I wonder if it would be effective for energy policy to make building landlords pay, say, 10% of each tenant’s electricity costs, unless certain renovations have been made to insulation. One of the ongoing problems with improving the energy efficiency of rental properties is that the building owners have no stake, as it all falls upon the tenants. Making them pay a fraction of the energy costs would, cumulatively, make it more expensive for them.
Cut off 3% for insulating windows, 2% for wall insulation, 5% for heat pump tech (prices open to negotiation).
The downsides would be (a) almost certain rent increases to cover this. I don’t mind this, as it maintains the general incentive for them to cut costs for them. (b) Incredibly invasive “energy saving” rules for tenants.�� I’d be more worried about this one. I could totally imagine landlords ceilinging heating temperatures and flooring AC temperatures. Or installing smart thermostats that track when tenants are there (and reporting the info to the landlords). This one also seems plausible, as it might be cheaper for them to force you to "conserve” energy than to actually fix the buildings.
Thinking through this, however, it might not be sufficient. During the winter, my heating bill for my apartment is ~$120/month, which I understand is on the low-side, since I mostly dress warm. So call that a monthly average. Unfortunately, for 30 units x 12 months, that’s only $3600/year at 10%. That’s maybe the cost of replacing the windows in one unit. And not even close to the costs of replacing the insulation in the walls.
