#technically I can't complain about J being unpopular because it's my 8th favourite Eeveelution

I vaguely understand why Jolteon isn't very popular - it's outdone by the other Eeveelutions (from my favourite to least favourite: Flareon is floofy (I have two Flareon in Violet, one of them is called Floofball and the other is called Floof. I couldn't tell you from memory which is the fixed Tera one), Espeon is purple with tufts and has a cool orb on its forehead (also it's the most catlike Eeveelution), Glaceon has a nice colour scheme and interesting diamond pattern, Leafeon... idk it just randomly grew on me (pun not intended), Sylveon has cool ribbons, Umbreon... looks like it could be a goth or emo in the best possible way, I like Vaporeon's mermaid tail (and it has the best shiny imo) and Jolteon... just doesn't have anything to make it stand out) - but I don't understand why Flareon isn't very popular (if the Eeveelution tournament has anything to say about it, it's actually LESS popular than Jolteon - at least Jolteon was able to win a poll (admittedly, someone had to win between Jolteon and Flareon). The other Pokémon that their designer, Motofumi Fujiwara, designed, Eevee, was in third-last place which says something about how little people like his designs. It could alternatively say something about the audience of that tournament because I've never really heard much about how much people like Vaporeon (which gets hate indirectly due to being a gen 1 Eeveelution but probably isn't actually hated that much because it actually made 3rd place), Leafeon, Glaceon and Espeon (but then again, I don't hear much about Decidueye and I saw a YT poll where it beat Skeledirge and Hisuian Typhlosion, both of which I've noticed are quite popular), but it's probably not best to go and say "this isn't representative of the fandom as a whole" because that's what the votes said and it probably wouldn't have changed much with a bigger sample size anyway). I know the Eeveelutions are popular in general but I honestly think that Jolteon and Flareon would be unpopular if they weren't Eeveelutions. I think the two of them need something to boost their popularity but honestly, Game Freak isn't gonna randomly give these two something just for the sake of it. Also, any special "thing" is gonna go to Eevee, not J and F

There are definitely some design elements that are present on both Jolteon and Flareon, at least a few of which are also present on Eevee. It's not exactly subtle the three of them share a designer
