The biggest plot twist in all of DC media is that there is an orphan boy with black hair and blue eyes called Billy BATSON who interacts with Batman regularly but hasn't been adopted by Bruce Wayne.

This is because Billy, while the sweetest, kindest, most cinnamony cinnamon roll ever is also a stubborn, feral, downright rude lil bastard if you try to tell him what to do or take away his independence. Bruce offers him a home and Billy politely declines. Bruce tries to force the issue harder and almost loses some fingers.
