Ok so this is the lineup of people colloquially refer to as "Unita Speciale"

Makes sense! These are all the late-game enemy stand users that Bucci Gang has to fight in the second half of Golden Wind when all of the members of Squadra have been defeated. Clumping them all together just makes sense for being economical in casual conversation.
But if you want to get annoyingly technical...

Diavolo is the gang's founder and first head, being called The Boss (ボス, Bosu) by his subordinates.
Directly beneath him is the Adviser or Consiglieri (参謀, Sanbou) who counsels the Boss and acts as a messenger between him and the adviser's direct subordinates: the Lieutenants or Caporegimes (幹部, Kanbu, lit. executives). The lieutenants are officers tasked with running the gang's business smoothly, usually being assigned a territory. Every lieutenant is also assigned one or several teams of gang members who are to obey them and are dedicated to one type of work, such as the drug deals (麻薬チーム Mayaku Chīmu, lit. "Drug Team"), assassination (暗殺者ヒットマンチーム Hittoman Chīmu, lit. "Hitman Team"), bodyguard (護衛チーム Goei Chīmu, lit. "Escort Team" or "Bodyguard Team"), data analysis (情報管理チーム Jōhōkanri Chīmu, lit. "Information Management Team"),[1] gambling, or tax collection teams.
The most remarkable teams of Passione were La Squadra Esecuzioni, who were responsible for assassinations, and La Unita Speciale who operates directly under the Boss' orders. The gang's strangest member is Vinegar Doppio, who serves as the main cover for the Boss and works as his right hand, thus operating alone.
TL;DR, Boss > Advisor > Lieutenants > Team Leaders > Grunts
Unita Speciale is in a weird place on this hierarchy. They are a team of stand users who get orders straight from the boss, they seem to specialize in killing stand users that the boss calls traitors.
This, notably does not include Ciocolatta and Secco, as shown below.

And I think this is the page (had a tough time finding a translation rip) where Diavolo is explaining to Doppio that he's calling in Cio and Secco. Doppio asks for more info, showing he doesn't know of them. Diavolo mentions, among other things, that he finds them repulsive and wouldn't have called them if he had another choice.

Judging by this, it seems like they were more of a last ditch wild card option that had to be called in seperate from the unita rather than being members of a wider team.
But just as notably, this team doesn't technically include Doppio and Diavolo, either. Doppio's more of a lone operator as the boss's "right hand" (kind of literally too) it's a little weird to call the boss of passione part of his own elite guard.
So. It appears the elite guard consists of two gays and a meat man.

That there's Sheila E.
In the third chapter of PHF, she has a fight with Zucchero (aka the torture dance head guy) she boasts that since she was 10 years old she's been a really belligerent member of Unita Speciale, running into presumed suicide missions and coming out alive with huge swathes of territory for the boss. Whether or not this was actually true (or if phf can be considered canon) is inherently debatable but if we take her words as fact Unita looks more like...this

So the old man is Sogliola Lopez, and the Anarchy guy I pasted over Fugo is Rigatoni. Technically, these two are on the Unita Speciale.
In the events of GHGR, Lopez has a really weak stand called Joy Division. It can't do much besides switch the placement of two objects, so he spends most of his time organizing stronger stand users to fight his battles for him.
Rigatoni, on the other hand, is a really interesting character. He and Mista used to be partners before they had a falling out, something about Mista not killing people good enough? I don't fully remember. Anyway, his stand is called Public Image Limited and it is completely useless for anything besides killing a stand user in one shot. If he misses, he dies. If he shoots a non-stand user, he dies. If the stand user is even grazed by the bullet, they die. Simple as that.
I guess you could maybe also count Fugo as a Unita because in the book he kills a whole lot of innocent civilians to help Lopez's plan. But thats only if you want to be even more pedantic than me, and in my opinion he really was just acting as Lopez's temporary underling with the full intent to somehow help his former teammates win, so I'm leaving him out of the final count.
Generally, considering both PHF and GHGR canon leads to a lot of straight up logical inconsistencies so I don't like doing it, but the point here is to be ridiculous so here's the final lineup!

Formaggio Headcanons
Ok, here are my headcanons on the relaxed but sadistic hitman, Formaggio!

