PM Modi to Address CII Post-Budget Conference
Prime Minister Narendra Modi is set to speak at the “Journey Towards Viksit Bharat: A Post Union Budget 2024–25 Conference” organized by the Confederation of Indian Industry (CII) in Delhi on Tuesday. The conference will showcase the government’s vision for growth and the role of industry in achieving it. Over 1,000 participants from various sectors, including industry, government, and diplomacy, will attend in person, with many more joining virtually from across the country and abroad.

Opposition Rally for Kejriwal’s Release
Meanwhile, at Jantar Mantar, the opposition-led INDIA bloc is holding a rally organized by the Aam Aadmi Party (AAP) to protest the continued detention of Delhi Chief Minister Arvind Kejriwal. Despite his declining health, Kejriwal remains incarcerated in the now-defunct liquor policy case. The rally, featuring Congress, SP, RJD, TMC, DMK, CPI, CPI(M-L), NCP (SP), and Shiv Sena (UBT), aims to demonstrate opposition unity. AAP has accused the BJP of attempting to harm Kejriwal, citing medical reports of his deteriorating health.
Punjab CM Bhagwant Mann, who is attending the rally, will miss the farewell event for outgoing Governor Banwarilal Purohit. Purohit, who has had a contentious relationship with Mann, will be replaced by Gulab Chand Kataria.
Rajasthan Assembly Turmoil
In BJP-ruled Rajasthan, opposition parties, led by Congress and the Bharat Adivasi Party (BAP), have caused disruptions in the Assembly over allegations of crimes against Dalits. The Assembly faced three adjournments on Monday, with Speaker Vasudev Devnani promising to address these concerns during Zero Hour. Key issues raised included the murder of a Dalit teacher and various alleged atrocities against Dalits.
Jharkhand Assembly Chaos
In Jharkhand, where a JMM-led alliance is in power, the Assembly experienced chaos as BJP MLAs raised concerns over alleged Bangladeshi infiltration and atrocities against tribals. The disruptions led to multiple adjournments, with further confrontations expected as the Assembly reconvenes. Assam CM Himanta Biswa Sarma’s strategy to focus on these issues ahead of upcoming state polls continues to drive the BJP’s stance.
Assam’s Welfare Review
In Assam, Chief Minister Himanta Biswa Sarma is reviewing the progress of ongoing welfare projects with ministers, senior officials, and district commissioners in Guwahati. Sarma has emphasized the need for DCs to focus on their districts’ strengths and expedite construction of government buildings and development projects. The newly created sub-districts will begin operations on October 2, with foundation stones for their permanent offices to be laid.
Himachal Congress Leadership Changes
In Himachal Pradesh, Congress MP Pratibha Singh is in Delhi to meet with party president Mallikarjun Kharge. This year’s general election in India arguably brought up more questions about the fairness of the electoral process than any other in the country’s history.
For example, in December, a bill was passed in India’s parliament that allowed election commissioners to be appointed by a panel dominated by the executive branch, which many feared would endanger free and fair elections.
And during the campaign, Prime Minister Narendra Modi gave a string of speeches that were widely seen as Islamophobic, in which he accused the opposition Congress Party of favouring Muslims. The Election Commission failed to adequately enforce the Model Code of Conduct when it came to these comments.
Opposition chief ministers, Arvind Kejriwal of the Aam Aadmi Party (AAP) and Hemant Soren of Jharkhand Mukti Morcha (JMM), meanwhile, were arrested on charges of corruption. Both parties claimed the charges were politically motivated.
One of the lessons from the election, however, is that even when there are questions about how free and fair a vote is, opposition parties can dent the dominance of ruling parties.
In India’s election, the opposition presented a united front and stuck to a consistent message reflecting specific issues of voter discontent.
Why caste politics were so important
Modi’s Bharatiya Janata Party did not perform as well as expected in the election, suffering major losses in its heartland northern Indian states. Modi began the six-week election campaign saying his party would win more than 400 seats. Ultimately, it was reduced to 240 seats, while the opposition Indian National Developmental Inclusive Alliance (INDIA) won 232 seats.
