World Youth Skill Day 2022 | Bihar

“Skill Awareness Rath” will travel 14,153 km across the state to motivate the youth to make them skilled

“Skill Awareness Rath” was flagged offon 15th July on World Youth Skill Day 2022, by the Hon’ble Minister of Labour Resources & InformationTechnology, Govt. of Bihar, Shri Jibesh Kumar.

Bihar Skill Development Mission signedMoU with 7 reputed non-financial companies dedicated to skill creation

On the occasion of World Youth Skills Day, on July 15, a special event is being organized by the Bihar Skill Development Mission, run under the Labor Resources Department, for the youth of the state, under which a skill awareness chariot was flagged off and is to be taken out across the state from July 15 to July 30. Which will pass through all the commissionerates and districts of the state through the skill development center established at the block level.

 The Chief Guest on the occasion Shri Jivesh Kumar, Hon’ble Minister, Labor Resources Department, inaugurated the event with the customarylighting of the lampin DashrathManjjhiInstituteAuditorium at DashrathManjhi Institute of Labor and Planning Studies, near Veterinary College Patna. Shri Rajiv Ranjan, Director Planning and Training, Shri AtulRanjan, Mission Director, Bihar Skill Development Mission, Shri Rakesh Ranjan, Mission Manager, Program Implementation, Smt. BhavnaVerma, State Engagement Officer, NSDC were also present on the occasion.

On the occasion, the Honorable Minister said that the number of youth is increasing rapidly in our country, whose skills are being made employable by the successful Prime Minister of the country, Shri Narendra Modi and the successful Chief Minister of Bihar, Shri Nitish Kumar. Bihar VikasKaushal Mission is continuously taking positive steps in this direction.

 Hon’ble Minister said that on the occasion of World Youth Skills Day, for the first time, 9 skill awareness chariots are being sent, which will travel about 14,153 km in all the commissionerate/blocks across the state and will attract youth for skill development.

Hon’ble Minister further informed that KaushalRathis equipped with all the resources in which audio/video (movies related to skill, movies related to necessary information) along with information and handbills related to education will also be available, so that the youth will be able to achieve their potential in immediate and future.

The Hon’ble Minister said that for the purpose of providing employment to the youth of the state, 7 reputed companies of the country, non-financial agreement will be signed, in which Jai Bharat Maruti Group of Industries, Bhagwati Products Ltd. for manufacturing. Micromax Group, Aquasub Engineering, Flipkart Internet Pvt Ltd for Logistics, Barbeque Nation Hospitality Ltd for Hospitality, Fusion Microfinance Ltd for BFCI. And the job aggregators are the Village Development Society Bangalore. These companies will provide employment to the youth, as well as they will connect the youth of the state with employment by taking placement camps and personal interviews as per their requirement throughout the year. Street playwas also organized during the program.

 He congratulated the organizing body and supporting bodies for successfully conducting the program of World Youth Skills Day 2022, where more than 200 children were given citation and prize money in 16 competitions of various trade, ITI and KYP Wizard by Bihar Skill Development Mission. Many other trades were included in these competitions like sketching, photography, CNC milling and turning, traditional trade etc.

He also congratulated and encouraged the students during this event, skills competition was organized in association with various institutes including Sketching and Photography at NIFT Patna, CNC Milling/ CNC Turning/ Mechtronics at TRTC Patna, Plastic Die Engineering at CIPET, Web page designing at NIELIT and Madhubani Painting, Tikuli Art, Manjusha Painting, Sujni Painting, Jute Karft, Bamboo Craft and Sikki Art were included under the competition of Traditional Art with Electronic Engineering.

In the event, first, second and third prizes were given to the best three winners of the skills competition, the rest received consolation prizes. Models of excellent ITI institutes from across the state were also displayed during the program, out of which three best models received first, second and third prizes.

Tikuli Art has its origins in Bihar, Eastern India. The “tikka” or dot on the woman’s forehead is believed to be the inspiration behind this art-form. These would have been the most expensive “tikkas” ever! Its a refined expression of art which has evolved from being one requiring painstaking effort, in working with melting glass to form thin sheets, upon which layers of gold foil and gems would be applied under the patronage of Royalty, to its modern-day avatar.

Empowering Women through Art: Tikuli

Tikuli art is an unique art form from Bihar, which has a very rich and deep traditional history. The word ‘tikuli’ is the local term for ‘bindi’, which is usually a bright, colorful dot that women wear between their brows. Since olden times, the bindi was created as a symbolic mean to worship intellect and conserve the modesty of women. However, in today’s time, tikuli art serves as a source of empowerment for the women of Bihar.

A red bindi worn by married women signifies good marriage and virtue. It is an important symbol of Indian culture.

HISTORY

Tikuli art originated in Patna over 800 years ago. It deals with beautifully designed paintings which are manufactured in the local streets of the city. With flourishing sales, Tikuli artform managed to influence traders from across the country to flock to Patna to buy tikuli art in bulk. The Mughals were active patrons of the art form and appreciated its many salient features.

This is a rare specialty of Bihar and no such work is found elsewhere. Since it is very intricate and detailed, it requires a special set of skills. Tikuli art is expensive too, as the value of the art is directly proportional to the refinement of the work. In the picture below, it can be easily seen that even though the figures are small-scaled, the artist has not compromised on the details.

With the decline of the Mughal Empire, and the coming of the British Raj, Tikuli art faced a severe blow. The British introduced industrialization, and so, indigenous goods came to be replaced by cheap machine-made goods. Thousands of Tikuli artists were left jobless as machine-made bindis came into the market, and Tikuli art was lost in the chaos.

REVIVAL

Revival of this art form can solely be attributed to two artists.

In 1954, Chitracharya Padmashree Upendra Marathi, single handedly took the initiative to revive this dying art form. He got the idea to portray Tikuli art on glazed hardboard during his stay in Japan, where traditional motifs on colorful hardboard were being commercially sold.

Mr Ashok Kumar Biswas, Tikuli craftsman who almost single handedly revived the dying art form.

Artist, craftsman, and painter Shree Ashok Kumar Biswas took Tikuli art to a whole new level. He, along with his wife Shibani Biswas, not only revived the art but also developed it into a source of livelihood. Tikuli art now serves as an economic beneficiary for over 300 women in Bihar. The noble efforts of the Biswas and the workmanship of these women are nationally and internationally acclaimed. In 2012, he was selected to participate in the Bihar Divas Celebrations organized in Delhi and Jaipur. He was also assigned the task of explaining the subtle art of Tikuli to the visitors of the International Fair held in Seoul.

MAKING OF TIKULI ART

Making Tikuli art is a delicate and tedious process. To simplify it, I have divided it into three steps:

Tikuli artists use hardboard to create paintings. The hardboard is cut into various shapes like circular, rectangular, triangular, or square.

Four-five coats of enamel are applied thereafter on the cut wooden piece. After every coat the wood is rubbed with sandpaper thus giving it a polished surface.

After the final coat of enamel is applied, the design is made with paint. It is also embellished with gold foil and jewels.

Tikuli art also uses Madhubani motifs in its paintings. It exemplifies the art and it is always a wonderful feeling to see two exceptionally brilliant art forms together in one frame.

Spring and summer season are the most suitable for making this art as the craft requires dry air at room temperature due to usage of enamel paints. Squirrel or sable hair is used to make the brushes and the size range varies from 0.0-20.

THEMES

Tikuli art as a product is more popular as export, rather than as something of cultural significance. The aim of the products is to showcase Indian culture to the rest of the world. The themes mostly revolve around festivals of Bihar, Indian wedding scenes, and Krishna Leela.
