturn and deflation. Since the BOJ and ECB are virtually powerless to ease much more and their governments are powerless to act too, it is up to the Fed and China’s government to stimulate their economies to right the global economic ship away from further weakness.
China has started to act as its economy is weakening at an accelerating rate. Did you happen to notice their most recent industrial output report? It actually declined year over year! And consumer sales are weakening too. So, the government has reacted with massive tax cuts, monetary stimulus and reduction in tariffs to stimulate demand. It may stem the decline, but don’t expect to see 6+% growth anytime soon until there are trade deals. Don’t believe the rhetoric out of China that they can withstand a trade war. Not true!
Economic growth continues to slow in the US too, as evidenced by weakening industrial production, housing/auto sales, and business/consumer sentiment. It was no surprise that Christmas sales were strong increasing over 5% over last year but retail profit growth will be held back by higher labor and shipping costs. The stock market swooning big time in December will penalize both business and consumer sentiment as we enter 2019. It does not help that no additional trade deals are close to being reached and that we have a government in total disarray. What would you do under these circumstances? We fully expect businesses to maintain tight controls over hiring, expenses and spending in 2019 well remembering past periods of economic weakness. We expect any economic weakness to end quickly as the Fed is ready to react, cut rates and possibly freeze its reduction in balance sheet assets. We also expect Trump to accept trade deals more readily if he expects to have a chance running in 2020. His re-election clock is ticking.
The sharp declines in all the financial markets have clearly been a wakeup call for all. Positive change is in the air!
So, what are we doing?
We entered the week with the highest level of cash since we began anew in 2013. The sharp decline on Monday and early Wednesday was such that many of our buy points in many stocks were hit so we finally pulled the trigger adding new names and adding to existing positions. We also felt that investor sentiment was near its low point; tax-selling would end soon to be followed by portfolio rebalancing adding equities; and finally, new 401(k) money would be invested in January. We ended the week still with a lot of cash and dry powder to take advantage of any further weakness in the markets.  
The bottom line is that we feel somewhat better about the future than we did even a week ago. The global meltdown has been a clear wakeup call for action finally to those in position to enact positive and needed change in policies. Will the Fed finally capitulate, declare victory on inflation and lower rates? We think so! Will China enact even more policies to stimulate domestic growth? Yes, we think so! Will trade deals with Europe, Japan, Australia and India finally be reached in 2019? We think yes! Will the trade ceasefire be extended with China until an all-inclusive deal can be reached down the road? Yes, again! Will our government including Trump act like adults and put country over party? Doubt it!
No one rings the bell at the bottom, so we took our first baby step by raising the equity portion of our portfolio mid-week by several percent. It is hard to imagine investor sentiment getting any more pessimistic than it is now or values getting much better too. Remember that the current perception of the future is likely to differ from its ultimate reality. When we can pick up great companies selling below market multiples with excellent management; market dominant positions; strong top and bottom line growth; excellent finances with growing free cash flow; with dividend yields in excess of the 10-year treasury rate and finally with large stock buybacks, it behooves us to act as true fundamental investors with a one to two-year time frame. We are humble enough and have been there before to know that we may be early and that the current environment is still risky so we are still holding significant cash reserves to take advantage when/if others panic. Systematic trading is the bane of fundamental investors like us.
Have we hit bottom? We truthfully don’t know for sure but it is clear that the wakeup call went out to all in December. Change is in the air, and many stocks are just too cheap.
Our portfolios remain concentrated in healthcare, consumer non-durables, technology at a low multiple to growth, cable with content including Disney, domestic steel, special situations and industrial commodity companies. Corporations will continue to spend on technology as it is a huge enhancement to productivity reducing costs. We expect industrial commodity prices to bottom over the next six months as selling prices cannot stay below cash costs for long without large cutbacks in capacity which will lead to higher prices down the road. Some of these companies are generating record free cash flow even at this point in the global economic cycle so their huge dividends and large stock buybacks won’t be cut. We own no bonds and are flat the dollar although we expect it to weaken this year. Finally, we still recommend reducing real estate and private equity holdings as their prices remain inflated compared to equities.

A FEW YEARS before Jay Hammond, a Republican, was elected to serve as Alaska’s governor in 1974, he worked as mayor of the small borough of Bristol Bay. He fashioned the idea of a 3 percent tax on fish catch, and using the money raised for an investment fund that would pay Bristol Bay residents an annual dividend from its returns.
Voters rejected Hammond’s idea, but he’d have several more opportunities to promote it in the following years. As governor, in 1976, he pushed for a constitutional amendment that would direct 25 percent of all lease sale payments and oil royalties to a fund that could only be used for income-generating investments. Hammond originally kept quiet about his desire to direct those returns back to citizens, and it was understood primarily as a proposal to prevent the waste of oil revenue. But after the amendment passed by a 2-to-1 margin, Hammond made it his central mission to push for the citizens’ dividend idea. His persistence paid off and in 1982, Alaskans received their first check from the so-called Permanent Fund, a dividend that has flowed annually ever since.
At the end of 2017, over 600,000 Alaskan citizens received dividends of $1,100. In prior years, checks have been as high as $2,000 per person. The fund is massively popular — recent polling showed that Republicans, Democrats, and independents all would rather pay higher income taxes to reduce the deficit than see their annual dividend cut. In no small part due to the Permanent Fund, Alaska is the most economically equal state in the country.
