The first of June bringsā€¦ A Doggust Announcement!
In addition to it being All Stars this year, weā€™re introducing a little something elseā€¦
August 1st is the Universal Birthday of Dogs from Rescues whose birthdays are unknown.
In light of that, Day 1 of Doggust will now be for Mutts/Rescues/Mixed-Breed Dogs.
Mutts are called different things in different places. To kick things off weā€™re going to be looking at the Aspin.
Aspins (or Askals) are the dogs from the Philippines that have no discernible ā€œbreed.ā€
Theyā€™re usually found in shelters/rescues or more commonly, on the streets. Askal is derived from ā€˜asong kalyeā€™ which literally means ā€œstreet dog.ā€
Because of the negative connotations with the term askal, the Philippine Animal Welfare Society (PAWS) championed the new term, aspin, from ā€˜asong pinoyā€™ - which means ā€œFilipino Dog.ā€
*A portion of the proceeds from the Pooch Pouches will be donated to PAWS!
Aspin is now the term thatā€™s used to describe one of the most intelligent, friendliest, and affectionate doggos in the world.

Exactly eleven years ago, the United Nations General Assembly proclaimed the 21st of March as the International Day of Forests to inspire societal admiration and awareness of the importance of all forest types. This yearā€™s celebration, with the theme ā€œForests and Health,ā€ calls on every country to work in consideration of the interconnectedness of the state of forests and overall human welfare. Essentially, the imperative realization is that the scope of deforestation impacts goes beyond the natural world, extending to our economy, society, and health.
The Philippines, however, heavily contradicts the aspirations of today's event with recent news about its New Centennial Water Source - Kaliwa Dam Project that China funds via a bilateral loan agreement. Worth 12.2 billion pesos, the Metropolitan Water Sewerage System (MWSS) imprudently addresses the water shortage crisis in the greater Manila area by flooding 300 hectares of forest land and excavating parts of the legally-protected Sierra Madre mountain range to roughly create a 63-meter-high water reservoir and a 28-kilometer-long conveyance tunnel. Ultimately, the operationalization of the dam project comes at the expense of all existing natural ecosystems and Filipino communities in and near the construction areas.Ā 
Most affected by this government enterprise is the Kaliwa watershed, a declared forest reserve and national wildlife sanctuary under Proclamation No. 573 of 1968 and Proclamation No. 1636 of 1977, respectively. Located at the southern end of the Sierra Madre mountain range, the contested Kaliwa watershed is a critical environment for the survival of an abundance of wildlife and plants, some of which are even endemic to the Philippines. All the unregulated deforestation before the project's conception, at a rate of 408 hectares per year, has already rendered at least 8 animal species and 67 plant species vulnerable to endangerment or extinction soon. Logically, if the Kaliwa dam construction pushes through, the forest reserve may no longer be home to many in the still-developing list of biological species.
As the "Forests and Health" theme suggests, any harm inflicted on the montane and lowland forests of the Kaliwa watershed is naturally transferrable to Filipino communities. Immediate victims of the Kaliwa dam project are the indigenous peoples (IPs), mainly from the Dumagat tribe, who have since relied on their ancestral forest lands for subsistence. But, for a country that is visited by an average of 20 typhoons per year, a dam in the southern Sierra Madre mountain range would mean more risk of flooding and flash floods for nearby human settlements in Quezon province, Rizal province, and even some parts of Metro Manila. Although flood control projects have been developed to combat these possible catastrophes, the risk of an immobilized local economy during and after construction still looms to add weight to the already heavy financial burden of the Kaliwa dam construction.
In celebration of the International Day of Forests, we stand united with the Dumagat-Remontado tribe in their call to stop the Kaliwa dam construction and save what is left of Sierra Madre. We implore the Philippine government to consider viable and sustainable solutions to the water shortage crisis that do not disrupt our natural forest lands. We should recognize that, instead of deforesting watersheds, restoring and conserving forests in existing watersheds like Angat and La Mesa is better for the cost and longevity of water supplies.Ā

