Oh you have a first edition! Yes, Viserys II was originally Aegon III's son rather than his brother. However, this was corrected very early on (in 1998) when a fan pointed out the math didn't make any sense. See the interactions here and here - the fan's email is not included, but I'm sure it would have to do with the ages of Aegon IV and Daeron II.
This, by the way, is why in the rewritten family tree, the 13-year-old Aegon III married a 6-year-old (and didn't have children with her until she was 16 and he was 23), whereas the 10-year-old Viserys II married a 17-year-old and had his first child at the age of 13. Because even with the corrected arrangement of birth dates, the ages of their respective children and the kingship of their sons still didn't make any sense otherwise. Sometimes the fact that GRRM can't math has big effects on the plot.
FTR, the current version of that page in the AGOT appendix looks like this:
and it's been the standard in everything related to ASOIAF since GRRM made that change back in 1998.
