Assemblée nationale : les députés adoptent la LFR 2020 qui s’établit à environ 27 mille milliards GNF – Guinée Matin

L’Assemblée nationale guinéenne, réunie en séance plénière ce mardi, 24 novembre 2020, a adopté le volet dépenses et le rapport final de la loi de finances rectificative 2020. Ce sont au total, 99 députés sur les 114 inscrits qui ont pris part à ce travail qui a enregistré la présence du ministre du budget Ismaël Dioubaté, a constaté Guineematin.com, à travers un de ses journalistes.

Selon le rapporteur général de la commission économique, financière, plan et coopération, Aboubacar Adama Sylla, les recettes et les dépenses sont équilibrées au compte de la Loi de finances rectificative 2020, à 26 mille 829 milliards 327 millions 87 mille 855 francs guinéens.

Les recettes révisées sont estimées à 21 mille 364 milliards 139 millions 24 mille 737 GNF, un montant qui a connu une baisse de plus de 334 milliards de francs guinéens. Les dépenses révisées se chiffrent à 26 mille 829 milliards 33 millions contre une enveloppe projetée de 26 mille 730 milliards 72 millions, soit une augmentation de 98 milliards 61 millions de francs guinéens. Le déficit de la LFR 2020 est chiffré à 5 mille 465 milliards 188 millions 63 mille 405 francs guinéens.

Ainsi donc, et vu les contraintes économiques imposées par la pandémie du coronavirus, les députés ont autorisé le gouvernement à combler ce déficit par la contraction des emprunts pour 6 919 582 149 675 GNF ; le recouvrement des créances sur les entreprises et autres redevables pour 224 605 913 444 GNF et la procédure au remboursement du capital des emprunts pour 1 679 000 000 000 GNF, dont 913 000 000 000 en emprunts intérieurs et 766 000 000 000 en emprunts extérieurs.

Pour la réalisation de ces objectifs, des mesures nouvelles ont été initiées notamment :

l’ouverture d’un Budget d’Affectation Spéciale (BAS) dénommé Fonds Commun de l’Éducation pour 35 379 300 000 GNF sur financement de l’Agence Française de Développement (AFD) et de l’UNICEF (Art 6 et 7) ;

l’accompagnement fiscal des entreprises dans le cadre de la mise en œuvre du plan de riposte économique à la crise sanitaire du coronavirus (Art 8 à 14) ;

la réduction du taux de la taxe sur les assurances (Art 15) ;

la déductibilité des primes d’assurance-vie (Art 16) ;

la réduction à 0% de la taxe sur l’importation des matières premières de l’industrie (Art 17);

la suspension au titre de l’exercice 2020 de l’application du tarif de la taxe sur les boissons alcoolisées produites en Guinée (Art 18).

Les projections budgétaires révisées, tant au niveau des recettes, des dépenses ainsi que le financement du solde, sont bâties sur :

Un taux de croissance économique de 5,2% du PIB contre 6,3% dans la LFI ;

Un taux d’inflation moyen de 9,7% contre 8,3% en LFI ;

Un taux de pression fiscale de 12,70% contre 13,50% en LFI.

Au terme des débats, les responsables des groupes parlementaires ont pris la parole pour réitérer les observations et les recommandations des députés avant d’insister sur la nécessité de préserver la cohérence des objectifs économiques poursuivis et définis par le plan national du développement économique et social, (PNDES).

A partir de demain, mercredi 25 novembre jusqu’au 30 décembre 2020, les députés vont se consacrer à l’examen du projet de Loi de finances initiale 2021. Sa présentation sera faite ce mercredi, à 10 heures, par les ministres responsables du pool économique et le Gouverneur de la Banque centrale.