INDIA had a shaky start to the election. A founding member, the Janata Dal, joined Modi’s coalition earlier this year. INDIA also failed to reach a seat-sharing agreement with another member, Trinamool Congress (TMC), although that party remained part of the alliance.
Yet, as the campaign wore on, the BJP’s attacks on the opposition led to a more united front, focusing particularly on the issue of caste.
Indian society and politics are stratified by its caste system. It has roots in ancient religious texts, which grant symbolic and material rights and privileges to people based on their membership to a particular caste.
Opposition leader Rahul Gandhi’s speeches highlighted a commitment to protecting the Constitution and addressing the issue of caste-based injustice in India. He pledged to undertake a caste census to reveal the extent of disadvantage and concentration of wealth in society.
He also pointed out the government’s centralisation of power, as well as the upper caste-dominated media’s adulation of Modi and its inattention to issues of unemployment and inflation.
Lalu Prasad Yadav, a leader of the Rashtriya Janata Dal (RJD) party, which is also part of the INDIA coalition, warned the BJP intended to change the Constitution to end caste-based affirmative action. Though this was denied by Modi, the allegation seemed to strike a chord with voters.
Caste presented a dilemma for Modi’s Hindu nationalist politics, which valorises upper-caste Hindu practices and behaviours, while relying on support from the lower caste majority to win elections.
The BJP had sought to ameliorate this tension by promoting welfare schemes and accusing the secular opposition of colluding with Muslims to deprive the Hindu lower-caste poor.
In the lead-up to the election, Modi also claimed to have replaced traditional forms of caste stratification with four new castes of welfare “beneficiaries” – women, farmers, the youth and the poor.
In truth, however, the government’s welfare schemes consisted of paltry cash transfers, small loans, food rations and subsidies for private goods like toilets, which sought to compensate for the stagnation of incomes and lack of jobs. Spending on health and education by Modi’s government, which could have transformative effects on society, has languished.
The BJP’s infrastructure-driven economic program has benefited large companies, leading to accusations of crony capitalism. It has also failed to attract substantial foreign investment or grow the manufacturing sector to create more jobs.
Over the past decade – but particularly following the COVID pandemic – India has also become one of the world’s most unequal countries. Women, Dalits, Adivasis and Muslims have fared the worst.
Dalit politicians also grew in prominence
Perhaps the biggest surprise for the BJP were its heavy losses in its heartland state, Uttar Pradesh.
The Samajwadi Party (SP) had previously dominated Uttar Pradesh politics by promoting the interests of particular lower caste “other backward classes”. This tactic, however, generated resentment among other lower castes, which was exploited by the BJP to win power in 2017.
In this election, the SP appears to have fashioned a new, broader caste coalition.
This election also saw new shifts in Dalit politics, the lowest rung of the caste structure in India. In Uttar Pradesh, new Dalit political parties became increasingly prominent, such as the Azad Party led by Chandra Sekhar Azad.
Further south, the Viduthalai Chiruthaigal Katchi (VCK) consolidated its status as the largest Dalit party in Tamil Nadu, winning all the seats it contested.
The future of Indian democracy
Indian democracy is not out of the woods yet. Activists, students, political leaders and journalists remain imprisoned.
The Hindu nationalist movement also has a history of inciting communal violence when things do not go its way in the electoral arena.
The Modi government started to extend its media censorship during the election, as well.
There is little to suggest that Modi will temper what many see as authoritarian tendencies, but there is now more resistance, scepticism and political alternatives that will hopefully aid India’s democratic recovery.

Bengal rural Polls: Violence continues on second day of nomination filing

KOLKATA: Incidents of violence continued on the second day of nomination filing for West Bengal panchayat polls on Saturday, with the opposition BJP, Congress and CPI(M) alleging their candidates were prevented from submitting papers by the ruling TMC activists and goons.
A mob entered a Block Development Office in South 24 Parganas district and assaulted an employee allegedly for distributing nomination forms to opposition candidates, while a local Trinamool Congress leader was caught with a handgun in Murshidabad district.