FACTS
The National Traffic Commission of the Philippines recommended prohibiting animal-drawn vehicles on certain portions of Rosario Street and Rizal Avenue in Manila during specified hours. This recommendation, aimed at promoting safe transit and avoiding obstructions on these national roads, was made under the authority of Commonwealth Act No. 548. The Director of Public Works, with the approval of the Secretary of Public Works and Communications, implemented the recommendation, leading to the enforcement of these rules and regulations by the Mayor and Acting Chief of Police of Manila.Ā 
Maximo Calalang, a private citizen and taxpayer of Manila, filed a petition for a writ of prohibition against the officials involved, arguing that Commonwealth Act No. 548 was unconstitutional and that the rules and regulations infringed upon personal liberty, freedom of locomotion, and the constitutional principle of social justice.
ISSUES

RULING
I.Ā Ā 
No, the Commonwealth Act No. 548 does not constitute an undue delegation of legislative power.
The true distinction is between the delegation of power to make the law, which necessarily involves a discretion as to what it shall be, and conferring an authority or discretion as to its execution, to be exercised under and in pursuance of the law. The first cannot be done; to the latter no valid objection can be made.
The authority granted to the Director of Public Works and the Secretary of Public Works and Communications under Commonwealth Act No. 548 is not to create law, but to carry out the legislative policy already established by the National Assembly. They are tasked with determining the facts and circumstances that warrant the application of the law, specifically promoting safe
transit and avoiding obstructions on national roads. This is an administrative function requiring discretion, which cannot be directly exercised by the National Assembly.
Ā Therefore, Commonwealth Act No. 548 does not unconstitutionally delegate legislative power.
II.
No, the rules and regulations do not unlawfully interfere with business or trade or violate the right to personal liberty and freedom of locomotion.
The state, in the exercise of its paramount police power, may interfere with personal liberty, property, and business and occupations to promote the general welfare. The rights of the individual are subordinated to this fundamental aim of government.
Commonwealth Act No. 548, enacted under the state's police power, aims to promote safe transit and avoid traffic congestion on national roads, serving the interest and convenience of the public. While the regulations restrict the use of animal-drawn vehicles on certain roads during specific hours, this is a reasonable measure to ensure public safety and convenience. The right to liberty, though essential, should not prevail over the authority necessary to maintain order and prevent anarchy.
Therefore, the rules and regulations, as a valid exercise of police power, do not constitute an unlawful interference with business or trade or violate the right to liberty and freedom of locomotion.
III.Ā 
No, the rules and regulations do not infringe upon the constitutional principle of social justice.
Social justice means the promotion of the welfare of all the people, the adoption by the Government of measures calculated to insure economic stability of all the competent elements of society, through the maintenance of a proper economic and social equilibrium in the interrelations of the members of the community.
The regulations, while potentially impacting certain groups, are not intended to favor one group over another. Instead, they aim to achieve social justice by promoting the general welfare through safer and more efficient transportation for everyone.
Therefore, the rules and regulations do not infringe upon the constitutional principle of social justice, as they are designed to benefit all members of society.

Since this past Sunday (Jan. 12, 2020) Taal Volcano in the Philippines has been spewing ash. Thereā€™s yet to be an actual explosion but itā€™s still at alert level 4 (as of the creation of this post: Jan. 17, 2020) and according to experts from the likes of the Philippine Institute of Volcanology and Seismology (Phivolcs) it can happen within the next few hours or days. As a result, everyone living within a 14 km radius has been evacuated but due to the urgency, many of them were not able to bring much in terms of personal belongings or supplies. Here are a few articles on the current situation.