“It’s certainly the most popular political program in Alaska,” Bill Wielechowski, a Democratic state senator, told The Intercept. “It’s a really significant amount of money and has a huge impact. There have been studies that show the majority of people put it towards savings and paying ordinary bills.”
The Alaska Permanent Fund is what’s known as a “social wealth fund” — also sometimes called a “sovereign wealth fund” or a “citizens’ wealth fund.” There are more than 70 such funds across the world, in countries like Australia, Japan, New Zealand, Qatar, and Norway. The number of social wealth funds has risen considerably since 2000, and a new report produced by Matt Bruenig, founder of the crowd-funded socialist think tank the People’s Policy Project, advocates for expanding Alaska’s model to create a national social wealth fund in the United States. Doing so, Bruenig argues, may be the best shot Americans have to stop a decades-long trend of accelerating inequality.
Bruenig dubs his idea the “American Solidarity Fund.” The government would gradually accumulate assets such as stocks, bonds, and real estate, and as the value of the publicly managed assets increases, the value of the shares would also rise. Citizens would receive a “universal basic dividend” every year from the income earned from the fund’s investments.
While Alaska’s Permanent Fund was built around a rich natural resource, Bruenig points to Sweden’s short-lived experiment with a social wealth fund in the 1980s, where Swedes used taxes on corporate profits to fill it up. (Conservative legislators ended Sweden’s fund in 1991.)
Bruenig explores five different ways to bring in assets to a national U.S. fund, ranging from voluntary contributions from the superrich to a host of new taxes and fees. While he acknowledges many different types of levies could work, he focuses on wealth taxes, like market capitalization taxes, financial transaction taxes, and steeper inheritance taxes.
Unlike Alaska’s model, which does not grant dividend recipients any formal ownership, Bruenig proposes giving every qualifying citizen one nontransferable share of the fund. The idea is to give citizens some power they could then collectively exert over corporate board decision-making. Individuals could also track their share online, similar to the way individuals can track their growing capital investments on Vanguard. “This is partially a communications gimmick,” he acknowledges. “But no more so than many of the hyper-abstracted ownership gimmicks that already exist in the country’s capital markets.”
Also unlike Alaska’s model, which distributes dividends to all citizens, Bruenig proposes issuing dividends to every citizen above age 17. (He advocates monthly child allowances for families with children, not administered through a social wealth fund.)
The national social wealth fund idea has gotten some high-profile attention, including in Hillary Clinton’s recent memoir, “Hard Choices.” Clinton said she first learned about the idea after reading a 2014 book published by Peter Barnes, an entrepreneur who also proposed a national fund like the model in Alaska. “Besides cash in people’s pockets, it would also be a way of making every American feel more connected to our country and to one another—part of something bigger than ourselves,” she wrote. “I was fascinated by this idea, as was my husband, and we spent weeks working with our policy team to see if it could be viable enough to include in my campaign.” Clinton said they shelved the “Alaska for America” idea when they “couldn’t make the numbers work.” Still, the political appeal of a policy like this might be hard to shelve permanently. Whether or not robots are really coming for our jobs remains hotly disputed, but what’s not up for debate is that voters increasingly fear it is happening and want political solutions to it. In 2015, Pew Research Center found that 65 percent of Americans anticipate that robots and computers will “definitely” or “probably” do the work currently under human control within the next 50 years. Politicians will be on the lookout for ideas to ease public insecurity.
Bruenig also points to the problem of growing wealth inequality, one that has shown no sign of reversing course. Analyzing the Survey of Consumer Finances, he found that between 2007 and 2016, the average wealth of the top 1 percent increased by $4.9 million as the wealth of the median family declined by $42,000.The top 1 percent of families, he adds, owns more wealth than the bottom 95 percent combined.
By putting more wealth under government control, Bruenig reasons, the U.S. can then redistribute it back to the people.
Peter Barnes, author of “With Liberty and Dividends for All” — the 2014 book Clinton cited in her memoir — told The Intercept that any version of a social wealth fund should be expected to start very small, but grow over time. “Getting it started would be a breakthrough,” he said. “Social Security started in 1935 at a 1 percent payroll tax and the benefits for the elderly were trivial at the beginning.”
Still, not all who’ve explored the idea see it as the right move for the United States to address its growing inequality and insecurity. Mike Konczal, a fellow at the left-leaning Roosevelt Institute, is skeptical about establishing a U.S. social wealth fund, and says it’s not only a particularly difficult way to achieve the desired redistributive goals, but could also easily have negative effects.
“If you’re thinking that the government should spend more on ‘Medicare for All,’ or for a basic income, then we can both tax wealthy people and capital income more,” he said. “If a sovereign wealth fund reinforces the deficit mentality that we have to save money to spend money, or we can’t spend money if we don’t have a special fund, that would be counterproductive.”
Another problem Konczal highlights is that social wealth funds are more difficult tools to capture privately held wealth. “This is a hard way to get at a lot of income. Koch Industries, for example, would not interact with a fund like this.” Rather than a market capitalization tax on public companies, Konczal says, why not just tax all companies through a higher corporate income tax?
And lastly, with regard to tying citizenship to capital income, he worries this could reinforce, rather than weaken, the view that the economy should only work for shareholders. Would making capitalists out of everybody drive up support for deregulating Wall Street or repealing environmental protections?