The TMC, however, trashed the charges saying the nomination filing process was by and large incident free and the opposition was making false charges as they are sure about the imminent loss in the panchayat polls having very little support base among the rural populace.
A State Election Commission (SEC) official told PTI: "Action has been taken on the basis of receiving every report and the nomination process was going on smoothly across the state."
The official said that as many as 1,360 nomination papers were filed on the first day across the state, and the process was smooth barring "some stray incidents" in a few pockets.
A Congress activist was shot dead on Friday, the first day of nomination filing, in Murshidabad district allegedly by TMC goons, a charge denied by the ruling party.
On the second day, incidents of violence and scuffling between workers of the ruling and opposition parties came from a number of districts such as Bankura, Purba and Paschim Bardhaman, Birbhum and Murshidabad districts.
At Domkal in Murshidabad, opposition parties alleged that goons belonging to the TMC were seen moving around with firearms near the BDO office, where nomination papers will be filed, and obstructing their candidates.
Civic volunteers were seen with lathis along with the police to control disturbances in Domkal.
Besides, BJP nominees were allegedly heckled by TMC workers at Labhpur in Birbhum district.
Similar reports of violence came from Bishnupur in Bankura, Katwa in Purba Bardhaman, and Babarani in Paschim Bardhaman districts, where CPIM candidates were allegedly prevented from filing their nomination papers by the TMC.
"There had been some stray incidents in the morning. But once we got the information, we alerted the police and remedial measures were taken. The process went on smoothly later on. On Friday, the number of nominations filed by the combined opposition was slightly higher than the number of nominations filed by the TMC," the SEC official said.
Opposition BJP demanded immediate deployment of central forces to conduct the panchayat polls while the TMC asserted that the opposition is hunting for excuses fearing defeat.
BJP state spokesperson Samik Bhattacharya told PTI: "We have been asking for the deployment of central forces from the very beginning, but the partisan State Election Commission is yet to hear our pleas."
"Civic volunteers wearing police uniforms are now deployed to oversee the nomination filing process and ruling party miscreants are getting a free run. This is in blatant violation of the law. The TMC does not want the opposition to field candidates anywhere," he said.
TMC Rajya Sabha member and party spokesperson Shantanu Sen said the opposition had faced severe drubbing in the 2021 assembly polls and several assembly and one Lok Sabha by-election, all of which were conducted in the presence of central forces.
"People of Bengal are solidly behind the TMC and not with the BJP, Congress or the CPI(M). The opposition may demand deployment of peacekeeping force from the United Nations in panchayat polls if they want," Sen said.
State Election Commissioner Rajiva Sinha on Saturday called on West Bengal Governor CV Ananda Bose to explain the commission's stand on demands for extending the date of filing nominations for the state's three-tier panchayat polls and to explain steps taken to contain incidents of violence.
The 2018 rural poll process was marred by violence and alleged malpractices in several districts.