D'après le discours du Président hier soir, nous entrons dans une période décisive, culminante de contamination qui devrait durer encore quelques semaines avant d'enfin maintenir le Guatemala bien en-dessous du taux de contamination par million d'habitant des pays voisins. Il ne faut donc pas relâcher les efforts tout en commençant à penser au redémarrage économique. A ce titre, les commerces non-essentiels vont pouvoir rouvrir. En revanche, toutes les autres mesures en vigueur perdurent encore pour l'instant. Concrètement cela veut dire pour vous, que les frontières vont rester fermées... mais que le bout du tunnel commence à poindre à l'horizon ! Donc, chers amis, encore un peu de patience et vous allez pouvoir retrouver votre cher Rio Dulce. Si vous êtes intéressés veuillez vous signaler. » Nous sommes évidemment très tentés par cette proposition, mais le bateau n'est pas en sécurité au Bélize et il nous faut bien deux semaines pour le préparer pour son « hivernage ». Nous sommes contraints de décliner cette offre... Que nous transmettons à d'autres français ou suisses, sans bateau, qui n'hésitent pas une seconde à sauter sur cette occasion inespérée. Le responsable de la marina des français au Guatemala le 11/05/20 « Cette semaine, hélas, le Guatemala doit déplorer 384 cas de Covid-19 supplémentaires ce qui nous fait un total de 1 114 personnes infectées. Mais fort heureusement, nous n'avons à déplorer à ce jour que 26 décès. Comme je vous l'ai dit auparavant, le pic de l'épidémie c'est maintenant et tous les efforts accomplis depuis deux mois l'ont été dans le seul et unique but de passer ce cap sans trop de casse. Les déplacements interdépartementaux viennent de nouveau d'être interdits et le couvre-feu est maintenu. Les commerces qui avaient ouverts la semaine dernière et qui ne respectent pas les consignes de sécurité seront plus durement sanctionnés. J'espère que vous vous portez bien et que vous êtes en sécurité et je vous dis à la semaine prochaine ! » Le 14 mai, devant la recrudescence de cas, le Président du Guatemala décide d'autorité un verrouillage complet du pays. Le vol de rapatriement du 15 mai, laborieusement mis en place par les ambassades, est annulé. Ses passagers restent en rade à Guatemala City. Tous les déplacements interdépartementaux sont à nouveau interdits, tous les commerces sont fermés... Les ambassades et consulats se heurtent à des autorités très difficiles avec des décisions et des restrictions indiscutables, ubuesques... D'autres vols de rapatriement sont en train de se mettre en place, mais tout devient très difficile. De son côté, le Bélize n'enregistre plus de nouveaux cas. La situation est complètement stabilisée, les commerces et restaurants reprennent de l'activité. Mais le Bélize, sur la trajectoire des cyclones, n'offre aucun abri fiable. De plus en plus de bateaux américains reprennnent la route des USA. La lassitude, l'inquiétude et l'absence de solutions s'installe chez tous les marins. L'espoir de mettre son bateau en sécurité au Rio Dulce/Guatemala dans un avenir proche diminue de jour en jour. Dans la nuit du 17 au 18 mai, un très violent orage éclate, un vent de 30 à 50 noeuds se lève brutalement et tourne à 180°C. L'ancre dérape, puis se bloque, nous sommes à 10 m de la mangrove. Nous avons eu très chaud ! Dans la baie de Placencia, plusieurs bateaux dérapent également. Le responsable de la Marina : le 18/05/20 « C'est une semaine sacrément bizarre que nous venons de vivre au Guatemala. Comme prévu, le nombre de contaminés au covid19 a fortement augmenté puisque nous en sommes aujourd'hui à 1912, c'est-à-dire 798 de plus que la semaine dernière. Le nombre de décès, lui, reste fort heureusement très bas : 35. Ce jeudi, avec le plus grand nombre de contaminés enregistrés en une journée, 176, le gouvernement a un peu paniqué et a soudainement déclaré un toque de queda prolongado, c'est-à-dire ni plus ni moins que la cessation immédiate de toutes activités dans le pays pour une durée de trois jours et demi. Suivis de quatre jours de semi-liberté, puis de trois autres de couvre-feu permanent ! Un truc incompréhensible. Imaginez la stupeur des gens lorsqu'ils ont appris ce couvre-feu permanent alors que personne ne s'y était préparé... Seules les petites tiendas de quartier avaient l'autorisation d'ouvrir de 8.00 à 11.00 du matin, et uniquement pour ceux qui pouvaient s'y rendre à pied puisque toute circulation à deux, trois ou quatre roues était interdite ! Sans parler que ces mêmes tiendas se sont vite retrouvées à court de marchandises puisqu'elles ne pouvaient se faire livrer. Ca a été un cauchemar pour bon nombre de guatémaltèques. Notamment les plus pauvres qui vivent au jour le jour. Des manifestations spontanées ont eu lieu dans tout le pays, et ce malgré l'interdiction totale de circuler. Même le congrès, qui jusqu'alors s'était montré très coopératif avec le