The semiconductor industry, which is a cornerstone of modern technology and economic prosperity, has been dealing with a serious labour shortage for some time. The skills shortage appears to be worsening, with more than one million additional skilled workers required by 2030 to meet demand in the semiconductor industry, according to Deloitte. This pervasive issue extends beyond the US, affecting key players worldwide and threatening to impede the sector’s growth and innovation. 
Since countries have been striving to expand their semiconductor capabilities to meet escalating global demand, particularly since the pandemic, a skilled worker shortage has emerged as a critical bottleneck, undermining efforts to maintain and advance technological leadership in this vital industry. With over two million direct employees worldwide in 2021 and more than one million extra skilled professionals required by 2030, Deloitte expects that more than 100,000 hires are needed every year. 
For background, there are less than 100,000 graduate students enrolling in electrical engineering and computer science in the US each year, as per Deloitte’s data. Even countries like Taiwan, South Korea, China, Japan, and Europe are facing challenges in finding enough qualified workers to meet the demands of their rapidly expanding semiconductor sectors. For instance, Taiwan had a shortfall of over 30,000 semiconductor workers in late 2021, and South Korea is projected to face a similar shortfall over the next decade. 
China’s shortfall is even more severe, with estimates suggesting a need for over 300,000 additional workers​, even before the current chip growth and supply chain problems. This shortage is attributed to several factors. Many nations have seen their semiconductor manufacturing expertise erode over the years as production moved offshore. 
In the US, for example, the industry accounts for only about 12% of global chip production, with most of the advanced manufacturing know-how residing in Asia​. The lack of awareness about semiconductor careers among potential recruits also contributes to the talent gap, making it difficult to attract new workers to the field​. To top it off, the competition for semiconductor talent has also been showing signs of getting even tighter.
CHIPS Act and workforce development
In response to this growing issue, the US has introduced measures under the CHIPS and Science Act, aimed at boosting the domestic semiconductor industry and addressing the labour shortage. The Act allocates substantial funding towards the development of the semiconductor workforce, focusing particularly on technician roles and jobs that do not require a bachelor’s degree. This is significant because about 60% of new semiconductor positions fall into these categories, according to McKinsey’s report.​
The CHIPS Act, passed in 2022, promotes various initiatives to build a robust talent pipeline. However, according to a recent report by Bloomberg, the US government is intensifying its efforts to address the semiconductor labor shortage through new initiatives, under the CHIPS Act, highlighting a significant expansion of educational and training programs aimed at developing a skilled workforce tailored to the industry.
“The program, described as a workforce partner alliance, will use some of the $5 billion in federal funding set aside for a new National Semiconductor Technology Center. The NSTC plans to award grants to as many as 10 workforce development projects with budgets of $500,000 to $2 million,” Bloomberg noted.
The NSTC will also be launching additional application processes in the coming months, and officials will determine the total level of spending once all the proposals have been considered. All of the finance comes from the 2022 Chips and Science Act, the landmark law that set aside $39 billion in grants to boost US chipmaking, plus $11 billion for semiconductor research and development, including the NSTC
Labour shortage: A long-term problem
Even with all these efforts, the semiconductor industry is likely to continue facing labour shortages in the long-term. The report from McKinsey highlights that even with substantial investments in education and training, the sector will struggle to find enough skilled workers to meet its needs. 
This is compounded by issues such as lack of career advancement opportunities, workplace inflexibility, and insufficient support, which drive many employees to leave the industry​, according to various analyses. Moreover, the competition for semiconductor talent is intensifying globally. Companies like Taiwan’s TSMC are recruiting experienced semiconductor workers from the US, India, Canada, Japan, and Europe. 
This global competition underscores the urgent need for collaborative initiatives to attract and retain skilled workers in the semiconductor industry​. After all, the labor shortage in the semiconductor industry is a complex challenge that requires multifaceted solutions.

The overstretched military is increasingly recruiting young men in urban areas against their will, often targeting them at night and threatening them with imprisonment.

