IN-GAME BIOGRAPHY
Jason "Askal" Timog was born and raised in the rural mountains of Davao Oriental, Philippines. At 18 years old he enlisted in the army, motivated by the rampant terrorist attacks on his country. He would later join the Philippine Scout Rangers, where he was nicknamed "askal" meaning "feral dog", from a habit of baring teeth during vigorous trainings.
One of his deployments was a joint operation between MARSOC and the Scout Rangers, tasked to take down a chain of Al-Qatala strongholds in Southern Philippines. Among the MARSOC operators was Phillip Graves.
In 2019, Askal and several other Rangers were involved in a mutiny. Although it was a failure, the rebels took multiple innocent lives before fleeing the area. Askal barely escaped trial with the help of his sister. She took him to Canada to hide, but it was a matter of time before he's recognized.
Commander Graves approached Askal at a perfect time, offering security in exchange for his expertise. In 2021, Graves formed "Whiskey Company", a group of operators specializing in reconnaissance, amphibious and jungle warfare. Askal is among the most capable of the operators.
Early 2023, Whiskey was dispatched to track down Konni strongholds across Europe and gather intel of Makarov’s inner circle. The intel would later aid TF-141 and Shadow Company on their relentless search for Commander Makarov.

COTABATO CITY – The creation of a dedicated hotline to locate North Cotabato residents who attended the Davao cockfight derby last month has proven to be crucial in the province's fight against the coronavirus disease 2019 (Covid-19). Dr. Philbert Malaluan, head of the provincial Inter-Agency Task Force (IATF) on Covid-19 incident command post, said the launch of the TF Sabong hotline has helped local authorities effectively trace potential Covid-19 patients who attended the Davao derby that has been linked to several infections. North Cotabato Governor Nancy Catamco earlier created the sub-TF Sabong and launched hotline numbers for the public to share information on the identities and location of residents present in the March 6 to 13 cockfight. Catamco also created tracer teams to locate the derby attendees in North Cotabato’s 17 municipalities and Kidapawan City. At least 11 derby attendees from various parts of Mindanao have tested positive for Covid-19 and died. Malaluan, who is also a member of North Cotabato’s Provincial Board, said that through the TF Sabong hotline, the IATF on Covid-19 learned that there were 227 derby attendees from North Cotabato – not 56 as earlier reported -- who may have had close contact with Covid-19 positive attendees. Kidapawan City has the highest number of derby attendees with 53, including a City Council member, followed by Kabacan with 22, Carmen (21), and Makilala (19). Malaluan said 208 of the 227 attendees have been cleared by local health offices. “These 208 people have undergone 14-day straight quarantine with no coronavirus symptoms,” he added. The “cleared” derby attendees are 15 from Pikit town, Antipas (14), Libungan (14), M’lang (13), Pres. Roxas (9), Pigcawayan (8), Matalam (6), Tulunan (5), Arakan (2), Magpet (2), Alamada (1) and Aleosan (1). Malaluan said 19 more attendees remained not cleared by health authorities, 15 of whom are on home quarantine and four were admitted in Kidapawan City isolation facility. The results of their laboratory tests have yet to be known. Those not yet cleared were from Kabacan with five persons, Kidapawan City (4), Makilala (4), Carmen (1), and Midsayap (1). “They are regularly monitored by the Barangay Health Emergency Response Team (BHERT) and isolation facility front-liners,” Malaluan said. Among the derby attendees from the province, two were found positive of the virus. They are PH 3272 from Midsayap, who has fully recovered and is now with his family, and PH 3989 from Kidapawan City, whose laboratory test result is still pending. Malaluan appealed to anyone with information of derby attendees to update the task force through hotline number 0961-578-3048. “So far, so good. The work of TF Sabong contact tracing continues,” he said, adding that the provincial government remains on top of the situation. (PNA)

My sister is having problems on which school to take. Ang dami niyang wants, grabe!
She inquired scholarships from the prestigious universities at our city. Then cities close to ours like Bohol, Cebu, and Davao.
Then she tried searching about PUP, FEU, and ADMU and idk, wala akong masyadong alam na universities sa Luzon (?) harhar.
Then she also searched for universities at Japan and Malaysia that offers free scholarships to foreigners. (She was surprised with the value of Philippine peso converted to Japanese yen!)
She asked me how tf was I able to pick the schools I ended up attending to because the choices are overwhelming for her.
I shrugged and told her I didn't have a dream.