Président Giammattei, élu en janvier 2020, a commencé à ruer dans les brancards... Si bien que ce dimanche soir, le président a dû manger son chapeau et revenir sur ces mesures drastiques. Conséquence de cette folie, ce matin les gens se sont rués dans les rues et dans les magasins. Aussi bien pour remplir les frigos, que pour faire des provisions au cas où il lui prendrait de nouveau l'envie de changer d'avis. La situation actuelle est donc aujourd'hui la suivante : couvre-feu de 17.00 à 5.00 toute la semaine sans restriction d'ouverture pour les commerces alimentaires. Et couvre-feu intégral du vendredi soir au lundi matin. Bien sûr l'état de calamité est toujours actif et il n'est toujours pas question d'ouvrir les frontières. Voilà ce que je peux vous dire en ce lundi 18 mai. Je sais que ce n'est pas très encourageant vu de l'extérieur, mais je vais vous répéter ce que je vous ai dit la semaine dernière : nous sommes dans la phase culminante de la contamination. Passé ce moment pénible, les choses ne peuvent que s'améliorer ! Bon courage à tous et je vous dis à la semaine prochaine ! » Le 20 mai, nous apprenons que les compagnies aériennes annulent tous leurs vols internationaux jusqu'au 7 juillet ! Le responsable de la marina le 25 mai 2020 « Chaque semaine, je tente d'être un peu positif en essayant de vous informer sur ce qui se passe au Guatemala, mais ce soir, je vous préviens d'emblée que cela risque d'être un peu compliqué... Cette semaine, nous avons eu 1 512 cas supplémentaires de personnes positives au covid-19 ce qui porte le nombre à 3424. Le nombre de décès est à présent de 58. C'est-à-dire qu'en l'espace d'une semaine, les chiffres ont littéralement explosés. Pour tempérer cette mauvaise nouvelle, il faut quand même préciser une chose : le nombre de tests pratiqués est lui aussi en nette augmentation (+ ou - 2 000/jour), en revanche, le pourcentage de résultats positifs reste relativement stable, entre 13 et 16 %. Plus de tests, plus de cas découverts, c'est logique. Hier, nous avons eu 370 cas positifs supplémentaires en une journée... Et le président a prévenu, que si jamais ces chiffres continuaient à augmenter (400 à 500/jour) il était question de fermer le pays pour deux semaines. Nous sortons à peine d'un « toque de queda » (couvre-feu) total de 60 heures, et les restrictions de déplacement prises depuis deux mois sont franchement en train de mettre le pays à genoux. Ici et là des rebellions commencent à défier les autorités car des personnes n'ont pas d'autre choix que de travailler si elles veulent manger. Bref, si le Président prend la décision de fermer le pays (c'est-à-dire : couvre-feu permanent de deux semaines), il est à craindre que des violences éclatent un peu partout. Bon, je n'ai pas que des mauvaises nouvelles à vous annoncer, rassurez-vous. Il semblerait qu'un plan d'entrée pour les voiliers de croisières soit toujours à l'étude au niveau des ministères et de la présidence, et nous avons eu cette semaine quelques informations positives quant à son application. Le Où, le Quand et le Comment restent à définir, mais il semble déjà acquis que les voiliers entreraient dans le Rio par paquets de 15 chaque semaine, effectueraient leur quarantaine de 15 jours au mouillage dans des lieux prédéfinis sous la surveillance des autorités militaires et sanitaires, avant de rejoindre la marina de leur choix. Le choix des bateaux se ferait à priori à partir d'une application qui prendrait en compte l'urgence sanitaire des équipages, le tirant d'eau des bateaux, etc. Sur ce coup, j'avoue que ce plan me paraît un peu moins brouillon que le précédent. Cependant, il reste encore pas mal de facteurs à prendre en compte avant qu'il ne soit mis en application. Alors s'il vous plaît, évitez de vous emballer. Voilà mes amis, c'est tout ce que j'avais à partager avec vous pour cette semaine. Je sais, ce n'est pas la joie, mais arrivé à un certain stade, les choses ne peuvent que s'améliorer, n'est-il pas ? » Voilà une façon de vous faire vivre nos atermoiements, l'attente, les espoirs et les déceptions qui se succèdent sans fin sont éprouvants moralement. Heureusement que les échanges se multiplient entre navigateurs. Au Rio Dulce, des plans se montent et se démontent pour tenter de mettre une centaine de voiliers à l'abri. La saison des orages et des cyclones à commencé avec Arthur et Bertha. 