-           Formaggio’s given name is Ricco, which is an Italian variant of Richard. I wanted his full name to be a subtle reference to the comedian and singer Mark Jonathon Davis, aka Richard Cheese. (I’ve been listening to his lounge cover of “Down with the Sickness” so many times and I love it due to the lyrical dissonance of the cover in question)
-           His birthdate was December 9th, 1976, making him 25 in Vento Aureo and a Sagittarius.
-           He was born in Pisa, Tuscany and resided there for about several years before running away to Napoli as a teen. I’ll try my best not to explain the joke regarding his birthplace this time.
-           He was biracially mixed, as his biological mother is a dark-skinned Italian while his father is a fair-skinned Spanish man (I just like Formaggio’s tan skin color in the anime adaption, alright?)
-           He is a natural-born Stand User, manifesting his Stand when he was a child.
-           When Formaggio was younger, Little Feet used to look so adorably cartoony as well as far more expressive (then there’s the fact that its appearance is based on a toy Formaggio used to own before a bunch of bullies smashed it). But as its user’s personality darkened as he grew up, so does Little Feet’s appearance, rendering it an emotionless frowner.
-           Thanks to his ability to shrink things, he is a somewhat skilled thief, both before and after joining Passione.
-           He can sometimes shrink himself to bite into the food he has in his cabinet.
-           Formaggio likes cats, but he is rather terribly inexperienced at real pet care, not being allowed to own a pet as a child.
-           Before joining La Squadra Esecuzioni, he used to be in the bomb smuggling team working under the Capo Sogliola Lopez (the main bad guy of the dubiously-canon novel Golden Heart, Golden Ring). Though his Stand is useful in smuggling explosives, the slow shrinking time got him mocked repeatedly by Lopez (in the novel, Lopez is rather demeaning to the people who work under him in general, so that’s not unusual personality-wise for that old bat). When he heard about La Squadra Esecuzioni, he decided to join the hitman team to prove that his Stand is very useful, even in assassinations.
-           As a kid and teenager, his hair used to be rather messy, before he shaved it to a sidecut that droops to the right side upon joining the bomb smuggling team. Once he joined La Squadra Esecuzioni, he later fully shaved it bald to avoid leaving a single hair behind on his missions. It slowly grew back to the buzz cut it is now, and Formaggio keeps it trimmed every now and then.
-           As we can see in the manga and anime, Formaggio has a rather twisted sense of humor, telling a disturbing joke about Polpo’s death (which seems to stem from PTSD over witnessing his friend Sorbet’s sliced up body parts up close). I think his sense of humor is a combination of  his general sadism and  a coping mechanism for the hardships he went through.
-           From what we see in the anime adaption, he and Illuso don’t seem to get along well pretty much due to the latter talking smack about Little Feet’s supposedly weak ability to shrink things. Given the genuine sense of camaraderie within La Squadra di Esecuzioni, I believe Formaggio and Illuso are of the Vitriolic Best Buds trope, giving each other shit but still caring for each other enough to most likely avenge one another.
-           Every April Fools’ Day, he would occasionally use Little Feet to shrink either his teammates’ items or even the teammates themselves when they’re none the wiser. There was even this one time that Formaggio had thought about pulling a prank on Illuso by placing a shrunken stink bomb onto his bedroom vanity and set it off, but decided not to after Melone casually tells him that shrinking the stink bomb can compress the many ingredients it contains and turn them lethal. It did give Formaggio an idea to assassinate his latest target with that, though.
-           He acted like a laid-back big brother to Pesci.
-           On his off days, he likes to watch sports (mostly calcio) with a cold one.
-           He likes listening to lounge/swing style music, like Frank Sinatra and Dean Martin.

Hi guys this is Joy Division from Jojo Bizarre Adventure Golden Heart, Golden Ring.  It is a close-range Stand as well as a Novel-Only stand.. It’s ability is spacial shifting, which allows the user to swap objects in their right hand with their left.  This allows the user to move around with the swapping.  It is a harmless ability, but an interesting one at the least.  The user is Sogliola Lopez, the main antagonist of the Novel and a Passione Capo sent to kill Team Buccarati.  Tell me what you guys think of this stand in the comments.

Ok uhhh book-exclusive characters time. Kiiiinda spoilers? If you squint...?
Purple Haze Feedback
Sheila E: Rainwing/Nightwing hybrid. Keeps a sloth named Voodoo, and is looking for revenge on the rainwing who (killed? Hurt? Idk) her sister over a scuffle for treasure and hates all treasure-seeking dragons for it. Her wing-undersides and underbelly can color-shift, and she uses it to match with the colors of the sky to seem invisible to dragons and prey on the ground. She can light her venom with a firebreath spark like Narancia. Her tail is prehensile,and she often uses it to get around in her jungle home, but she doesnt take naps and in general doesnt fit in with nightwings or rainwings.
Cannolo Murolo: Rainwing/Mudwing hybrid. He claims that he has no color-changing ability, but the truth of the matter is that his colors can shift between muddy earthen tones for camoflauge. His tail is bendier than a normal mudwings, but not prehensile. He has no venom, just long hollow fangs. He's partial to noontime naps. He used to collect intel for whichever kingdom would pay him, but now works mainly for Giorno.
Antonio Volpe: Skywing. A royal who resents just about everyone outside his immediate freind group (and ESPECIALLY his estranged brother and his quaint little resturant in Possibility). He's trying to find an animus dragon to heal Angelica and to make him an animus, too. Usually the one carrying her as they fly.
Angelica Attanasio: Icewing/Rainwing hybrid. An oddity kept by the skywing royal family, Angelica's venom freezes inside her venom sacs and causes her a great amount of jaw pain, often preventing her from eating. Whats worse, she has a blood disease that no one can seem to cure, which makes her too weak to fly on her own, so she depends on the others to carry her as they search for an animus dragon.
Vittorio Cataldi: Sandwing/Skywing hybrid. Basically a normal skywing with warm scales and a stinger. He never learned how to hold it properly, and when he wags it he often stings himself and whoevers standing close to him. The venom doesnt kill in small doses, and he's grown addicted to the sensations they give him. He's not odd enough to have been kept in a cage by the royals, he was found wandering between borders and given a home under Antonio's wing.
Vladimir Kocaqi: Mudwing. Once a bigwings for his now-dead siblings, he has since devoted himself to watching over Antonio and his odd little hybrid daycare. He's the main source of practical wisdom for the lot, teaching them to hunt and find shelter for themselves "once he's gone".
Golden Heart Golden Ring
Rigatoni: Sandwing. A former outclaw whom Mista once knew very well, usually assigned as his parole officer whenever he returns to the sand kingdom. Neither of them are sure if the other really hates them or not, they mainly just banter whenever they meet each other again.
Sogliola Lopez: Seawing. Involved in explosives trafficking, he is a sour old man who puts a great amount of stock in his royal blood, though the seawing queen he was a cousin to was already dethroned long ago.
Coniglio: Rainwing. Studies healing herbs and general rainwing medicine. Keeps her sloth Cure close at all times for emotional support.
Winona: Icewing. Intentionally got herself stationed at a part of the world that was far from fighting and bloodshed and that other icewings wouldn't want to be at, she's Coniglio's best freind.