On the night of October 27 in the Mon State capital of Mawlamyine, a truck full of soldiers stopped Ko Wai Phyo* on his motorbike. The 19-year-old was returning home from watching a football match at a teashop, but before he could explain this, the soldiers shoved both him and his bike into the truck and drove off.
Luckily a neighbour, U Soe Kyaw*, witnessed the scene. “When I saw him being taken away by soldiers in a truck, I rushed to tell his parents. Then some people from the ward and I accompanied them to the police station to find him,” he told Frontier.
By then, it was late into the night and they were told to return the next morning.
“We went back to the police station at 7am, but he wasn’t there. The police told us they hadn’t arrested him and he was probably in a military compound. They said they would make inquiries and asked us to go home,” Soe Kyaw said.
That afternoon, the police phoned Wai Phyo’s parents, telling them their son was being held at a military recruitment office in the Southern Command compound outside of town. But although difficult, his release was negotiable.
“The police told us they would make arrangements with the military, but they’d have to find a replacement for Ko Wai Phyo and they’d need some money. They said that we had to pay K3 million [about US$880 at the market rate],” Soe Kyaw said.
As a former ward administrator, Soe Kyaw knew how to deal with authorities. He advised the parents to pay the requested amount and Wai Phyo was released.
Wai Phyo was lucky to escape from the military’s clutches, but he was brutally beaten on the night of his detention and an army officer told him he had to choose between joining the military or going to prison. He also wasn’t alone.
“I saw about 30 young men who were detained like me. They couldn’t alert their families because they’d been taken so suddenly. If no one had witnessed my arrest I’d be a soldier now,” Wai Phyo told Frontier from Thailand, where his mother had sent him to live with an aunt after the incident.
“They asked us to choose between going to prison for three months or joining the military, and they beat us up when we said we wanted to go home. I was lucky because my parents managed to release me the next day. But the military asked me to sign a letter pledging I wouldn’t talk about what happened to me and threatened to arrest me if I did,” he said.
Nonetheless, Wai Phyo decided to inform the families of those he had met at the military compound.
“It was difficult at first because I couldn’t remember the names and addresses, but soon after I got out, I saw missing persons notices and I advised the families to look for them at the military recruitment office,” he said.
Desperate measures
The Tatmadaw has reportedly struggled to recruit enough new soldiers since the 2021 coup and its brutal crackdown on the popular uprising against its rule. Increasingly overstretched by nationwide armed resistance, it has turned to seemingly desperate measures like sending jailed deserters back to the front lines and forcible recruitment in rural areas via a lottery system.
As reported by Frontier in 2022, men whose names were drawn in these lotteries had to enter the army or pay a fine that was beyond what many of their families could afford. In February of that year, junta chief Senior General Min Aung Hlaing said in a speech to senior officers that every citizen has a responsibility to serve in the military for two or three years under the People’s Military Service Law. Enacted in 2010, it says men aged 18-35 and women aged 18-27 are required to serve for up to two years, while those chosen as technicians and experts must do up to three years. But despite this law being in effect for more than a decade, there has been no formal conscription programme, and instances of forced recruitment recorded by Frontier were undertaken without reference to the law.
Conscription via the lottery system had prompted rural families to move to cities, where they imagined their male members would be safe. However, since at least late October this year, the military has begun forcibly recruiting in some urban centres – a practice resurrected from the time of the last junta, before 2011.

The recruitment drive has likely been spurred by the offensive, codenamed Operation 1027, launched by the Three Brotherhood Alliance of ethnic armed groups in northern Shan State on October 27. The Brotherhood caught the Tatmadaw by surprise and seized about 200 military outposts near the border with China in the initial weeks of the offensive. Operation 1027 also galvanised the resistance elsewhere in the country, inspiring similar offensives in Kayah and Chin states and Sagaing Region.
Meanwhile, the regime has denied it’s forcibly recruiting soldiers or people to act as porters. “There is no reason for the military to do any of this anywhere in Myanmar… I want to inform the public that they can live in peace,” junta spokesperson Major-General Zaw Min Tun said on November 23.
However, the Rangoon Scout Network, a group dedicated to gathering and publicly sharing information on the security forces’ movements in Yangon, paints a different picture. The group documented 95 cases of people being detained and taken in military vehicles from the last week of October to December 18 in Yangon Region.
One of them is Ko Win Kyaw*. The 34-year-old man was seized by the military in Kamaryut Township on the night of November 14 when he was walking home from a friend’s house.
“It was around 12:30am and they arrested me saying I was hiding in the dark. They took me with eight other men. We were beaten in a military truck and then taken to a police station. My wife and a friend found out the next day and went there,” he told Frontier.
Win Kyaw was told he’d have to join the military but was released after his loved ones paid K500,000. “The men arrested with me were kept in the cells and I don’t know what happened to them,” said Win Kyaw, who has been living in hiding since then.
Child soldiers
The Tatmadaw has also allegedly recruited minors, with the United Nations documenting 112 cases last year. However, other armed groups, both aligned with the junta and opposing it, have also used child soldiers, defined as being younger than 18, with the UN documenting a total of 235 such cases.
One of those conscripted by the military was Ko Aung Kyaw*, who was taken in Sagaing in October 2022, aged 16.
“I left home because I didn’t have a good relationship with my father. My parents divorced when I was a kid. I left my father’s house in Mingin Township to find my mother. But I was arrested near Mingin town, where she lives,” he told Frontier.
Like many minors in Myanmar, Aung Kyaw didn’t yet have a national ID card, and his captors used that against him.
“The soldiers took me to the local police station and left me there the whole night. They came the next day and interrogated me. They asked me if I had a national registration card and I told them I didn’t because I wasn’t 18 years old yet. They asked me what other documents I had, but I didn’t have any,” he said.
That’s when he was threatened into becoming a soldier.
“One officer told me that I should join the army if I didn’t want to go to prison. I replied that I didn’t want to join the army. He said I’d be in prison for more than 10 years, but if I joined the military, I could live well,” he said.
Aung Kyaw was eventually sent to a recruitment unit in Magway town and after five months of training, in April last year, he was deployed in southern Shan’s Pekon Township, a place of active conflict between the military and largely Karenni resistance forces.
Seven months later, he managed to contact the Karenni Nationalities Defence Force and the resistance group helped him flee from his base into their sanctuary.
“There are a lot of soldiers who were forcibly recruited like me. They are also waiting for an opportunity to escape,” Aung Kyaw said from Thailand, where he now lives in hiding.