Le scadenze alimentari potrebbero essere indicate, d'ora in poi, in modo diverso. La Commissione europea ha infatti presentato agli esperti dei Paesi membri una proposta di revisione delle norme sulle date di scadenza dei prodotti alimentari. La proposta vuole diventare una misura per contrastare lo spreco alimentare. Scadenze alimentari: le nuove possibili etichette La proposta presentata dalla Commissione europea in materia di scadenze alimentari riguarda la dicitura che troviamo sulle confezioni dei diversi prodotti. Attualmente sulle confezioni troviamo due diciture: "da consumarsi entro" o "da consumarsi preferibilmente entro" seguite da una data. Se la proposta della Commissione europea sarà approvata sulle confezioni alimentari dove troviamo la dicitura "da consumarsi preferibilmente entro" ne troveremo una seconda "spesso buono anche dopo". Sappiamo infatti che, per molti prodotti alimentari, la data indicata come quella di scadenza non ha un significato perentorio. Cosa si intende per data di scadenza? In Italia è obbligatorio esporre la data di scadenza sulle confezioni dei prodotti alimentari. Le uniche eccezioni sono rappresentate da: vino, aceto, sale da cucina, zucchero, pane, focacce, dolci freschi, gomme da masticare, superalcolici. Anche per la frutta e la verdura freschi non si è tenuti a indicare la data di scadenza a meno che non siano sbucciate o tagliate. Per tutti gli altri prodotti la data di scadenza è riportata secondo le seguenti regole. Deve riportare: - giorno, mese e anno per i prodotti deperibili prima di tre mesi (come ad esempio latte e yogurt) - mese e anno per i prodotti conservabili più di tre mesi e meno di 18 - solo l'anno per gli alimenti conservabili oltre i 18 mesi Esiste poi il Termine Minimo di Conservazione (TMC) che è espresso sulle confezioni alimentari con la dicitura "conservare preferibilmente entro" seguita da una data. In quel caso la data non rappresenta un indicazione di sicurezza quanto di qualità. I prodotti in questione (che non sono quelli facilmente deperibili) se consumati dopo la data indicata non rappresentano un danno alla salute. Possono presentare proprietà organolettiche variate. Un biscotto o un cracker consumati settimane dopo il TMC non saranno avariati ma avranno perso la friabilità o la morbidezza originarie. Una scelta etica La dicitura proposta dalla Commissione europea di aggiungere alla dicitura "conservare preferibilmente entro" l'altra "spesso buono anche dopo" non è nuovissima. Quest'ultima è già in uso, infatti, da app anti spreco alimentare che suggeriscono di non farsi scoraggiare dalla data presente sulla confezione e di verificarne le qualità organolettiche annusando o assaggiando i prodotti. Prodotti sui quali, tra l'altro, i supermercati applicano spesso una scontistica. La proposta della Commissione punta dunque a sostenere la lotta allo spreco alimentare. Secondo alcune ricerche, in Europa l'ignoranza sulle date di scadenza porta a cestinare ogni anno 9 milioni di tonnellate di cibi ancora commestibili. “Nations start off on the basis of high ideals and noble values….but gradually, texture of politics changes whereby almost half the MPs in Lok Sabha have criminal charges pending against them, including charges of rape and murder,” underscored Singapore Prime Minister Lee Hsien Loong. A miffed New Delhi summoned the island State’s High Commissioner and conveyed its objection. Yet, how does it explain 233 of 539 (43%) of our Right Honourables have criminal cases pending against them of which 29% are serious: 10 MPs have convicted cases, 11 cases related to murder, 30 attempt to murder and 19 crimes against women. The BJP tops the ignominy list with 116 (39%) of 301 MPs, Congress 29 (57%) of 53, JD(U) 13 (81%), DMK 10 (43%) and TMC 9 (41%). Shockingly, a whopping 2,556 MPs and MLAs from 22 States are accused in criminal cases. One Congress MP has 204 cases including culpable homicide, house trespass, robbery and criminal intimidation. A 100% increase from 24% in 2004, 30% in 2009 and 34% in 2014. Alas, in these polls too there is both an abundance of supply and demand of bahubalis with numerous criminal records in the rajniti bazaar. Think. Of 623 candidates in UP’s first poll phase 615 have criminal backgrounds, over 75% of BJP’s 57 candidates 29 are criminals, Samajwadi 21 of 28, Congress 21 of 58, BSP 19 of 56, RJP 17 of 29 and AAP’s 8 of 52 contestants have declared criminal cases. In Uttarakhand 130 of 626 (25%) contestants have criminal backgrounds and 13 of 70 constituencies have been declared ‘Red Alert’ wherein three or more contesting candidates have declared criminal cases. In Punjab of 468 candidates 173 (37%) have criminal antecedents. In Manipur 21% of 173 candidates are criminals. What is it about taint and cleaning rajniti that has our netas scurrying for cover? Especially when they go blue in the face about ushering in Surf ki chamkaan wali politics? Go to any extent to prove (sic) their sincere endeavours? Yet when it comes to acting on their words, they feign ignorance and play dumb, blind and deaf.