Hello. Philippines has suffered through another storm, after going through the world's strongest typhoon just days ago, and left not only destroyed livelihood and properties but has also ended numerous lives. This happening in the middle of a fucking pandemic.
#CagayanNeedsHelp is currently trending in twt to help spread news to the national government, rescuers, and to those whose families are in the region that might be affected. Electric and communication lines are down and rescue is on going but slow. They have dispatched rescue teams across the region but it isn't enough. The flood has submerged an entire city about 15 meters deep. People have resorted to wait for help on their roofs. There are children, senior citizens, PWDs, and those who suffers from sickness, stuck for 3 days now with no food and water, hoping to be rescued.
People have retweeted and shared video clips, pictures, and even audio clips of people shouting for help in the dark. There are those who died drowning and getting electrocuted. Having no food and water is making it worse. Seeing these in the safety of my home makes me feel guilty of not being able to do anything. Hearing them cry for help and I could only do so much as help spread news and pray for them. We've raised donation drives for now but we still need to rescue a region.
I ask of you to help us spread awareness of what is currently happening in the Philippines.

Askal also helps and supports his family either by helping his younger siblings' tuition and older siblings' financial situation. In his free time, he helps his parents with their veterinary clinic.
He has been approached by VALORANT as they noticed his growing potential and offered him to join their group. Askal acceptedā€” seeing new opportunites for him and his family. Three months after joining, Askal is dating one of the members of the band named Sova.

She was once friends with Chamberā€” another composer. The friendship ended when Chamber plagarised her music for his personal benefit and framed her for copying other composers' work. Since then, Magpie struggled financially. She had been working three jobs to support her little sister Claudette and their French bulldog Maurice.
One day, she found a flyer stating the band VALORANT was looking for a second composer. Knowing that band was popular and desperate to get back on the spotlight, Magpie applied for the spot. 1. History: The brand UGGĀ® was discovered in 1978 by Australian-bornĀ Brian Smith. He created his first line of boots from sheepskin, his favorite material. Eventually, in 1995, Deckers Brands bought UGGĀ® from Smith & made the company one of its many subsidiaries. They gained tremendous popularity in the early 2000s, with celebrities such as Oprah, Leonardo DiCaprio, & Jennifer Lopez spotted donning the classic boots. Sadly, due to the use of sheepskin, organizations such as People for the Ethical Treatment of Animals (PETA) and the Princeton Animal Welfare Society (PAWS) publicly rescinded their support for the brand. Even with this stain on their brand, UGGs continue to be a fall-fashion staple.Ā

Regarding their lifestyle, I would say that if theyā€™re single, theyā€™re barely surviving. With such a low yearly income, thereā€™s no room to splurge on clothes, eat out, look for entertainment, save up for university, or regularly visit the doctor. All that money goes towards the basic necessities.Ā