Roger had only P300 in his pocket that day, insufficient to pay the amount to process his business permit. Like him, many other food delivery riders received the same information on April 13, 2021 notifying them of the suspension of their accounts because they do not have their permits the city government enforced since February Buy FoodPanda number will only be reactivated once they could upload their permit to the link the company has provided them.
“I don’t have a choice, Ma’am. I had to borrow at a 5-6 (loan sharks) because I do not have money,” Roger, scratching his head, said in local dialect.
DISABLED. This is the notification that FoodPanda riders received on April 13, informing them that their accounts have been disabled due to failure to comply with the city’s business permit requirement for delivery riders.
To acquire this business permit a rider must pay more than P4,000 a year which will cover the following fees: electronic, garbage, mechanical, plumbing, sanitary permit, signboard, sanitary inspection, solid waste and zoning.
On top of this, they are also required to register at the Bureau of Internal Revenue (BIR) for another annual registration fees and the monthly filing of income taxes.
Boyet, who asked Davao Today not to reveal his real name, said they (riders) have to pay P500 to get a barangay (village) certification, a requirement before the riders can process their permit at the city’s business bureau.
Then, there is the additional fee for the renewal of the registration of each rider’s motorcycle of P500 for the Land Transportation Buy FoodPanda code receipt and certificate of registration (OR-CR).
The fees seem endless as the riders have to pay for the occupational permit of P125 and the health card worth of P100 yearly.
Boyet said FoodPanda informed them about the business permit in January this year and cited the provisions in the amended Revenue Code of Davao City but it did not provide further explanation about the permit which left the riders with more questions.
He recalled FoodPanda giving them option to pay for the business permit through the company’s bookkeepers to free the riders from the hassle of queuing at the city’s business bureau office, but it would cost them another P1,200.
Most of the riders haggled with the company to pay for their permit and deduct the payment from their weekly salary, but it did not materialize.
“They (FoodPanda) could not answer our questions at that time, Ma’am. They just told us to pay so that our accounts won’t be suspended,” Boyet said.
Davao City Councilor Pamela Librado-Morata raised the issue to the City Council during its regular session on April 13 where she criticized the collection as ‘’impractical and inequitable’’ during this pandemic.
Prior to bringing the issue to the council, Librado-Morata had asked several riders about their working condition. To alleviate the plight of delivery riders, she filed the resolution, ‘’Urging FoodPanda and All Other Similar Entities and the City Business Bureau to Suspend the Collection of Fees for Food Delivery Riders in Davao City.’’
The councilor disclosed that food delivery companies operating locally have classified their delivery riders as ‘’independent contractors’’ or merely ‘’business partners’’ relieving these delivery companies from their obligation to provide standard wages and benefits and fair working terms and conditions for delivery riders.
“There is a need to properly situate them as new and emerging workforce (delivery riders) whose plight deserves attention and proper action from the local government,” she said.

DAVAO CITY – To ensure the successful integration and effective implementation of the city's High Priority Bus System (HPBS), Mayor Sara Z. Duterte has ordered the creation of an inter-agency task force for the project. In a statement Thursday, the local government said Duterte issued an executive order to ensure that the HPBS project is properly managed and coordinated with all the relevant agencies. The Davao City HPBS Task Force, also known as TF HPBS, will be composed of the city mayor as chairperson and a representative of the Department of Transportation (DOTr) as co-chairperson. The members of the special body are the vice mayor, representatives of the Department of Public Works and Highways, Department of Environment and Natural Resources - Environment Management Bureau, City Planning and Development Office, City Engineer’s Office, Office of the City Building Official, City Legal Office, City Transport and Traffic Management Office, City Social Welfare and Development Office, Barangay and Cultural Communities Affairs Division, Assistant City Administrator for Administration, HPBS project consultant/s, and the Davao City Chamber of Commerce and Industry, Inc. “The TF HPBS is primarily tasked to plan, coordinate, implement, and align across agencies all project components of the HPBS project. The group will meet once a month,” Duterte said in the order. In including the national agencies in the task force, she cited Section 2 of Republic Act 7160 – the Local Government Code of 1991 – that mandates all national agencies and offices “to conduct periodic consultations with appropriate local government units (LGUs), non-governmental and people’s organizations, and other concerned sectors of the community before any project or program is implemented in their respective jurisdictions.” The City Administrator’s Office, on the other hand, is mandated to be the TF HPBS secretariat that will handle all administrative and secretarial functions. The operating costs of the TF HPBS will be sourced from the available funds of the city government or the project itself and are subject to usual accounting and auditing rules and regulations. (PNA)