The total number of planned care treatments, including minor operations, has seen a significant increase nationwide, showcasing the effectiveness of the targeted approach.   Te Tai Tokerau - Northland Sets an Encouraging Example Despite facing winter pressures, several regions across New Zealand are steadily progressing towards meeting their waitlist targets. Notably, Te Tai Tokerau - Northland stands as a shining example of progress, with an impressive 76 per cent reduction in the number of people waiting more than a year for surgical treatment between August 2022 and July 2023.  
A Path to Swift Action - Treatment Plans for Long Waitlist Patients
Addressing the plight of patients who have endured long wait times, Dr Verrall shared encouraging news. Individuals who had been waiting for over three years for treatment have either received their treatment date and plan or have already undergone treatment. The Health Minister's goal is to ensure that patients waiting for over two years will be treated or scheduled for treatment by the end of September.  
A Focus on Orthopaedic Patients
Dr Verrall also shed light on the dedicated efforts being made for orthopaedic patients. A collaborative initiative led by Te Whatu Ora, in partnership with the New Zealand Orthopaedic Association and Physiotherapy New Zealand, aims to treat or schedule treatment for all patients waiting longer than 365 days for orthopaedic surgery by June 30, 2024.   Improvements in Theatre Utilization - A Game Changer One of the key factors contributing to reduced waitlist times is the concerted effort to improve theatre utilization across the country. The Anaesthetic Technician Tactical group has played a significant role in addressing workforce shortages, leading to fewer theatre cancellations. Their initiatives to enhance the recruitment and retention of anaesthetic technicians have been instrumental in improving patient care.  
Health Reforms and Frontline Support
Dr Verrall emphasized the positive impact of health reforms, which have increased support for frontline healthcare while reducing administrative redundancies. As a result of a more unified health system, patients can now easily access planned care treatment in different areas of the country. For instance, South Canterbury has seen 302 patients from Canterbury and Southland receive treatment at Timaru Hospital in the past year, showcasing the improved patient mobility facilitated by these reforms.

Using Tools to Promote Awareness of Telecom Jobs
Workforce development continues to be a top priority given the continuing industry workforce shortage. The workforce need is critical and during 2022 the Workforce Development Committee completed a number of initiatives in support of developing a telecom workforce to combat the current shortage.
The committee completed the Telecom Tower Technician I (TTT1) curriculum for use by two-year community colleges, launched the URL TelecomJobsConnect.com for member companies to post jobs and for applicants to apply, and designed six college recruitment commercials and a five-minute video titled “A Day in the Life of a Tower Technician” which can also be used by NATE member companies.
The focus of the Workforce Development Committee through 2023 is to leverage the developed media tools to increase the public’s awareness of the telecom industry and the multitude of viable career pathways available to high school and college graduates. A key initiative is to intentionally promote the showing of the documentary film, Vertical Freedom to large public school districts.
Currently, the committee is coordinating with the Clark County School District in Nevada to show the film during Science Week 2023 to both parents and students. The film’s initial showing will include a tower technician from a NATE member company who will answer audience questions and the district who will supply popcorn and pizza for the audience. Following the initial showing the District plans to continue using the film each semester to promote the industry with student groups.
Additionally, the committee will continue to promote and encourage community colleges to adopt the TTT1 curriculum and to post the TelecomJobsConnect.com link and the five-minute video on their job boards for their current and future students to access. Graduates with technical education experience provide companies with a talent pipeline who are equipped with in-demand skills. Community colleges have a myriad of career, technical, and business graduates who are prime candidates for a variety of telecom positions.
As a NATE Member company, the Workforce Development Committee encourages you to post your telecom job openings on the TelecomJobsConnect.com portal. The portal is user-friendly and the applicants will apply directly through your company’s website. Also, if your company has not leveraged the video “A Day in the Life of a Tower Tech” we encourage you to post it on your website and share it with others in your community.
Lastly, the Workforce Development Committee will be working with a designer to update the Elevate Your Future brochure to connect with today’s youth. The plans are to update the pictures and verbiage, include a QR code and video links, and include climbing and non-climbing career pathways.
Throughout 2023 NATE will continue to initiate outreach activities and seek new network opportunities to raise awareness of the continuing workforce needs and opportunities for individual, personal, and professional growth in the telecom industry.
