Something that's always confused me with the ending is how much was actually planned?

Did Elphaba and Fiyero plan it all out during 'As Long as You're Mine'? Later when Dorothy landed? Was she in on the plan? What about the other companions?

I hope so because that hesitation in the witch hunter song definitely gave me the vibe Baq/Tin Man felt deep guilt at the situation