2020 s'annonce avec une forte activité cyclonique. Une chaleur écrasante avec un fort taux d'humidité et un vent faible s'est installée. Et nous attendons. Des navigateurs américains sont rentrés à la voile aux USA, d'autres navigateurs, de guerre lasse, ont pris le risque de laisser leur bateau dans des marinas au Mexique (Isla Mujeres), au Honduras (Ruatan) ou au Bélize dans l'attente d'un convoyage sur le Guatemala quand les frontières seront rouvertes. Mais il n'existe aucune possibilité de mettre les bateaux à sec au Belize qui ne possède aucun chantier naval. La plupart des navigateurs attendent au Bélize où à Isla Mujeres qui sont les endroits les plus agréables compte tenu des risques quasiment inexistants de contamination et de la relative liberté dont nous pouvons jouir à présent. D'autres bateaux sont bloqués aux San Blas et espèrent toujours rejoindre le Rio. Chacun cherche une destination sûre, hors zone cyclonique. Mais le Rio Dulce est bien le seul à répondre à cette attente. Aujourd'hui encore, nous apprenons que le Bélize ne délivrera pas le ZARPE, le document permettant de naviguer dans les eaux internationales tant que ses frontières ne seront pas ouvertes. Le Bélize ignore également toutes nos difficultés à rentrer au Rio Dulce/Guatemala. Mais réfléchira sur un protocole spécial pour laisser sortir les navigateurs si l'accès au Rio est confirmé. Au 30 mai 2020, GRANDE NOUVELLE, nous apprenons que le protocole d'entrée des bateaux est accepté par le gouvernement mais la situation économique, politique et sociale au Guatemala se dégrade chaque jour. La population locale du Rio est très hostile à l'arrivée des navigateurs ce qui retarde la mise en place du projet. L'étranger représente le fléau porteur de la vague de la pandémie. L'armée doit désormais apaiser la population et lui faire comprendre que l'entrée des navigateurs se fera sous leur contrôle le plus strict ainsi que d'un encadrement sanitaire. Par ailleurs, les vols depuis le Guatemala sont difficiles à trouver. L'escale aux USA est fortement déconseillée aux européens très mal considérés et tenus là aussi comme vecteur de développement de la pandémie, sans parler des émeutes suite à la mort d'un noir par un policier blanc raciste. La situation est très compliquée et nous sommes toujours dans la recherche de la meilleure solution pour mettre le bateau en sécurité et trouver un vol retour. La météo désormais très dégradée complique encore la situation, nous nous sommes mis à l'abri dans une marina à 20 milles (40 km) de Placencia pour affronter le gros temps qui s'annonce pour les 10 jours à venir. Il faudra encore trouver un bon créneau pour parcourir les 50 ou 60 milles (100/120) qui nous séparent du Rio, si nous y parvenons... Le 1 juin, nous obtenons pour la première fois une information complète et claire qui décrit enfin la situation vue depuis le Guatemala et qui explique pourquoi tout est si long à se débloquer : Premièrement le gouvernement guatémaltèque a fermé ses frontières en raison d'une urgence sanitaire publique. Cet ordre est donné par le Président du Guatémala qui est conseillé par le ministère de la santé entre autres. La fermeture des frontières est sous la direction de l'immigration qui est soutenue par la police nationale et les militaires. Depuis que le tourisme est affecté, le ministère du tourisme intervient dans les décisions. Faire entrer les bateaux au Rio Dulce/Guatémala signifie faire une exception à l'ordre présidentiel de fermeture des frontières, et nécessite la promulgation d'un décret. Cela implique d'obtenir l'autorisation du Président, du ministère de la santé, de l'immigration, du ministère du tourisme, de la police nationale et des militaires. Dans ce cas, il s'agit du trafic maritime, donc la marine est la branche militaire qui doit donner son approbation. Le gouvernement doit obtenir l'autorisation du district local, en l'occurence Izabal et de la municipalité de Livingston. Le gouverneur du district s'adresse au maire de la municipalité pour obtenir des conseils sur la question. Le maire de la commune de Livingston doit obtenir l'autorisation des habitants de la municipalité. Or les habitants d'un village entre Livingston et Rio Dulce avaient déposé une plainte officielle au maire lorsqu'un premier projet envisageait de mettre les bateaux en quarantaine dans la baie de leur village. Ce projet a été révisé et les bateaux devraient être mis en quarantaine au Rio Dulce directement. La discussion actuelle consiste à expliquer au chef de ce village qu'il n'y aura plus de bateau dans cette baie et qu'ils seront escortés par la marine jusqu'à Rio Dulce. Il a fallu expliquer au gouverneur d'Izabal que le Rio Dulce est le seul refuge pour les bateaux en période cyclonique. Le maire de Livingston a expliqué aux habitants des villages que les navigateurs ont été bloqués depuis longtemps dans des zones très sûres et ne sont pas infectés par le virus. 82 formulaires de demandes d'entrée de navigateurs ont été présentés dans les dernières négociations en cours. La décision finale doit être prise aujourd'hui lundi 1er juin 2020 par le gouverneur d'Izabal. Tous les aspects de la situation ont été pris en compte et soumis aux autorités, y compris celui des grandes marées de cette semaine pour le passage des bateaux à fort tirant d'eau. Illegal Immigration Attempt Gone Terribly Wrong: Trailer in Essex Claims 39 Lives

