Can you imagine if Riddle is like, the only one who actually insists on following ALL of the Queen of Heart's rules in twst?
Like, she is still part of the Great Seven, so people definetely respect and worship her. But, since Riddle is considered a tyrant, it's safe to say most inhabitants from the Queendom only follow like, the basics.
And, since you don't see the royals caring too much as well, the royal family probably only enforces a few of the rules, or it's pretty lenient. Otherwise we would see Jamil trying to get Kalim to memorise the rulebook, lest he makes a fool of himself and causes a diplomatic incident.
Although it would be pretty funny if everybody just learned the rules by osmosis during their stay at NRC. Next thing you know an adult Malleus is correcting a politician about the specifics of rule #278 when it's clear the guy was trying to trick Briar Valley into making an unfair agreement. Leona is laughing.
We need an event with a corrupt Queendom official trying to create his own rules to mess with people because "nobody cares, they won't even know that I'm making stuff up!"
Except they know. Riddle is having a crisis in the background whenever the official says something wrong. It's funny.
Official: So due to rule #345, "Always give away what is on your way", the Draconias must relinquish a portion of their land to the Queendom!
