We know what damascus steel used to be, it was basically wootz. the reason people say that we don't is because no one wrote down the recipe so we don't have any precise percentages/ we don't know the exact methods they used.
Modern steels are wayyyyyy better, it's not even comparable to the old stuff. Even in the lest 50 years we have made incredible progress (ex ingot vs PM steels, or the progress we have made developing stainless steels or even knife specific steels (ex Magnacut)) Nowadays when we say damascus we mean pattern welded steel (which was also used in the past, ex nordic multibar construction)
Also old steel was way less homogenous, which means more inclusions so more weak points.