According to the Philippine Statistics Authority, almost 4.5 million citizens lost their jobs in 2020, which translates to around 10.3 unemployment rate, the highest in fifteen years. Beyond these cold statistics, many stories went viral on social media about patients unable to secure admission in hospitals due to limited resources, and about families unable to satisfy their daily needs. Amid this chaos, citizens are devising ways to aid each other.
The spread of community pantries is one of the latest stories to catch the attention of both the public and the media. Accompanied by banners encouraging people to give what they can and take what they need, these community projects offer simple yet powerful ideas. Carts are stationed in strategic locations where other citizens can drop donations and take what they need. Contact details relevant to HIV testing, medical services, and domestic violence reporting are also displayed alongside food, sanitary supplies, face masks, and medicine.
Furniture business owner Ana Patricia Non is credited with starting the first known cart along Maginhawa Street in Quezon City, Philippines. In several interviews, she asserted that these pantries are ā€œnot charity but mutual aidā€. Beyond the fact that such initiatives already serve thousands, the moral logic of these pantries is just as impactful. ā€œGiving what you can and taking what you needā€ is reminiscent of a popular clichĆ© in many progressive movements, ā€œto each according to our abilities, to each according to our needsā€. The simple idea of socialism is to equitably distribute duties and wealth so that every citizen can contribute to, and benefit from, the collective.
Framing these pantries as ā€˜mutual aidā€™ distances them from high-brow charity events that venerate the benevolence of the wealthy, and from the typical display of power exhibited through over-sized photos of politicians to mark government projects. Instead of treating aid as a symbol of good fortune or a currency of power, these pantries stress our collective responsibility. We should help not to reinforce our privileges. We must help, simply, because it is our rightful duty. And we need not be revered for it. This reminds me of many hunter- gatherer societies where catching the largest game is not honored at the expense of other contributions. Members understand that contributing to the collective is a duty and that no contribution is inherently more valuable than another.
Aside from critiquing state inefficiency, I think community pantries are telling us something more ideological. These projects are initiated by ordinary citizens whose primary goal is to help others. This illustrates that the seeds to fight for a fairer society already exist in some currently held beliefs. As Gramsci puts it, there is a grain of truth in common sense. This is not to say that these pantries already indicate long-overdue reforms in Philippine politics. Politicians might even coopt these carts to expand their power bases. For instance, while the conditional cash transfer programme sought to provide aid to the poorest of the poor, some local politicians instrumentalise it to expand their patronage networks.
In their current form, community pantries force us to reimagine our understanding of welfare. Implementing social services programs is not enough. It is equally crucial that the moral logic of such programs does not reinforce hierarchies.
For instance, the Philippines legislated free tuition in state universities in 2017. Several officials and regime supporters used this same law to discount activism. It is not uncommon for Filipino student activists to be asked the question, ā€œwhy do you criticize the government that pays for your education?ā€
These words reek patronage because they frame free/subsidised education as a gift for which students should be thankful, rather than the stateā€™s obligation. Hence, we must replicate not only practices of community pantries but also the moral logic that underlies them. Creating a fairer society not only entails socialised policies but also requires a moral understanding that welfare is a duty and not a tool of domination.
Socialism is not just a political conviction that has stimulated revolutions throughout world history. To me, it is also a moral commitment that animates mundane acts of service. Those who despise progressive ideas exaggerate socialist values as radically violent and too idealistic. This stereotype obscures not only the core notion that nobody should be too poor to live but also the importance of everyday interactions in defying systems of oppression. The values of sharing, equitability, and transcending hierarchies exist in currently known collective thoughts. They are not farfetched because not only do we know and cherish them. But we also practice them.

FLASH REPORT: An ongoing arrest warrant for the Wolf Boss herself, now confronted to Jin Mazama at the school by forcing personally to join the club [#OneNETnewsInvestigates]

Not only subject to her arrest warrant, a possible committed honest rape has issued on him as a temporary slaved and tortured; right after they bullied of 3 anthropopathic bears, when she growned up several years later.
Conan adds as based by the criminal records, she's more like a half-saiyan like a Dragonball Z reference but... it dislikes any of it's jealously & cuckening boyfriend.
So, the confrontation starts (in Japanese dialect). Jin speaks out publicly to Ranka by illegally joining the pack like a boss... he indefinitely declined the offer alone. In technical reasons, he doesn't like all the animals including the Ezo Wolf-type in person by extinction.
She stated before him, "At the time, I thought that I might be able to make friends with animals other than wolves... That I might be able to form a pack with lots of different animals in it! If you decide you want to join my pack later, I'm not letting you in!"
Ranka decides to leave him alone and ran away for life.
PAWS (Philippine Animal Welfare Society) has urgently ordered an indefinite suspension from this anime to BS11 and other international airing for this heartbreaking controversy as stated.
"The violation of the law for Ranka Ookami for the serious arrest warrant in Japan is in critical situation. Our tough decision is literally final by the court. We decided to expelled and permabanned from the Seton Academy".
For now as amended with a Republic Act #8353: Section 2 & Republic Act #9745: Section 14 or Anti-Rape Law of 1997 & Anti-Torture Act of 2009... she'll automatically detained & rehabilitate to the TMPD & TDH (Tokyo Metropolitan Police Department & Detention House) for either 6-12 years or life imprisonment. This leads up sadly... to Reclusion Perpetua without the parole.
The court has scheduled in Tokyo District Court to next Tuesday afternoon by January 21st, 2020 at 2pm (Japan local time) for the decision. That said, the episodic bad ending... will be finalized by court.