DAVAO CITY – Task Force Davao (TFD) said it is on heightened security following the bombing incident in Tulunan, North Cotabato, on Wednesday that killed one and wounded five others. In a statement Thursday, TFD commander Consolito Yecla said additional forces were sent to checkpoints and terminals, while security inspections on vehicles entering the city have been intensified. “We inspected the buses utilizing canine dogs and deployed additional personnel in the checkpoints, especially in the Sirawan checkpoint,” he said. Yecla said that they are also closely coordinating with the Davao City Overland Transport Terminal (DCOTT) management for the inspection of the buses in the terminal and agreed to implement the “no picking up of passengers” outside of the terminal. “Picking up passengers outside of the terminal is a violation of our security standard operating procedure because they are supposed to be inspected when they enter DCOTT,” he added. Dabawenyos are also reminded of the “No Unattended Baggage Policy,” especially in terminals. "If they see unattended boxes or bags, they should report it immediately to the authority. And if they have belongings, they should not leave them anywhere because it may cause panic," Yecla reminded. Yecla said TFD has also coordinated with the Coast Guard for the heightened monitoring of the Davao Gulf. They are also working, he said, with the government intelligence units outside the city for better information sharing on the activities of terrorist groups in neighboring areas. On the other hand, Col. Kirby John Kraft, Davao City Police Office chief, said all police stations in the city have already created 24-hour checkpoints that will be operational for a week. Kraft urged all travelers going through the city's checkpoints to cooperate and must submit themselves for inspection if necessary. (PNA)

DAVAO CITY – Task Force Davao (TFD) has intercepted some 3,052 Locally Stranded Individuals (LSIs) in various entry points who evaded health protocols imposed by the city government including at the Davao International Airport in the last six months of the year. In a report Monday, TFD said from July to December 26, 859 LSIs were escorted to various coronavirus disease 2019 (Covid-19) testing centers while 2,193 whose destinations were outside of the city were escorted towards the city’s exit points. Most of the intercepted LSIs came from Luzon who were passing through the city to other municipalities and provinces, TF-Davao said. Col. Consolito Yecla, TFD commander, said intercepted LSIs who are city residents were subjected to swab tests and brought to various holding areas pending the release of test results. “Tracing of LSIs was made easier and faster with the implementation of the Safe Davao Quick Response Code (DQR), which started on November 23,” he added. This city implemented the DQR system to help expedite contact tracing and enforce the ban on non-essential travel. “DQR is only for essential travel. Despite having it, they can still be denied entry if their movement is not essential, and they cannot present proper documents at the checkpoints,” Yecla said. He added that the TFD has already denied entry to more than a thousand individuals without proper documents or essential reason for travel, in compliance with the city's existing Covid-19 protocols. BACOLOD CITY – A total of 19 local government units (LGUs) have replicated this city’s “best practices” in containing the local transmission of the coronavirus disease 2019 (Covid-19).
As of Friday, 15 towns and cities in Negros Occidental, along with Capiz and Aklan in Western Visayas, and the cities of Pagadian and Davao in Mindanao have adopted Bacolod’s best practices.
Through the creation of the Emergency Operations Center Task Force (EOC-TF) under the supervision of retired Maj. Gen. Melquiades Feliciano, chief implementer of the inter-agency task force for Covid-19 in the Visayas, the city government has been able to put in place systems and procedures to address the pandemic.
Mayor Evelio Leonardia said he is glad that Bacolod can share its best practices with other LGUs to help them improve their respective Covid-19 responses.
“We have benefited by learning from Cebu and other cities that have experienced outbreaks while developing better ways as we tackle other emerging problems that come with the pandemic,” Leonardia said.
City Administrator Em Ang, executive director of EOC-TF, said the city government’s approach was benchmarked and replicated by the 19 LGUs.
“The methods and procedures that we have developed are contained in a manual. We are happy to share our best practices with them because we know it is going to help them also improve their responses,” Ang said.
The Bacolod City EOC Manual contains all the systems, processes, and best practices used by Feliciano’s team as they set up the data-driven, evidence-based Pagadian City EOC.
In Davao City, the team will use the manual to establish a more effective Covid-19 approach.
Based on the manual, the Bacolod City EOC operates under a data-driven approach to identify trends over time that can form effective practices, help it become aware of issues, and lead to possible innovations or solutions.
Its centralized command center ensures that the decision-making powers are concentrated in a few leaders at the top of the organizational structure, but there is a decentralized execution of various clusters that allows data-driven actions or evidenced-based strategies.
The EOC conducts a “daily huddle” for the entire team to be informed and aligned on the work that needs to be done.
“(The) meeting unifies team members by keeping everyone informed and involved. It gives team members a sense of purpose by discussing progress toward goals and celebrating accomplishments,” the EOC-TF said.
Moreover, the integrated and collective efforts of the Health Coordinating Council led to the creation of the One Hospital Command Center, which employs a system that facilitates a comprehensive and coordinated response to ensure effective and efficient health facility referral.
Through the system, the waiting time of patients is ultimately reduced by referring them to the appropriate health facility that could best provide the level of care they require.
The EOC also adopts the “shared data” concept, wherein the data originating from the Data Management Cluster are shared with the different clusters for their appropriate action.
Data sharing encourages more connection and collaboration among the EOC clusters, resulting in a more coordinated and collaborative approach in the fight against Covid-19, it added. (PNA)