The European Union faces arguably its worst immigration crisis since World War II, which began in 2014 and continues to push financial, political, and social boundaries. Syrian wartime conflict and the desire to seek asylum have lead to the most prominent influx of immigrants into the EU, other common major pushes originating from lack of safety during wartime. In 2015, over one million migrants had entered Europe by sea, and just under 35,000 entered by land. (BBC, 2016) While England certainly isn’t at the top of the list for the number of asylum claims, many immigrants attempt to enter the country in hopes of starting a new life, many of these attempts illegal. One of those attempts, which took place last week, claimed the lives of 39 victims, 8 females and 31 males who attempted to cross into England via truck trailer container. The attempt proved unsuccessful, culminating in the discovery of the deceased in the container just under 20 miles east of London.

The investigation as to the origins of the victims discovered in the trailer container is still ongoing. Originally believed to be Chinese nationals, the Essex Police contacted authorities in China, who will attempt to make identifications of the bodies. However, the investigation took a turn as police now focus on the possibility that the immigrants originated in Vietnam, a possibility that seems especially likely given personal testimony from people who suspect their loved ones may have traveled to England via this truck.

Among the people believing their family members or friends traveled on this truck is the family of Pham Tra My, a 26-year-old, who “sent distressed messages to family on Tuesday night. ‘I am dying, I can't breathe,’ the text read. She has not been heard from since. Her family say they paid £30,000 to people smugglers. Her last known location was Belgium.” (BBC, 2019)

Other families have contacted news outlets and police investigators to explain their belief that a family member may be among the deceased, but the police have made no positive identifications of the bodies at this time.

