The FBI, working closely with an international team including the Czech and Baltic intelligence services, has helped link a series of international cyberattacks to a shadowy unit associated with the Russian secret service, the GRU.
According to a joint cybersecurity advisory report issued on Friday, the cyberattacks were undertaken by a group tied to Unit 29155 of the GRU.
Previously, the same unit has been blamed for an explosion at an ammunition site in 2014 in Vrbětice, deep in the Czech Republic’s southeast, as well as “attempted coups, sabotage and influence operations, and assassination attempts throughout Europe.”
However, in 2020, Unit 29155 expanded its portfolio “to include offensive cyber operations.”
Among other objectives, this offshoot group was used to collect information for espionage, cause reputational harm by stealing and leaking sensitive information, and destroying data.
“Unit 29155 cyber actors [are assessed] to be junior active-duty GRU officers under the direction of experienced Unit 29155 leadership,” said the report.
“These individuals appear to be gaining cyber experience and enhancing their technical skills through conducting cyber operations and intrusions,” it continued. Additionally, the report assessed that non-GRU officers had also been recruited, including known cybercriminals.
The unit is believed to be responsible for unleashing WhisperGate, a multi-stage wiper that has been deployed against the Ukrainian government, non-profit and tech organizations since January 2022. In addition to launching WhisperGate against Ukraine, the group has also targeted NATO states as well as countries in Latin America and Central Asia with its activity, including website defacements, infrastructure scanning, data exfiltration, and data leak operations. “Since early 2022, the primary focus of the cyber actors appears to be targeting and disrupting efforts to provide aid to Ukraine,” the report revealed. Furthermore, over 14,000 cases of domain scanning had also been recorded, with these impacting 26 NATO members and several other EU nations. “Whether through offensive operations or scanning activity, Unit 29155 cyber actors are known to target critical infrastructure and key resource sectors, including government services, financial services, transportation systems, energy, and healthcare sectors of NATO members, the EU, Central American, and Asian countries,” said the report. Led by the FBI, the investigative operation also involved teams from Britain, Australia, Canada, Germany, the Netherlands, Estonia, Latvia, and the Czech Republic. Together, their joint findings have enabled the Cybersecurity Advisory to develop tactics, techniques, and procedures to thwart further actions by Unit 29155.

NCSC and partners issue advice to counter China-linked campaign targeting thousands of devices

The UK and international allies are urging individuals and organisations to take protective action after exposing a global network of compromised internet-connected devices operated by a China-linked company and used for malicious purposes. The National Cyber Security Centre (NCSC) – a part of GCHQ – has today (Wednesday) issued a new advisory alongside partners in the United States, Australia, Canada, and New Zealand which reveals how a company based in China with links to China’s government has managed a botnet consisting of over 260,000 compromised devices around the world. A botnet is a network of internet-connected devices that are infected with malware and controlled by a group to conduct co-ordinated cyber attacks without the owners’ knowledge. The compromised devices include routers, firewalls, and Internet of Things (IoT) devices – including webcams and CCTV cameras – which can then be used by the actors for a variety of malicious purposes, such as anonymous malware delivery and distributed denial of service (DDoS) attacks. The advisory names Integrity Technology Group as responsible for controlling and managing the botnet, which has been active since mid-2021, and has been utilised by the malicious cyber actor commonly known as Flax Typhoon. The advisory shares technical details and mitigation advice to help defend against malicious activity delivered through this botnet. It also highlights the risk to owners of how unpatched and end-of-life equipment can be exploited by malicious cyber actors. Paul Chichester, NCSC Director of Operations, said:  “Botnet operations represent a significant threat to the UK by exploiting vulnerabilities in everyday internet-connected devices with the potential to carry out large-scale cyber attacks. “Whilst the majority of botnets are used to conduct co-ordinated DDoS attacks, we know that some also have the ability to steal sensitive information. “That’s why the NCSC, along with our partners in Five Eyes countries, is strongly encouraging organisations and individuals to act on the guidance set out in this advisory – which includes applying updates to internet-connected devices – to help prevent their devices from joining a botnet.” As with similar botnets, the botnet described in this advisory is composed of a network of devices, known as bots, which are infected with a type of malware