The White Cloak was very curious about these... things on wheels that were everywhere, traveling down the roads. But while the ones on the roads were moving far too fast for it to inspect safely, the ones parked at the curb were perfect to gaze at. The White Cloak started walking a slow circle around a parked car, it’s long scarf trailing behind and wrapping around the sides of the car.

And unintentionally (and unbeknownst to the White Cloak) wrapping around the poor fellow who just happened to be walking down the sidewalk at the time, too.