“Sources have now claimed that the migrants… were naked or had minimal clothing when they were found in the container on Wednesday in Purfleet, Essex. It is also believed that the migrants… had been 'banging on the doors' for help and had 'foam coming from their mouths' when found.” Bloody handprints were also reported on the door and walls of the trailer. (Daily Mail, 2019)

In tracing the origin of the truck and trailer associated with this tragedy, the police created a map of the travel of the equipment, one which may connect it to potential victims. According to CNN, “The police believe the truck originated in Northern Ireland, where the truck driver is from.” Via ferry, the container then entered England at Holyhead from Dublin. The container then traveled across England into Zeebrugge by ferry two days later, arriving in and leaving the country on the same day, October 22nd. Then, the “container [arrived] at the port, the truck collects it and leaves at 1:05 am. A little bit over an hour later, at 1:40 am on Wednesday the 23rd, authorities discovered the 39 dead immigrants. (CNN, 2019)

In conjunction with the tragedy, four people have been taken into custody, the most notable being 25-year-old Maurice Robinson of Northern Ireland. He faces charges of manslaughter, as well as charges for assisting in illegal immigration and money laundering.

Another three people got arrested but have since been released from custody on bail. Robinson will appear at Chelmsford Magistrates' Court on October 28th. (CNN, 2019)

With many countries around the world sporting strict immigration policies, illegal immigrants have turned to extreme measures to cross borders with the hope of creating a new life. This costly journey bears resemblance to an immigration scandal from 2018 in which “the Spanish Policía Nacional, with Europol’s active support, arrested 37 members of an international gang charging 730 Vietnamese migrants EUR 18 000 each to be smuggled to Spain.” (Europol, 2018)

As far as the next steps, it’s confirmed that all of the bodies were removed from the trailer and taken to Broomfield Hospital, where they remain for the current moment. Investigators are still looking to pinpoint the identities of the victims. To streamline that process, “the Vietnamese Embassy in London has set up a hotline for families to call about missing family members.” (USA Today, 2019)

St Paul de Varces : opération immobilière Le Villarey : les chiffres sur le montage financier promis publiquement le 6 juillet 2017 par la municipalité sortante doivent être publiés de façon urgente et détaillée : les faits : par un article paru dans le Dauphiné Libéré, il est question de l’octroi imminent du permis de construire du Villarey (vaste opération immobilière de près de 100 logements pour le Villarey 1). Plusieurs zones d’ombres majeures existent toujours. Dont le montage financier de l’affaire. En janvier 2012, une composante de l’actuelle municipalité sortante diffuse un document écrit dans lequel elle valorise (cf page 05 dudit document) le m2 constructible sur ce terrain à 266 € le m². Comment ce chiffre est établi ? Le document indique par écrit que 4 M€ doivent être obtenus par tranche de 15 000 m². Ce prix est-il farfelu ? Non. Quand on parcourt les sites Internet de ventes de fonciers constructibles dans l’agglomération, on constate que les prix varient de 233 € à 304 € le m² constructible.

Dans l’opération du Villarey (en plein coeur village donc dans une localisation très privilégiée), le prix de vente chute à ... 64 € le m² constructible. C’est à dire 4 fois moins que

l’estimation faite en 2012. Qu’est ce qui a pu se passer entre 2012 et 2019 pour qu’une telle chute du prix du foncier constructible intervienne sur le même terrain ? Comment ce chiffre de 64 € le m² est-il obtenu ? C’est simple. La superficie en question est de 26 915 m². L’opérateur immobilier achète pour 1 730 000 m². C’est donc au prix de 64 € le m². Toutes ces données sont publiques et vérifiables.
