like we've got a plot that involves a parasite BOW on a cruiseship. there's definitely Options
Luis could still be working for Umbrella and on the ship as a chaperone to Lucia, but is eager to desert Umbrella and ends up helping Leon and Barry instead
OR he could have already deserted and joined the organization Leon is in before the fic starts. Leon and Luis are partners for the cruise ship mission. Leon to handle combat, Luis for his BOW/Umbrella/parasite expertise