that provides threat actors with unauthorised remote access. To recruit a new ‘bot’, the botnet system first compromised an internet-connected device using a known vulnerability exploit which then provides access to establish a remote command and control execution. This advisory has been co-sealed by the NCSC and agencies in the United States, Australia, Canada, and New Zealand. Technical Info The botnet uses the Mirai family of malware, designed to hijack IoT devices such as webcams, DVRs, IP cameras, and routers running Linux-based operating systems. The Mirai source code was posted publicly on the Internet in 2016, resulting in other hackers creating their own botnets based on the malware. Sincethat time, various Mirai botnets have been used to conduct DDoS and other malicious activities against victim entities within the United States. The investigated botnet’s customized Mirai malware is a component of a system that automates the compromise of a variety of devices. To recruit a new “bot,” the botnet system first compromises an Internet-connected device using one of a variety of known vulnerability exploits (see Appendix B: Observed CVEs). Post-compromise, the victim device executes a Mirai-based malware payload from a remote server. Once executed, the payload starts processes on the device to establish a connection with a command-andcontrol (C2) server using Transport Layer Security (TLS) on port 443. The processes gather system information from the infected device, including but not limited to the operating system version and processor, memory and bandwidth details to send to the C2 server for enumeration purposes. The malware also makes requests to “c.speedtest.net,” likely to gather additional Internet connection details. Some malware payloads were self-deleting to evade detection. A variety of subdomains of “w8510.com” were linked to the botnet’s C2 servers. The Albanese government has backpedaled once more and confirmed that the next census will include questions on both sexual orientation and gender, after a shock decision to scrap the proposed topics in 2026.
Treasurer Jim Chalmers confirmed on Sunday the next national survey would include the new questions for the first time, after weeks of backlash from both the LGBTQIA+ community and experts.
Chalmers told ABC’s Insiders program that the government had “listened” and “taken the feedback seriously”.
“We’ve had good intentions right throughout this. We want to do the right thing for the right reasons,” he said.
“We’re going to get the right outcome here, which is really important. We will continue to work with the community and with the ABS through the next stages of the process.”
It comes after weeks of national backlash and varying explanations for the removal of the questions, including that they were “too complex” and could spark “divisive debates”.
Now, the Australian Bureau of Statistics is writing the questions and advocates want all politicians on board and testing to begin.
Equality Australia CEO Anna Brown welcomed the new u-turn and urged all MPs to get the proposal through the federal parliament.
“This is the sensible, pragmatic and moral course of action,” she said.
“[It] will ensure vital data about some of the most vulnerable populations in Australia is collected nationally for the first time.
“It’s now time to let the ABS get on with doing its job and proceed with the planned testing so we can finally count every Australian in 2026, including people who are trans and gender diverse as well as gay and bisexual.”
Intersex question will not be included
Assistant Treasury Minister Andrew Leigh said the 2026 census will ask Australians aged 16 and over the questions. Answering will be optional.
He said in a statement, “The ABS did not recommend a topic on variations of sex characteristics (intersex status) in the census, and it will not be included.
“Although this topic was considered by the ABS, testing indicated high quality data could not be collected due to the technical complexity of the topic.
“We value every Australian, regardless of their faith, race, gender or LGBTIQ+ status.”
Equality Australia’s Anna Brown said the LGBTIQ+ Expert Advisory Council should continue working with the ABS on a new topic covering people with innate variations of sex characteristics for a future census.
“It is vital that data is collected on people with variations in sex characteristics, and the work must continue in partnership with intersex organisations to ensure they are counted as accurately as possible,” she said.
Census has never told the full story of LGBTIQ+ Australia
The Albanese government plans to settle the changes before the end of the year.
The new questions are important because service providers, health entities, government departments and businesses rely on the census for baseline population data, Anna Brown said.
“They need a complete picture of who we are as a nation, including where LGBTIQ+ people live, what our jobs are, our health issues, where we go to school and what our families look like,” she said.
“The census has told the national story of our changing community since 1911, but it has not once included the full story of LGBTIQ+ Australia.”
