my personal headcanon that i use for the robin i write is that robin is high authority as queen for obvious reasons, but overall chrom has the final say in everything because he's the exalt (and robin can't make major changes on her own, i.e. make laws/other stuff that would drastically change something within the halidom- nothing to do w/ trust, just laws). chrom would probably go to her for advice on stuff anyway though because they always work together and he trusts her wholeheartedly ouo)b
